About this file
This is a Pre-Solicitation Notice for a Department of the Air Force contracting opportunity issued by the 52D Contracting Squadron (USAFE) on February 6, 2026. Spangdahlem Air Base in Germany anticipates soliciting a commercial contract for WOC Furniture under Request for Quote number FA560626QA007. The requirement involves supplying and installing office furniture to support 15 fully functional workstations in accordance with a Statement of Work. The three line items include 15 desks (quantity 15, unit: each), 15 chairs (quantity 15, unit: each), and installation and delivery services (quantity 1, unit: each). Delivery, performance, and acceptance will occur at Spangdahlem Air Base, 54529, Rhineland-Palatinate, Germany. The NAICS code is 337214, and due to the overseas location, no set-aside will be used in accordance with FAR 19.000(b). Offerors must be registered in SAM.gov and provide their Unique Entity Identifier with their quotes.
Quotes must include both a Price Exhibit and a Technical Exhibit to be considered for evaluation, with failure to provide either document resulting in rejection for non-responsibility. The Government will award using a Lowest Price Technically Acceptable (LPTA) source selection process based on price and technical factors. Technical evaluation covers specification compliance and delivery timeline, both rated on an acceptable/unacceptable basis. The lowest-priced quotation will be evaluated first for technical acceptability; if acceptable and the offeror is found responsible, award will be made to that vendor. The specification compliance factor requires offerors to demonstrate capability to furnish all materials listed in Attachment 1 with sufficient detail. The delivery timeline factor requires proposals to demonstrate final completion no later than March 13, 2026; proposals with later completion dates will be deemed technically unacceptable and ineligible for award. Offeror responsibility will be evaluated using FAM guidance via systems including SAM, FAPIIS, PIEE/EDA, CPARS, and SPRS. The Government reserves the right to hold interchanges with all, some, or no offerors, and if no quotes achieve technical acceptability, the Contracting Officer may cancel the solicitation without obligation to release a new solicitation. Funds are currently not available; the Government reserves the right to cancel before or after closing with no obligation to reimburse offerors for any costs.
