9. FAR 52.212-2, Evaluation--Commercial Items applies to this acquisition – ADDENDUM
a. Basis for Award:
The Government intends to award a firm fixed-price contract to the responsible quoter whose quotation is responsive to the solicitation and is determined to be the best value to the Government, using the tradeoff approach. Selection of the best value to the Government will be achieved through a process of evaluating the strengths and weaknesses of each Offeror’s quotation against the below evaluation factors for award.
Award will be made on the initial evaluation of quotes received in response to this RFQ. Therefore, offerors are cautioned to ensure that initial quotes contain your best terms from a technical and price standpoint. Offerors are further advised that any affirmative response in regards to FAR 52.204-24(d) will be reviewed to determine if award is in the best interest of the government. If award is not in the best interest of the government, the government reserves the right to determine the quote ineligible for award.
mailto:aubreeana.taylor@us.af.mil
Evaluation Factors for Award:
The following factors shall be used to evaluate quotations. These factors are listed in their relative order of importance: i. Technical Capability, ii. Past Performance, and iii. Price.
Acceptability IAW Solicitation: The following ratings will be used in evaluating all non-price factors and sub-factors:
Rating Description
Acceptable Offer clearly meets the minimum requirements of the solicitation & specifications provided.
Unacceptable Offer does not clearly meet the minimum requirements of the solicitation.
b. In determining the best value to the Government, the Technical Capability and Past Performance
Evaluation Criteria, when combined, are more important than the evaluated price. The Government is more concerned about obtaining a superior Technical Capability quotation with evidence of past performance than making an award at the lowest evaluated price. However, the Government will not make an award at a price premium it considers disproportionate to the benefits associated with the evaluated superiority of one technical quotation over another. Thus, to the extent that Offeror’s technical and past performance quotations are evaluated as close or similar in merit, the evaluated price is more likely to be a determining factor.
i. FACTOR I: TECHNICAL CAPABILITY
Quotations will be evaluated on the Offeror’s ability to provide all the contract requirements as requested within the above FAR 52.212-1, Instructions to Offerors--Commercial Items applies to this acquisition – ADDENDUM.
The Government will review the Offeror’s technical capability for completeness and clarity relative to all information requested within this combined synopsis/solicitation. The Government will review the Offeror’s technical capability for acceptability and clear demonstration of the
Offeror’s expertise on the knowledge area relative to the conference theme and training/presentation topics. This area of the Offeror’s quote will be examined to determine the
Offeror’s ability to answer any questions that may arise during the Question and Answer (Q&A) session of the requested presentation. The Offeror’s technical capability will also be reviewed for acceptability and clear understanding of the requirement scope in order to determine the suitability of the proposed presentation of the Offeror’s style and approach to engage an audience of Wing leaders (O6-O10) inclusive of any proposed course material.
Quotations will be evaluated on the ability of the Offeror to provide the required services on the dates requested.
ii. FACTOR II: PAST PERFORMANCE
The Government will review the Offeror’s past performance for completeness and clarity relative to all information requested within this combined synopsis/solicitation. The Government will review the offer to ensure that the Offeror has addressed a group of leaders, primarily wing leaders and higher-ranking officers (O6-O10 ranks) and has provided clear evidence that prior presentations of similar scope and nature have been conducted. The Government reserves the right to contact references provided to validate past performance and gain valuable feedback in support of this solicitation.
An Offeror without a record of relevant past performance or for whom information on past performance is not available will not be evaluated favorably or unfavorably on past performance.
iii. FACTOR III: PRICE
The Government will review the Offeror’s price for completeness relative to all information requested within this combined synopsis/solicitation. Evaluations of quotations will consider the following pricing information: pricing provided for all line items listed in the Schedule of Supplies and Services of this RFQ in the units and format provided. The Government will review the
Offeror’s price breakdown (inclusive of service, flight arrangements, lodging and per diem rates) and will evaluate against the Independent Government Price Estimate, policies in alignment with the Federal Acquisition Regulation, the Joint Travel Regulations (JTR), and the 2024 OCONUS
Department of Defense (DoD) Maximum Per Diem Rates.
c. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are Interchanges after its receipt, unless a written notice of withdrawal is received before award.
