About this file

This is a Questions and Answers document for the Spangdahlem AB Wing Conference SVTC (Secure Video Teleconference) procurement. The document addresses clarifications on a federal contract opportunity for audiovisual and conference room infrastructure at Spangdahlem Air Base in Germany.

Control Room and Display Requirements: Four mandatory control touch panels are required at the conference room table, podium, controller's desk, and outside the room by the door. The system must support dual NIPR/SIPR networks with dedicated USB-C cables and HDMI inputs at specified locations. NIPR connectivity is required at the conference room table, podium, and control room desk, while SIPR is limited to the control room desk only. A confidence monitor with slide control capability is required at the front of the conference table. The system shall utilize a multi-viewer capable of split-screen, quad-view, and Picture-in-Picture functionality without aspect ratio distortion.

Infrastructure and Operational Details: Four pop-up locations on the conference table must contain standard 230V 16A 50Hz power, four NIPR RJ45 connections, one SIPR RJ45 connection, and four HDMI inputs per box. Stationary NIPR and SIPR computers will be located in the AV Rack. USB slide control functionality is critical and must utilize NIAP PP4.0 approved secure KVM/Peripheral isolation switches to prevent cross-domain data leakage; commercial non-secure USB matrix routers are not acceptable. The Cisco codec is registered to Expressway-C, not CUCM, and BYOD capability will suffice for Microsoft Teams integration. Installation occurs in Building 23, Floor 2, Room 210, with delivery limited to 0730-1630 Monday through Friday excluding Federal Holidays. Commercial delivery vehicles must process through the CVI gate with 30-60 minute processing times and base access passes coordinated three days in advance. Floor-based outlets measure L400/W400/H150mm for table units and L300/W300/H150mm for the lectern, with one outlet beneath the table and cables routed to a second outlet in the back communications room. The contractor must remove all trash, dunnage, and packaging materials from the base, and the room will be provided free and clear of existing furniture. No security clearance is required, but foreign nationals must be from NATO countries. CMMC Level 2 certification is not required.

SPANGDAHLEM AB WING CONFRENCE SVTC Q&A

1. Control Panels

a. Background: The Site Survey identified one Touch Panel on the table and one on the controller’s desk in the control room, the RFP doc required four panels.

b. Question: Can we provide two panels as discussed onsite? Or is Four Mandatory?

c. Anwser: Four is mandatory. These will be: the conference room table, the podium, the controller’s desk and outside of the room (by the door).

2. BYOD Access

a. Background: During the Survey the following BYOD access locations were identified

i. NIPR on the meeting room table at the confidence monitor location

ii. NIPR on the control room desk

iii. SIPR on the control room desk only

b. Question: Can the AV over IP solution use the Same USB-C cable for SIPR and NIPR BYOD meetings or do you need dedicated USB-C cables with two USB-C inputs on the table (SIPR and NIPR), two USB-C inputs on the podium (SIPR and NIPR) and two USB-C inputs on the control desk (SIPR and NIPR)? Dedicated USB-C cables. While NIPR is required at all locations (conference room table, podium, and control room desk), SIPR is only required at control room desk only. Confidence monitor is required at front of conference room table with capability to control slides being presented.

3. Microsoft Teams Integration

a. Question: Can you please advise if the USAF has Microsoft teams CVI implemented into their infrastructure environment or will the BYOD capability suffice? BYOD capability will suffice.

b. Anwser: This will allow users to bring their own devices and utilize Teams on it.

c. Question: Please advise if the Cisco Codec’s registered to the USAF CUCM infrastructure has Webex Edge for Devices configured? (Webex Edge for Devices keeps the device registered to CUCM for call control, but adds a secure cloud connection to Webex for advanced features like WebRTC Teams join).

d. Anwser: It is not registered to a cisco unified call manager (CUCM) it is registered to expressway-c. USAFE I does not use Webex Edge for devices.

e. Question: Devices registered to the USAF CUCM infrastructure do not support Microsoft Teams via WebRTC Direct Guest Join (from Cisco RoomOS mode). The Codec will need to be cloud registered and on software version 11.11 or newer.

f. Anwser: I am not sure what the question is. USAFE VOC does not use CUCM and uses expressway-c.

