Cross Reference Discussion/Comment/Question Government Response
1 PWS
1.6 – Maintain Surface Drainage Ditches
Position 1.6, “Maintain Surface Drainage Ditches”, sets a bigger portion of square meters in the new contract. A requirement is also to remove the silt at the bottom of the ditch. In Germany, silt is declared as special HM waste. Is there a way to dispose the silt at the compost facility on base?
“Maintain Surface Drainage Ditches” is removed from the PWS, PWS paragraph 1.6 was marked as “Reserved” and Appendix A is amended. CLIN X018 is deleted from the solicitation with Amendment #0003.
2 PWS
1.1.15 – Sports Field Maintenanc e
Position 1.1.15, “Sports Field Maintenance”, does also require irrigation. How often? Can we use the installed irrigation systems? Are hydrants near the fields and can we use the hydrants?
Please refer to PWS paragraph 1.1.15 for the required information. In general, irrigation of the sportsfields is not a regular service throughout the year. It is only required after sportsfields maintenance to promote green, healthy and uniform lawns. Please also refer to Atch 1 to Set 1 QAs entitled “Sportsfields Info”.
3 PWS Appendix B, Maps
During the site visit, general site maps were handed out. Detailed quantities were not in the maps and the Government gave the recommendation to use Google Maps as a measurement tool to measure the areas.
However, when using Google Maps, you cannot measure the deviation in quantities at slopes and berms. Did the Government consider this deviation in quantities? Does the potential contractor get detailed maps with quantities for pruning shrubs, maintaining vegetative beds, weed control on surface areas, etc. before the contract starts (pre‐performance)?
The Government mentioned Google Maps to see the layout, not for measurements.
The Government’s maps are only two‐ dimensional and not three‐dimensional. The deviation has not been considered in the accumulated square meters. The contractor will receive maps for pruning shrubs, vegetative beds, weed control etc. prior to contract performance, but not before proposal due date. Quantities are provided, please also refer to PWS Appendix A‐ Grounds Description/Workload Estimates.
FA5613‐20‐R‐0001
4 PWS Housing Area
Are the fences in the housing area to be cut free?
Yes, the fences in the housing area are to be cut free, while the “inside” of the fences is the resident’s responsibility.
5 PWS
1.1.4 – Weed Control
Is the maintenance of sidewalks (PWS 1.1.4, “Weed Control”) part of the contract and part of “Improved Grounds”? Are the 242,000 m² “Weed Control” part of the 2,519,000 m² “Maintain Improved Grounds”?
Please see PWS Appendix A, Line Item # 3.
“Weed Control” is included in “Maintain Improved Grounds”. The 2,519,000 m2 “Maintain Improved Grounds” is the pure grass area. The 242,000 m2 “Weed Control” are not added on top of the 2,519,000 m2. It is for informational purposes only.
6 PWS Sandstone Barriers
How many meters of sandstone barriers are there in total?
Currently there are approx. 5,500 linear meters of sandstone barriers at all installations (subject to change).
7 PWS
1.6 – Maintain Surface Drainage Ditches
Can the excavated material from the drainage ditches be disposed free of charge inside the base or must the excavated material be disposed outside the base at our own expense?
PWS paragraph 1.6 and Appendix A are revised and CLIN X018 is deleted from the solicitation with Amendment #0003.
8 PWS
1.6 – Maintain Surface Drainage Ditches
Do the trees and bushes in the drainage ditches have to be pulled out with or without roots?
PWS paragraph 1.6 and Appendix A are revised and CLIN X018 is deleted from the solicitation with Amendment #0003.
9 PWS
Paragraph 1, Description of Services, The PWS states, “that will promote the growth of healthy grass, trees, shrubs, and plants…” However, the PWS for “Irrigation”, 1.1.6‐1.1.6.3, indicates these are RESERVED.
Question: Will the Government provide the irrigation and release the contractor from liability should the grass, trees, shrubs and plants die because of lack of irrigation?
Irrigation is only required for sportsfields and upon request for some special requirements referenced separately.
10 PWS General Question
Question: Will the Government please provide a condition assessment of all grounds covered by this contract, to include grass, trees, shrubs, and plants? Is the offeror to assume all are in great condition upon award of the contract?
The Government will not provide a condition assessment. Conditions could also be assessed during the site visit.
