About this file

This is a Questions and Answers document for federal contract opportunity FA561326Q0011, issued on 7 April 2026. The solicitation concerns furniture delivery to a dormitory facility in Kaiserslautern, Germany, with no installation, removal, placement, or disposal of existing furniture required by the vendor.

Delivery must occur within 90 calendar days from award to Kaiserstrasse 84, 67661 Kaiserslautern, Germany under FOB Destination terms, with unloading performed by government employees. All quotations must be submitted in Euros (€), and vendors outside the Eurozone must maintain a European IBAN for payment. Vendors must be fully registered in SAM (System for Award Management) before quote submission and in both SAM and WAWF (Wide Area WorkFlow) by contract award. The contract requires bedroom set items (CLINs 0001-0005) at 113 units each and Chair Desk/Dining items (CLIN 0006) at 128 units, with furniture specified in Cherry Medium wood and Gunslinger Red/Unicolor upholstery, though final colors will be determined by vendor and customer post-award. Post-award sample submission is required for verification of specification compliance; shipping and handling costs must be included in the quote as either unit prices or a separate CLIN 0014, with no additional reimbursement for sample delivery costs. Any items failing to meet specifications upon receipt become the vendor's responsibility to correct. Vendors normally provide samples and/or drawings of manufactured items, with fabric samples requested to verify color and suitability.

Question 7: The RFQ requires delivery within 90 days from the Award date. Are these calendar days or business days? If business days, please provide the current applicable US and German holidays.

Answer 7: Calendar Days.

Question 8: Attachment 1 Salient Characteristics, on the last page precisely states:

"AFTER Contracting Office HAS SELECTED THE POTENTIAL WINING VENDOR, THE RESPECTIVE

VENDOR MUST SUBMIT ONE SAMPLE OF EACH ITEM TO FMS FOR VERIFICATION IF THE ITEMS

ARE IN COMPLIANCE WITH OUR SPECIFICATION. UPON VERIFICATION AND ALL ITEMS ARE IN

ACCORDANCE WITH OUR SPECS ONLY THEN THE Contracting Office CAN AWARD THE

CONTRACT."

Answer 8: The government understands that this paragraph is misleading and asks any interested vendors to disregard it. However, the government will reject any items that fail to meet the required specifications and quality standards. To avoid rejection, delivery delays, and non-reimbursable costs to the vendor, the government requests post-award samples for approval.

This proactive approach has historically helped prevent the need for costly rework and re-shipment of an entire order at the vendor's expense. Therefore, the government asks for fabric samples to choose the correct color and ensure the fabric is suitable. Vendors normally provide a sample of the items they will manufacture and/or drawings of the items being made. We understand Cherry wood and Gunslinger Red colors could vary per vendor/manufacture.

Question 9: If only furniture delivery FOB destination is requested, who will unload the furniture?

Answer 9: This will be taken care of by government employees.

Question 10: The specifications reference EUR (€) for the itemized list. Could you please confirm whether submission in USD would also be acceptable, or if pricing must be strictly provided in EUR?

Answer 10: All quotes must be submitted in Euros (€). Vendors outside the Eurozone must have a European IBAN to receive payment from the US Government. Please be aware that a European IBAN can only be obtained by having a business location within that zone.

Question 11: Could you please provide the domestic delivery address within the United States for this requirement?

Answer 11: This requirement only allows direct shipment to Kaiserslautern, Germany.

Consolidation points will not be used.

Question12: I was reading through the solicitation FA561326Q0011 and wanted to clarify what is FOB Destination is in reference to.

Answer12: Please deliver to Physical Delivery Location listed below:

Kaiserstrasse 84, 67661 Kaiserslautern, Germany

Question 13: Notes state After contracting office has selected the potential winning vendor, the respective vendor must submit one sample of each item to FMS for verification if the items are in compliance with our specification. Please clarify if physical sample pieces will need to be shipped to inspection including items with a quantity of 2 or less? In lieu of physical samples would specification sheets and fabric samples be sufficient?