4. Video switching

a. Display Multiple video sources on a single screen.

i. Question: Please provide the use case for this solution.

ii. Anwser: the use case is to simultaneously see the audience on the other side of the call and the slides. I wasn’t sure if we would have two displays or one display. Now that there are two displays, this is less of a requirement.

b. Question: HDMI Ingests – SIPR HDMI inputs are not needed at the meeting room table or the podium.

c. Anwser: SIPR HDMI input is only needed at the Control Desk. NIPR HDMI inputs are needed at the meeting room table, the podium, and the control desk. The multi-zone clock also requires a HDMI input.

i. HDMI input on the meeting room table (NIPR)

ii. HDMI input on the meeting room table (SIPR)

iii. HDMI input on the podium (NIPR)

iv. HDMI input on the podium (SIPR)

v. HDMI input on the control desk (NIPR)

vi. HDMI input on the control desk (SIPR)

vii. Multi-Zone Clock

d. Question: Can the AV over IP solution use the Same HDMI cable for SIPR and NIPR meeting content ingest, or do you need dedicated HDMI cables with two HDMI inputs on the table (SIPR and NIPR), two HDMI inputs on the podium (SIPR and NIPR) and two HDMI inputs on the control desk (SIPR and NIPR).

e. Anwser: Dedicated HDMI cables. However, SIPR HDMI input is only required at the control desk, see 4.b. above.

5. Question: Please confirm that security clearances are required to perform this work.

a. Answer: No security clearance is required. The government can connect the CODEC to the SIPR network and will work with the USAFE VOC.

6. Question: Please confirm that foreign nationals are not authorized to perform this work.

a. Anwser: Foreign nationals are authorized to perform this work if they are from a NATO country.

7. Question: Please confirm that Cybersecurity Maturity Model Certification (CMMC) Level 2 is required in accordance with DFARS 252.204-7021.

a. Anwser: Cybersecurity Maturity Model Certification (CMMC) Level 2 is not required.

8. questions regarding the two metal cabinets.

a. Question: Will these also be located directly in the conference room, or in a space adjacent?

i. Anwser: The cabinets will be located in an adjacent comms closet / space.

b. Question: Do they want hinged doors on the units as shown in the two attached images?

i. Anwser: Yes, we require hinged doors on the units as shown in the images.

c. Question: Do they want shelves as shown in the first image or a coat hanging bar as shown in the second image?

i. Anwser: The requirement is for shelves.

d. Question: Do the cabinets need to be locking?

i. Anwser: The cabinets must be locking.

e. Question: If these two images do not represent the features they are looking for with the cabinets, can they provide an image of what they are looking for?

i. Anwser:

9. Regarding delivery of the furniture to base can I get the following questions answered?

a. Question: What are the procedures for delivery of furniture to the base?

i. Anwser: Installation will take place in Building 23, Floor 2, Room 210.

c. Question: Is there a loading dock and freight elevator for our exclusive use during delivery of the furniture?

i. Anwser: No, there is no loading dock. No, there is no freight elevator.

d. Question: Are we limited to specific times for the delivery and installation to take place on?

i. Anwser: Delivery and installation are limited to 0730 - 1630, Monday through Friday, excluding Federal Holidays

e. Question: Is there a dumpster for trash disposal or are we required to remove everything from base?

i. Anwser: The contractor is required to remove all trash, dunnage, and packaging materials from the base. Government dumpsters are not authorized for contractor use.

f. Question: What about existing furniture in the space, just confirming there will be none and the space will be free and clear for delivery of our products.

i. Anwser: Confirmed. The room will be free and clear of existing furniture prior to the start of installation.

g. The requirement states' the following, ƒTable.legs.must.be.designed.to.align.

directly.over.floor‗based.cable.outletsƒ¡. Can we get the answers to the following?

i. Question: What are the dimensions of the floor based outlets?

1. Anwser: L 400 / W 400 / H 150 mm for the three units located beneath the table. L 300 / W 300 / H 150 mm for the unit at the lectern.

ii. Question: How many outlets are there in the floor, or will table power devices be hard-wired through the floor to building power?

1. Anwser: Quantity/Wiring: [2] outlets total. [Specify if hard-wired or plugged into floor boxes] One outlet will be in the floor underneath the table with Power and internet cables routed to the second outlet located in the back comm room.

iii. Question: Do they have dimensions of the room showing placement of those floor outlets?