11 PWS
Paragraph 1, Description of Services, If a plant should die or become unhealthy due to damage, the contractor will be responsible for replacing the damaged plant with a plant of the same size and type.
Question: What if this happens within the 1st quarter of the contract? Should offerors assume this will not be attributed to the new contractor?
If you discover within the first three (3) months of contract performance that a tree was damaged, CORs need to be notified and then conduct an assessment.
12 PWS
PWS,
paragraph 4.4.8 Conformanc e with Environmen tal Requiremen ts, Page 19 of 31
The FGS for Germany and other important environmental laws and requirements applicable to all contractors working on base will be provided upon request.
Question: Will the Government please provide the FGS for Germany and other important environmental laws and requirements that are applicable to all contractors working on base?
The FGS are attached to this Q&A Set for informational purposes. It is the contractor’s responsibility to comply with all applicable environmental laws and requirements that are applicable in the most current versions.
The Government cannot provide all applicable laws. The PWS was revised and is published with Amendment #0003. Please also refer to PWS paragraph 1.
13 PWS
PWS,
Paragraph 1, Description of Services, The PWS states, “The contractor shall provide non‐personal services, to include all personnel, equipment, tools, supervision, and other items and services necessary to ensure that grounds maintenance is performed in the Kaiserslautern Military Community (KMC) area.”
The Government cannot provide such data.
Question: Will the Government provide the historical data of any unscheduled maintenance/repairs that the grounds maintenance contractor performed for the last three years?
14 PWS
PWS,
Paragraph 1.1.15 Sports Field Maintenanc e, Page 9
The PWS states, “The contractor shall maintain and improve established turf areas to promote green, healthy, and uniform lawns. Lawn treatment shall include, but is not limited to rolling, adding topsoil, aerating, adding sand and dragging, scarification, over‐seeding, re‐seeding, installation of sod, compacting, irrigation and fertilization. Lawn maintenance shall be performed once per year as identified by the
COR.”
Question: Who is responsible for mowing, trimming and edging of grass in the sports field if the maintenance performance is once a year? Please clarify.
The grass mowing/edging/trimming/weed control for the sportsfields is included in PWS paragraph 1.1., “Maintain Improved Grounds”. Paragraph 1.1.15, “Sports Field Maintenance”, is referring to the additional service for such, not the improved grounds service under 1.1.
BID
Schedule, PWS
CLIN 0020
BID
Schedule /
1.8.1 PWS
We were informed that tree surgery is not included in the contract requirement, as it is managed in‐house. However, item 1.8.1, “Trees”, remains in the PWS. If item 1.8.1 is to remain in the PWS, then theoretically it can be requested, but there is no pricing mechanism for this requirement. Please could this be formally clarified in writing?
There is no CLIN 0020 in the solicitation.
All services to be priced are included in the pricing schedule and have corresponding PWS paragraphs. Paragraph 1.8.1 and
1.8.1.2 are general information and are not to be separately priced.

RFP CLINs 0012, 0013 /
PWS 1.2.3 –
Perimeter Fence Line, Appendix A, #14
Regarding the perimeter fence line: What was the Government’s intent to include an important Force Protection and Anti‐ Terrorism issue to semi‐improved grounds?
The PWS of the RFP states that a perimeter fence line of 36 linear kilometers is now part of semi‐improved grounds. Do we calculate right, when we calculate with trimming 3 sqm per linear meters? Because linear meters do not match with sqm at CLIN 0013.
PWS Appendix A, Line Item 14, (36,000 lm) is for informational purposes only. In general, outside the perimeter fence it is 1 sqm semi‐ improved grounds. The inside fence has improved and semi‐improved areas along the fence. The quantities provided for improved and semi‐improved grounds do include the perimeter fence line.
18 PWS
1.1.15 – Sports Field Maintenanc e
The PWS of the contract lists “Sports Field Maintenance Irrigation” in 1.1.15 as a requirement. Is it a requirement on an “as needed” basis? How often?
“Sports Field Maintenance” is not an “as needed” item. CLIN 0046 is a regular requirement. There is no number for how many times irrigation has to take place.
After maintenance, the contractor has to irrigate the turf areas to promote green, healthy, and uniform lawns. As identified in PWS Appendix G, there is one full and one small maintenance per year and the schedule will be discussed with the COR.
