About this file

This is a Questions and Answers (Q&A) document for a federal solicitation regarding F-35 helmet protective equipment and shipping logistics.

The procurement requires 60 each of MPAK2274 Custom F-35 Helmet Foam (CLIN 0001) and 60 each of MPAK2274 Pelican Cases for F-35 Helmet Design (CLIN 0002), with a delivery date of November 30, 2026, to RAF Lakenheath. Pricing must include shipping to the final destination. The case interior dimensions are specified as 29.00" length × 18.00" width × 13.80" height. Technically equivalent protective cases are acceptable provided they meet exact dimensions; suitable foam substitutes may be used if they match exact specifications. Foreign and international suppliers are eligible if all required U.S. Government registrations are satisfied. Pre-installation of foam into cases is preferred but not mandatory; components may be delivered separately. Detailed technical specifications, CAD files, and dimensional drawings for the F-35 HMDS configuration will be provided upon contract acceptance due to proprietary considerations. Consolidated shipping for approximately 7 pallets (~1,750 lbs total) must be directed to Dover AFB as the CONUS consolidation point, utilizing the MILAIR process. No specific manufacturer authorization, certification, or Buy American requirements apply to this procurement. The contractor will receive required shipping documentation upon award.

1. Are foreign/international suppliers eligible to submit an offer for this solicitation, provided all required U.S.

Government registrations are satisfied? Yes

2. Form Request: Section 4.2.2.3.6 references completing a DD Form 1139. Could you please provide a copy or template of this form so we can confirm full compliance with the MILAIR process?

No, the contractor will get the required docs for shipping if they win the award

3. Is MPAK2274 required as the exact approved product, or will technically equivalent rugged protective cases be considered? Technically equivalent cases will be considered but must meet the exact dimensions.

4. Is the custom F-35 helmet foam required to be supplied by the original/approved manufacturer, or may a qualified supplier manufacture the foam according to the required specifications? Suitable substitutes may be used, but they must be the exact same specifications.

5. Are detailed drawings, dimensions, CAD files, or technical specifications for the MPAK2274 foam configuration available to eligible bidders? Information will be provided upon contract acceptance due to proprietary details.

6. Are there any manufacturer authorization, certification, country-of-origin, or Buy American/Trade Agreements requirements applicable to this procurement? Not that I am aware of.

7. Could you please confirm the required delivery date and whether pricing should include delivery directly to RAF Lakenheath? 30 Nov 26. Yes, please include shipping.

8. Please confirm the required method for submitting our quotation and supporting technical documentation.

Not sure how to answer this question. Is this a question you will provide the answer to?

9. Do you have dimensions on these two products or drawings of Helmets, so we can use to configure the Case Size and Custom Foam? We will need more information to do a proper case evaluation and foam evaluation. The only information I have and am able to provide is for the case size : Case Size (Inside) Length: 29.00” Width: 18.00” Height: 13.80”

MPAK2274 Custom F-35 Helmet Foam Quantity: 60 EA

MPAK2274 Pelican Case for the F-35 Helmet Design Quantity: 60 EA o External dimensional/envelope drawing for the applicable F-35 HMDS configuration;

o STEP, IGES, STL, or other 3D CAD model suitable for developing the foam insert;

o Government-approved foam/packaging drawing, if one already exists; or o Access to a representative Government-furnished helmet for dimensional measurement/3D scanning and first-article development.

If the applicable technical information is CUI or export-controlled, please advise whether access requires JCP/DD Form 2345 certification or another authorization and where the Technical Data Package can be requested.

We would also appreciate confirmation of the exact HMDS generation/configuration and whether the foam insert must accommodate multiple helmet sizes/configurations.

10. Assembly/Installation: CLIN 0001 and CLIN 0002 separate the custom foam and cases. Is the requirement for the custom foam to arrive already installed inside the cases, or are they to be packed and delivered as separate components? The preference is to be pre-installed, but it is not a requirement.

11. Shipping Consolidation Point (Option 3): Due to the overall size and freight volume (approximately 7 pallets, ~1,750 lbs total), standard parcel/APO service is not feasible. If utilizing SOW Section 4.2.2.3 (Consolidated Shipping Point / MILAIR), could you provide the designated CONUS aerial port/depot address (e.g., Tracy, CA; New Cumberland, PA; Dover AFB; or another specified location) where the freight must be delivered? Most of the cargo coming from the US is consolidated at Dover AFB.
