Description:
All items shall be "first" quality goods. Factory "seconds" will not be accepted. Design shall represent best engineering, material and technological developments to ensure durability and strength. All items will be of durable quality based on the construction types:
Type A: "Wood Veneer on minimum of Hardwood Veneer-core Plywood" Type B: "Solid Hard Wood (Oak, Ash, Maple or Beech)" Type C: “Plywood corpus with laminated Top” Note: Particle Board or medium density fiberboard (MDF) are NOT acceptable substitutes.
Each item description provides dimensions. Dimensions referring to given commercial standards, i.e. bed frame sizes with corresponding mattress sizes need to be fully adhered to; same applies to underbed storage units required to fit under bedframes; chair’s seating or chair heights need to correlate to desk or table heights with variations not greater than 1” /2.5 cm to ensure items fit with associated corresponding items and/or other standard sized items already in use at Government possessed inventories. For all other furnishing items a tolerance of 2”/ 5 cm smaller and up to 4”/10cm or 5% larger is acceptable only in order to meet a company’s commercial product already on market, provided this change is not reducing the functionality or interfering with the use of corresponding items within the SOW.
Materials and Finishes:
Use of hardwoods such as Oak, Beech, Ash and Maple is required. All softwoods such as Pine or rain forest species are not acceptable.
All wood shall be kiln-dried to a moisture content of 5-10%. All exposed wood parts shall be clear cutting and free of knots, splits, or checks. Interior wood parts shall be of suitable hardwoods free of any defects that may affect the structural integrity of the furniture. All internal framing shall be constructed from selected mixed hardwoods. The furniture finish shall be a multi-coat formulation, premium grade for filled grained woods. Steam bent wood parts shall be of species suitable for bending and if exposed shall have grain and finishing characteristics similar to other exposed wood parts. Laminates shall be matte-finish, high-pressure plastic laminate. Laminate color shall match the wood species and color.
Fabrication:
No fiberboard, particleboard, medium density fiberboard or hardboard (MDF), shall be used in any part of the furniture or in any plywood component. Exterior surfaces and exposed interior surfaces shall be solid hard wood or hard wood veneer. All framing materials shall be solid hard wood. All joints must be stronger than the substrate itself and must resist racking and withstand loading. Lamination shall consist
SECTION
of planks no less than 19 mm (3/4") or more than 100 mm (4") in width. Any other edges or borders require minimum 2mm thick ABS (Acrylnitril-Butadien-Styrol) plastic to be heavy wear and tear resistant. All materials used shall be free from defects which would adversely affect the performance or maintainability of individual components or of the overall assembly. Materials not specified herein shall be of the same quality used for the intended purpose in commercial practice. Unless otherwise specified herein, all equipment, material, and articles incorporated in the work covered by this specification are to be new and fabricated using materials produced from recovered materials to the maximum extent possible without jeopardizing the intended use. The term “recovered materials” means materials which have been collected or recovered from solid waste and reprocessed to become a source of raw materials, as opposed to virgin raw materials (e.g.
recycled steel). Unless otherwise specified, none of the above shall be interpreted to mean that the use of used or rebuilt products is allowed under this specification. Other fabrication requirements follow:
Side Panels:
Type A (Veneer on Hardwood Veneer-Core Plywood):
Side panels shall be minimum 19 mm (3/4") 5-ply hardwood veneer-core plywood with wood veneer. Exposed edges on the front of the piece shall be provided with minimum 10 mm (3/8") thick solid hard wood edge banding or may be covered by solid hard wood front frame.
Back edges of side panels, if exposed, shall be finished for appearance, as the backs of some of these units may be exposed to view. Top edges of side panels, if exposed, shall be finished smooth, and sealed, for cleaning. Bottom edges of side panels shall be sealed to eliminate the possibility of water wicking up the side panels when floors are mopped. As a minimum, side panels that will be visible, such as in wardrobes, nightstands, etc., shall be finished on both faces to match other panels.
Type B (Solid Hard Wood (Oak, Ash, Maple or Beech):
Side panels shall be minimum 19 mm (3/4") solid hard wood. All exposed edges shall be finished. As a minimum, side panels that will be visible, such as in wardrobes, drop-lid desks, one-drawer nightstands, etc., shall be finished on both faces to match other panels.
Type C (“Plywood corpus with laminated Top”):
Side panels shall be minimum 19 mm (3/4") plywood and/or solid hard wood. All exposed edges shall be Polyvinylchloride (PVC) edge banding with edges rounded. As a minimum, side panels that will be visible, such as in wardrobes, drop-lid desks, nightstands, etc., shall be finished on both faces to match other panels. Exposed Wood Surfaces: doors, shelf-edges, ends, front, back and vertical folding edges shall be veneered with minimum 2 mm Polyvinylchloride (PVC) edge banding / Acrylnitril-Butadien-Styrol (ABS) border.
Back Panels:
For all construction types, standard back panels shall be minimum 8 mm (3/8") hardwood finished wood veneer plywood for pieces of furniture where the back panel is not a structural element (to resist racking, etc.). If the back panel is a structural element, it shall be minimum 5-ply hardwood finished wood veneer plywood, 19 mm (3/4") thick. Visible back panels, such as in wardrobes, nightstands, etc.
shall be finished on both faces to match other panels. All exposed panel edges must be finished as specified above for side panels, including all bottom edges to eliminate the possibility of water penetration and wicking through the core material.
Other Panels:
Headboard and footboard panels shall be a minimum of 13 mm (1/2") thick.
