About this file

This document is a Questions and Answers (Q&A) file for the FA561325Q0012 Test Proctor Services solicitation by the 700th Contracting Squadron at Ramstein Air Base, Germany. The opportunity is for a Firm-Fixed Price contract to provide one (1) full-time equivalent (FTE) test proctor from 29 September 2025 through 28 September 2029, replacing the current contract FA5613-23-P-0135 which currently has two test proctors. The solicitation requires a minimum of one (1) year of experience for the role, and vendors from any location can propose. The technical evaluation will focus on two sub-factors: Past/Present Experience and Management Approach, with candidate resumes to be prepared upon contract award. Notably, there is no required travel or training, and no specific management structure location is mandated. The government has amended the solicitation to allow more than two pages for the management approach document.

FA561325Q0012 Test Proctor Services – Questions and Answers

Q1: Who are authorized to bid on this opportunity? Is this applicable for vendors whose companies are registered in Germany only? Or this is also applicable to vendors outside Germany?

There are no limitations as to who may propose.

Q2: Is this is a follow-on requirement or a new contract? If it is a follow-on contract, could you please provide the incumbent contract number and the awarded price?

Yes, this is a follow-on requirement. The current contract is FA5613-23-P-0135.

Q3: How many people are currently working under this contract?

Currently there are two (2) test proctors

Q4: How many FTE's are required to perform under this contract?

This requirement will be for 1 FTE test proctor

Q5: Please confirm if this requirement is a full-time or part-time position?

FTE

Q6: Please confirm the work hours and days. Would it be Monday to Friday? 0730 to 1630?

The SOW is posted with this solicitation and states the Work Hours/Days under section 3: WORK HOURS/DAYS

Q7: Please confirm how many years of experience required for this role?

The solicitation clearly states under Sub-factor 1 – “A minimum of one (1) year of experience is required for this requirement.”

Q8: Does the contractor employee(s) need to travel to attend training/seminar overseas? If so, who will cover the cost(s)? How many days the training will be (e.g. how many days in a year)?

There is no travel or training addressed in the SOW. The Government expects the contractor employee to be able to perform all the tasks identified in the SOW.

Q9: Does the Government want a management structure physically located in Europe?

This is not required.

Q10: Can education or past experience in other administrative positions requiring use of various databases be used as a substitution for this very specific requirement? Many family members located at Ramstein Air Base would be highly qualified to perform all the duties associated with this position but may not have the precise experience with these databases.

Yes.

Q11: In the proposal instructions, there are only 2 subfactors listed for Vol II: Past/Present Experience and Management Approach. Can the Government confirm these are the only 2 sub-factors to be rated.

Yes, these will be the only two sub-factors being evaluated.

Q12: RFP, Pg. 3, Sub-factor 2: The o eror shall submit a document, limited to 2 pages, outlining their management approach to satisfy the requirements in the SOW. Two pages allows very limited room to provide information. Can the Government consider expanding this page count?

Additional pages are permitted, and the solicitation has been amended to reflect this change.

Q13: Candidate credentials: The RFQ documents requires a Pricing and a Technical Volume; the technical volume is assessed based on Past Experience and a Management plan. However, the SOP states that candidate resume/credentials are required with the proposal submission. Given the proposal is due mid-June and the start date of work is not until the end of September, providing candidate credentials at this point is di icult. Can the government please confirm if candidate information is necessary with proposal submission?

No. Contractor must have resumes ready once awarded the contract.
