About this file

This document is a Salient Characteristics specification for the procurement of a 321 STS ISU 90I High Security Container (HSC, P/N 56190-TBD) to be supplied and delivered to RAF Mildenhall, UK. The container is a heavy-duty, tactical, intermodal cargo container designed to match the form, fit, and function of the AAR Mobility Systems ISU® 90I HSC and must support secure internal airlift, external helicopter sling loading, and direct integration with standard military ground transport vehicles without supplementary tie-down chains or cargo pallets.

Physical specifications require exterior dimensions of 88 inches Wide (±0.5") × 108 inches Long (±0.5") × 93.67 inches High (±0.5"), interior dimensions of 79.5 inches Wide (±0.5") × 99 inches Long (±0.5") × 85 inches High (±0.5"), and a usable interior volume of 515 cubic feet. The container must have a tare weight not exceeding 6,035 lbs, a payload capacity of minimum 5,965 lbs, and a maximum gross weight of 12,000 lbs. Construction must feature heavy-duty, impact-resistant aluminum exterior skin with ¼-inch thick armor plate forced entry resistant protection on floor, sidewalls, and roof, plus an integrated extruded aluminum 463L-compatible pallet base engineered to protect aircraft cargo roller conveyor systems. The unit must be structurally reinforced to allow safe multi-tier stacking up to two-high when empty or fully loaded.

The container must comply with MIL-HDBK-1791 structural restraint requirements for chain-free aircraft restraint in USAF fixed-wing aircraft Cargo Loading Systems (CLS), feature dedicated lift points for helicopter sling loading, incorporate a 4-way forklift-loadable base, and integrate seamlessly with standard military vehicles including FMTV, LMTV, HEMTT, Flatracks, and Container Roll-In/Out Platforms (CROP). Accessibility features must include an internal personnel walkthrough aisleway, one single outside armor plate door on the 88" side with high security hasp and padlock meeting DTL 43607 requirements, a steel interior Dutch door with pass-through for weapons/secured items, integrated winching rings at all four lower exterior corners, built-in retractable folding steps for roof access, and interior tie-down rings with zinc plate corrosion protection. The aluminum base must be pre-drilled to support low-speed/high-speed mobility wheel kits or standard heavy-duty caster assemblies.

Electrical system specifications include 120/240 VAC single phase 60 amp, 60 Hz power input with internal circuit breaker system, surge protection, two 30" fluorescent light fixtures, two interior duplex outlets (4 outlet plugs), and a dehumidification system to control humidity. The container must be pre-equipped with specific gun racks: 4x M4 6-Gun Racks (24 M4s), 3x M9 10-Gun Racks (30 M9s), 1x M240 3-Gun Rack (3 M240s), 1x M249 4-Gun Rack (4 M249s), 1x MK19 4-Gun Rack (4 MK19s), and 2x M2 1-Gun Racks (2 M2s). The unit must be certified for flight safety and internal/external transport by the Air Force Materiel Command (AFMC) or equivalent military aviation authority and meet relevant military standards for intermodal cargo containers in specialized field deployments. Delivery is required to RAF Mildenhall Building 528.

321 STS – ISU 90I HIGH SECURITY CONTAINER (HSC)

Salient Characteristics Background:

1. Scope

1.1. This document specifies the salient characteristics required for the 321 STS ISU 90I HSC (P/N

56190-TBD) Storage Container to be supplied and delivered to RAF Mildenhall, UK.

1.2. This document defines the technical, physical, and functional requirements for the procurement of a heavy-duty, tactical, intermodal cargo container, specifically matching the form, fit, and function of the AAR Mobility Systems ISU® 90I HSC (P/N 56190-TBD) container. The unit must support secure internal airlift, external helicopter sling loading, and direct integration with standard military ground transport vehicles without the use of supplementary tie-down chains or cargo pallets.

2. Characteristics

2.1. Physical and Dimensional Requirements

2.1.1. Exterior Dimensions: Must measure exactly 88 inches Wide (±0.5”) × 108 inches Long (±0.5”) × 93.67 inches High (±0.5”). (single-pallet standard base size)

2.1.2. Interior Dimensions: Must measure exactly 79.5 inches Wide (±0.5”) × 99 inches Long (±0.5”) × 85 inches High (±0.5”).

2.1.3. Usable Interior Volume: Must provide a minimum capacity of 385 cubic feet up to 400 cubic feet. 515 CU ft.

2.1.4. Tare Weight: Must not exceed a baseline empty weight of 6,035 lbs.

2.1.5. Payload Capacity: Must be structurally certified to hold a minimum cargo payload of 5,965 lbs.

2.1.6. Maximum Gross Weight: Must support a fully loaded operational gross weight of at least 12,000 lbs.

2.2. Material, Structural, and Environmental Performance

2.2.1. Shell Construction: Must feature a heavy-duty, impact-resistant aluminum exterior skin that creates a completely weatherproof, dustproof, and sandproof barrier to protect contents in extreme tactical environments.

2.2.2. Armor Plated exterior: ¼ thick armor plate forced entry resistant (floor, sidewalls, and roof) ballistic protection.

2.2.3. Base Construction: Must utilize an integrated, extruded aluminum 463L-compatible pallet base that is mechanically fastened to prevent delamination and engineered to protect aircraft cargo roller conveyor systems.

2.2.4. Stacking Capacity: Must be structurally reinforced to allow safe multi-tier stacking up to two-high when empty or when fully loaded to the maximum gross weight of 11,720 lbs.

2.3. Transportability and Logistics Integration

2.3.1. Chain-Free Aircraft Restraint: Must comply with MIL-HDBK-1791 structural restraint requirements, locking directly into USAF fixed-wing aircraft Cargo Loading Systems (CLS) without requiring tie-down straps or chains.

2.3.2. Helicopter Transport: Must feature dedicated, structurally rated lift points to facilitate external helicopter sling loading.

2.3.3. Ground Handling: Must incorporate a 4-way forklift-loadable base to allow safe, multi-directional transport by materials handling equipment (MHE).

2.3.4. Tactical Vehicle Compatibility: Must seamlessly integrate with the flatbed cargo beds and loading systems of standard military vehicles, including FMTV, LMTV, HEMTT, Flatracks, and Container Roll-In/Out Platforms (CROP).
