About this file
This is a Combined Synopsis/Solicitation document for a Request for Quote (RFQ) issued by the U.S. Air Force for Family Retreat Lodging/Services.
The Government seeks commercial lodging and meal services for family retreats to be delivered at a contractor-proposed resort or facility located within a four-hour driving distance of Spangdahlem Air Base, Germany. The solicitation uses a Lowest Price Technically Acceptable (LPTA) source selection process and will result in a firm-fixed-price call order award. The NAICS code is 721110 (Hotels and Motels, except Casino Hotels). No small business set-aside applies due to the overseas location. Quoters must submit both pricing and technical submissions by the response deadline of 14 August 2026 at 1600 CEST, with quotes valid until 30 September 2026. Questions must be submitted in writing by 17 July 2026 at 1600 CEST.
The Master CLIN Structure establishes unit pricing across 14 CLINs covering three lodging configurations (standard for 1-2 occupants, family for 3-4 occupants, and large-family for 5-6 occupants), six meal categories (adult and child breakfast, lunch, and dinner), two meeting room packages (small up to 80 persons, large 81-165 persons), two breakout/childcare room sizes, and a call-specific CLIN for discrete premium services. Quoters must complete the pricing table and Attachment 3 – Price Schedule with all unit prices and provide a technical response demonstrating compliance with the Performance Work Statement and Terms and Conditions. Evaluation criteria include Total Evaluated Price, Technical Capability (Acceptable/Unacceptable basis), and Past Performance review using SAM, FAPIIS, CPARS, SPRS, and PIEE/EDA databases. The Government reserves the right to conduct interchanges or cancel the solicitation if no quotes are rated technically acceptable.

EVALUATION CRITERIA
(Addendum to RFO 52.212-2)
BASIS FOR CONTRACT AWARD:
In accordance with RFO 12.205(a)(2), the Government intends to award a firm-fixed-price call order to the responsible quoter whose conforming offer is determined to be the most advantageous, considering price and technical capability.
Award will be made using a Lowest Price Technically Acceptable (LPTA) source selection process. To be eligible for award, a quotation must meet all technical requirements, conform to all required terms and conditions, and provide all information required as defined in Addendum to RFO 52.212-1.
The Government reserves the right to hold interchanges with all, some, or no quoters. Additionally, if no quotes are rated technically acceptable, the CO has reserved the right to cancel the Solicitation in lieu of conducting interchanges. In this case, the Government is under no obligation to release a new Solicitation.
All submitted quotes will be subject to evaluation for quoter responsibility using the guidance and general standards set forth at RFO 9.104-1. Any negative entries found may be grounds for determining a quote non-responsible and would further make them ineligible for award. Common United States Government Systems used during this process are:
a. System for Award Management (SAM). Entity Registration; Reps & Certs; Entity Exclusions
b. Federal Awardee Performance and Integrity Information System (FAPIIS)(SAM.gov)
c. Procurement Integrated Enterprise Environment/Electronic Data Access (PIEE/EDA); and/or
d. The Contractor Performance Assessment Reporting System (CPARS) https://www.cpars.gov
e. Supplier Performance Risk System (SPRS) (accessed via PIEE)
EVALUATION FACTORS:
PRICE: A quote’s Total Evaluated Price (TEP) will be determined by the sum of all separately priced CLINs as presented in Attachment 3 – Price Schedule. If separate CLIN prices AND a TEP (as applicable) are not included, not clearly stated, miscalculated and/or not understandable, the offer may be rejected as non-awardable, and the Government is under no obligation to hold interchanges with that quoter.
Measure of Merit: Total Evaluated Price
Acceptable: Price is clearly stated, correctly calculated, and includes all required CLINs.
Unacceptable: Price is missing, unclear, miscalculated, or incomplete. Quotes may be rejected as non‑responsive.
TECHNICAL CAPABILITY: Each technical factor will be evaluated on an acceptable/unacceptable basis and assigned a rating on whether the quote meets the solicitation requirements. Extra credit will not be assigned for exceeding acceptable criteria. A rating of "Acceptable" will be required for each technical factor to be eligible for award.
Measure of Merit: Compliance with Attachment 1 – Performance Work Statement and Attachment 2 – Terms and Conditions
Acceptable: Quote demonstrates the ability to meet all solicitation requirements.
Unacceptable: Quote fails to meet one or more requirements. Restating the Performance Work Statement or copying website content does not constitute an acceptable technical response.
PAST PERFORMANCE: The Government will review available information from SAM, FAPIIS, CPARS, SPRS, PIEE/EDA, and other Government sources to assess performance risk.
Measure of Merit: Performance Risk
Acceptable: Government records indicate a satisfactory performance history with no significant issues that would increase performance risk.
Unacceptable: Government records identify significant performance or integrity issues that indicate an unacceptable level of performance risk.
EVALUATION PROCESS:
The lowest-priced quotation will be evaluated first for technical acceptability. If it is technically acceptable and the quoter is responsible, award will be made to that quoter. If not, the next lowest-priced quotation will be evaluated, and so on, until award can be made.