Doors:
Construction shall be minimum 19 mm (3/4") 5-ply hard wood veneer-core plywood. If the door is recessed flush with the edges of the side panels or face frame, provide veneer edge banding on all 4 sides. If the door is on the face of the cabinet, so that the hinged-edge of the door is readily accessible and susceptible to damage, provide a minimum 10 mm (3/8") thick solid hard wood internal or exterior edge banding on the hinged-edge of the door. All edges need a minimum of veneer edge banding to ensure the part is completely sealed so that moisture cannot penetrate.
Tops:
For all construction types the following options may be provided for tops. Horizontal surfaces of interior compartments on the desk, under bed storage units, etc.; and all writing surfaces shall be plastic laminate in high commercial quality, scratch resistant. The top surfaces shall be matte-finish, high-pressure plastic laminate unless otherwise noted in the item descriptions. Laminate color shall match the wood in both species and color. All tops must be a minimum of 19 mm (3/4") hardwood plywood. All exposed edges must be finished with minimum 10 mm (3/8") thick solid hard wood edge banding or may be covered by solid hard wood front frame. Laminated tops may have minimum overall thickness of 19 mm (3/4") core. Core must be provided with a minimum 19 mm (3/4") hardwood lumber band on all 4 sides. The top must be completely sealed from moisture by use of the laminate, the lumber band, and a backer sheet. The top may not be relied on for structural integrity. In other words, the top alone cannot be providing resistance to racking. In addition, furniture shall be movable by lifting and handling the piece by the top. Consideration should be given to connecting the side and back panels to the top in the lumber band.
This may be accomplished through blocking located behind the panels, or by a metal angle that allows the top to be connected to the other panels closer to the edges of the top. The glue line between the lumber band and the core material must be supported.
Dust Shields:
Dust shields will be provided in the bottom of all units with drawers. Dust shields shall be a minimum of 5 mm (3/16") thick. Materials other than plywood may not be used for the dust shields.
Shelves:
Adjustable shelves shall be either wood veneer on hardwood plywood or plastic laminate on hardwood plywood. Both faces of shelves must be finished the same to allow for flipping of shelves in case of warp age. Minimum of front and back edges must be edge banded with solid hard wood or hard wood veneer.
Drawers:
Drawer depth shall be within 30 mm (1 3/8") of cabinet depth. For all construction types, drawer fronts shall be minimum 19 mm (3/4") solid hard wood. Drawer sides and backs shall be minimum 15 mm (9/16") solid hard wood or all hard wood veneer-core plywood with no voids and shall have a sealed lacquer finish. Edges shall be finished smooth. All drawers shall be provided with replaceable drawer fronts.
Drawer construction and materials, to include drawer bottoms, shall be able to withstand a load of 125% of the rated load of the drawer guides without sagging or failing. All drawer joints shall be glued. At a minimum, drawer bottoms shall be perimeter glued and vertically supported by routed grooves. Drawers shall open to their full length 100%. Chest of Drawers will stand stable without tilting forward when all unloaded drawers are open.
Internal Construction:
Interior framing shall be a minimum of front and back hard wood rails at every drawer level. Rails shall be joined by mortise and tenon or half-lap joint and screwed to side panels or dowel construction, glued and screwed. Additional attachment to the side panels is required if solid hard wood is not used. Frame rails shall be a minimum of 38 mm (1 1/2") x 19 mm (3/4") thick. The base and top shall be screwed to the interior framing of the cabinet. All cabinets shall have reinforcing corner blocks screwed, as a minimum, into the corner of the base.
Screw cleats may be added where necessary.
Tables:
All tables shall be constructed of premium grade material, unless otherwise specified. All table frame joints shall be secured with glue and double doweled, unless otherwise specified. Wood dowels shall be multi-grooved and kiln-dried to a moisture content of 10% or less. All frames shall be reinforced with corner blocks, glued and screwed to the frame. The top of the table shall be joined to the frame with screws and glue blocks. Any top must be able to handle moving of the furniture that will be accomplished by lifting the piece by the top. Adhesives used for laminating panels and assembly shall conform to industry standards. All exposed edges shall be rounded (ABS). For removing table legs no tools should be required; wing nuts screws shall be used.
HARDWARE PARTS:
Provide all hardware and accessories required for each item. All exposed metal hardware shall be powder coated; the color shall complement the wood finish or chrome /stainless steel. All concealed hardware shall be finished to complement adjacent surfaces. Typical hardware items include, but are not limited to, the following:
Catches:
Double roller or magnetic.

cu. ft.), and keyboard shelves, shall be provided with 45 kg (100 lb.) capacity guides. Drawers greater than 0.11 m3 (4.0 cu. ft.) shall be provided with 68 kg (150 lb.) capacity guides. Guides shall be provided with positive 100% out and in stops. Drawer guides metal runners soft closure, smooth mechanisms. Non rusting (stainless steel is preferred) with nylon wheels or bearing systems. Mechanism shall have undergone industry testing for movable parts.
Gliders:
All legs of furnishings or parts touching the ground shall have plastic gliders screwed on the bottom in correspondence of the weight/size of the item. When so specified in the item description (i.e. SOW Paragraph 9.7) gliders need to be height adjustable and allow item to be moved or slid, without damage to item or flooring. Non-skid rust-free steel with nylon gliders are therefore required. Gliders shall be easily accessible, and provided on all four corners of items. For seating items gliders shall be equipped with either adjustable or screw type gliders, with caps of rustproof material.
