About this file
This is a Statement of Work (SOW) for the procurement of custom Pelican cases for the 48th Fighter Wing at Royal Air Force (RAF) Lakenheath, dated August 13, 2025 (Revision 1).
The 48th Fighter Wing operates F-35A and F-15E combat aircraft with a primary mission of Offensive Counter Air. The requirement stems from increased logistics demands associated with temporary duty and mobility taskings, necessitating enhanced protection for Pilot Flight Equipment (PFE) during transport. The contractor must procure and deliver 60 custom Pelican cases (MPAK2274 model for F-35 helmet design) and 60 corresponding custom foam cutouts designed to fit primary F-35 PFE. Delivery is to RAF Lakenheath. The scope encompasses purchasing, foam customization, and shipping to the 48th Fighter Wing.
The contractor must establish clear organizational lines of authority, maintain contract administration processes with a single point of contact, and comply with operational security (OPSEC) and safety requirements, including reporting all mishaps to the Contracting Officer within 24 hours. Shipping terms are FOB Destination with all costs included in the total purchase price. For UK-based vendors, standard FOB Destination applies. For vendors outside the UK, three options are available: United States Postal Service (maximum 70 lbs per shipment), commercial small parcel carrier (maximum 300 lbs per shipment), or consolidated shipping via MILAIR (exceeding 300 lbs, requiring DD Form 1139 completion). All cargo shipped via MILAIR must be marked "UNITED STATES AIR FORCE" for customs clearance. Contact information for 48th Logistical Readiness Squadron is provided for cargo coordination. Work hours are Monday through Friday, 0800-1700 UK time, excluding US federal holidays and UK bank holidays.
