Performance Work Statement Summary

This Performance Work Statement establishes comprehensive maintenance and repair services for Video Teleconferencing (VTC) systems, video walls, and associated infrastructure at Spangdahlem Air Base, Germany, supporting the 52d Fighter Wing. The contractor must provide all labor, tools, parts, materials, equipment, supervision, management, and transportation necessary for scheduled preventive maintenance and emergency repair services. The equipment inventory includes two VTC systems (one optional) and five video walls (one optional) distributed across Buildings 3030, 23, and 19.

The maintenance program requires four quarterly preventive maintenance visits annually for each piece of equipment, encompassing system inspections, optimization, software/firmware updates, fault mitigation, log analysis, and end-of-life component tracking with six-month advance notification. Emergency and break-fix services follow a tiered response protocol: remote support must be provided within four hours during duty hours (Monday-Friday, 07:30-16:30) or by the next business day for non-duty hours, and on-site support must be dispatched within 72 hours of determining it is necessary. The contractor must provide written root cause analysis and firm-fixed-price quotes within four business days of on-site arrival. Minor parts and programming changes under one hour are included in contract costs, while major components and programming changes exceeding one hour require separate approved quotes. Deliverables include service reports within ten business days, updated equipment logbooks, and invoices within 30 calendar days. Performance standards require 95% compliance for remote support response, on-site dispatch, diagnosis/quoting, and service report delivery, with 100% compliance for logbook updates and timely invoicing. The contract encompasses a base year plus four optional years, excludes U.S. and German federal holidays, and includes security requirements such as German police certificates for local nationals and military escorts for restricted areas. Contractor personnel must maintain professional appearance with company-identified badges and comply with Spangdahlem Motor Vehicle Code. Service credits of 5% per day apply for failure to meet on-site response times, and a 99% uptime guarantee is required for the UPS fleet excluding scheduled maintenance and utility power failures.