Question 8(g)(iii) Answer:

10. Question: Are any of the computers in the room, and any of the laptops connections, intended to be used dual-screen (as in extended desktop) on the two front-of-room displays?

a. Answer: No, they will mirror the primary display / act as single inputs.

11. Please confirm this description of the "Split Screen" presentation method requested:

a. 2 images on a monitor/display might not fill up the space on the display all the way, and if we find a unit that does support full-screen 2-way split, it will either stretch the image to a distorted very-tall-and-squished look, or require both a user and a computer capable of configuring a very-non-standard 8:9 aspect ratio output which is generally unlikely.

b. Generally/usually, for 2 images, there will be empty/black strips at the top and bottom of the display and the 2 side-by-side undistorted images themselves will technically each be 1/4 of the total available space of the display (you could also easily put 4 images on the screen, most devices that support this will have 4 inputs), and each image will be 49" diagonal when viewed on the 98" at the front of the room, but only 11" diagonal on a 22" pop-up monitor on the conference table or lectern/podium which might be much too small to read unless the text is very large.

c. We would recommend a multi-viewer capable of doing split-screen, and quad-view, and Picture-in-Picture, just in case, that way your bases are covered

d. Answer: We concur with the recommendation. The system shall utilize a multi-viewer capable of split-screen, quad-view, and Picture-in-Picture (PiP) without distorting the aspect ratio.

12. Question: Are there any stationary room computers (desktops, towers, rack-mount, mini-form-factor)? If so, please specify NIPR/SIPR and locations

a. Anwser: Yes, there will be 1 NIPR and 1 SIPR stationary computers located in the AV Rack.

13. Question: Can you confirm exactly how many pop-ups you want in the conference table, and exactly what location each popup is in?

a. Anwser: We require [4] pop-up locations on the conference table.

14. Question: Can you confirm exactly what connections should be in each popup box in the conference table?

a. Anwser: Each pop-up must contain: [4x Standard Power (230V 16A, 50Hz), 4x NIPR RJ45, 1x SIPR RJ45, 4x HDMI].

15. Do the monitors at the Podium/Lectern and the head of the conference table need to be:

a. video preview monitors,

b. touchscreen AV system controls,

c. or both video preview and AV touch control in the same monitor

d. Please also note, that if the pop-up monitor is just a computer monitor, we would put a 10" AV Control Touchscreen on the table next to the pop-up monitor (same thing on the lectern/podium)

e. Anwser: Provide separate devices: A dedicated video preview/confidence monitor AND a separate 10" (approximate) touch-panel for AV system control.

16. Slide Advance/control:

a. Since this is a Secure room, wireless slide advancing remotes are not possible/allowed, and a hardwired slide remote could work but would require complicated USB routing (see below) which is technically possible, but can also get expensive in a classified environment

b. this is also possible with a direct USB touch-screen at the head of table and at the podium where slide control is needed

c. The described USB routing necessary for a USB slide-advance remote (or the touch screen) should be done with extreme caution, as almost any commercial USB Matrix router can and will cause data leakage if accidentally connected to both a NIPR and a SIPR computer at the same time.

d. If this functionality is needed, the SOW/RFQ should explicitly state the preferred method must meet the NIAP PP4.0 for PSD minimum standards for data isolation, or explicity state that commercial USB routers ar accpetable and that users will accept the risk and responsibility to make sure NIPR/SIPR computers are never connected to USB ports in the room at the same time.

e. SIPR computers might still block the touchscreen slide controls or the wired slide advance remotes, this would need to be verified by the department issuing/configuring the computers

f. USB Touchscreen is NOT compatible with Question #6 monitor-used-for-AV-control, unless even more complicated USB routing is implemented, with an equal regard to security (this is technically possible, we know how, but it uses a slightly expensive network of fiber optic switching), so if we want BOTH USB slide control and AV system control from the same touchscreen, please be very specific about this. (or specify the preference for a sperate 10" av control touchscreen)

1. Anwser: Critical: Wireless remotes are prohibited. USB slide control functionality is required. The solution must utilize NIAP PP4.0 (or latest equivalent) approved secure KVM/Peripheral isolation switches to prevent any cross-domain data leakage between NIPR and SIPR systems. Commercial non-secure USB matrix routers are not acceptable.