Answer 13: see question 8.

Question 14: FAR 52.252-1 Solicitation Provisions Incorporated by Reference. Provisions Incorporated in Full Text state Upon request, the contracting officer will make their full text available. Please provide the full text.

Answer 14: Full text clauses and provisions can be reviewed here:

https://www.acquisition.gov/far-overhaul

Question 15: Our Project Managers are U.S. citizens; however, the installation team and other trades are German Nationals, is this acceptable?

Answer 15: No Installation is required by the vendor.

Question 16: The solicitation notes that the potential winning vendor must submit one sample of each item to FMS for compliance verification prior to contract award. We kindly request clarification on the following:

a) Are shipping and transport costs for delivering samples to FMS covered by the Government, or are they entirely at the vendor's expense? The submitted quote should consider this as part of the pricing, no additional price for samples will be considered.

b) Is there a defined timeframe within which samples must be submitted after the vendor is notified by the Contracting Office? Samples would be submitted after award, however, should be as soon as possible to avoid delays, as the 90 day delivery time frame will still apply.

c) If a sample requires a minor adjustment to meet specification, will a revision opportunity be provided, or is the verification process a single pass/fail determination? Vendors should adhere https://www.acquisition.gov/far-overhaul to the specifications requested. Upon receipt of goods, items will be inspected to verify specifications are met. Any item not meeting specifications (ie. Weight, height, length, wood type) would be the responsibility of the vendor to correct.

d) To which exact FMS location and point of contact should samples be physically delivered? The samples shall be delivered to the same delivery address as the complete order, unless otherwise agreed on after award.

Question 17: The salient characteristics specify cherry medium for all wood items and Gunslinger Red / Unicolor / Medium for upholstery items. However, the general specifications state that colors will be identified on each Delivery Order. Please confirm whether cherry medium and Gunslinger Red / Unicolor / Medium are the confirmed and final colors for this contract, so that samples and quotes can be prepared accordingly. If colors remain subject to change via Delivery Order, should samples be submitted in a standard or neutral color pending formal instruction?

Answer 17: We understand cherry medium and Gunslinger Red colors may vary by manufacture, however, final colors would be determined by the vendor and customer after award of contract.

Question 18: The notes in the salient characteristics state that shipping and handling costs must be included in the unit price. However, CLIN 0014 is listed as a separate standalone line item for shipping cost. Could you please clarify the intended pricing structure:

a) Should shipping be priced exclusively within CLIN 0014, excluded from individual unit prices?

The government will evaluate the total price and accepts the shipping cost to be either included into the unit cost or as a separate CLIN.

b) Or should shipping be bundled into unit prices, with CLIN 0014 used to capture any residual or additional shipping costs? See a)

Question 19: All bedroom set items (CLINs 0001 through 0005) are specified at 113 units each, while CLIN 0006 (Chair Desk/Dining) is specified at 128 units — 15 units more than the bedroom set quantity. Could you please confirm whether the additional 15 chairs are intended for common areas or shared spaces within BLDG 2416, and confirm that all 128 units fall within the all-or-none award scope?

Answer 19: The request for 128 units of Chair Desk/Dining is correct.

Question 20: CLINs 0009 and 0010 state that upholstery color and foam density will be confirmed via Delivery Order. For the purpose of the pre-award sample submission, should the vendor use Gunslinger Red / Unicolor / Medium and medium density foam as indicated in the salient characteristics, or will the Government issue a formal Delivery Order instruction prior to the sample submission deadline?

Answer 20: The vendor should use Gunslinger red/unicolor as indicated. Foam density should be in adherence to the characteristics.

Question 21: Must the vendor be fully registered and active in both SAM (System for Award Management) and WAWF (Wide Area WorkFlow) at the time of offer submission, or is active registration at the time of contract award sufficient?

Answer 21: The vendor must be fully registered in SAM before submitting a quote and fully registered in both systems by the time of Award.
