Q1: “Base Year” is different from the “Ordering Periods”. I presume it’s the top portion being the UK required Phase In/Out time; which should be good to go?
A: I believe the base year is the template from the previous contract as it still has CLIN 0034. It looks like ordering periods is (for the most part) the correct template Q2: CLIN 0029 in the “Base Year” is different than the “Ordering Periods” A: 0029 in DTR Part IV Appendix G3 dated 26 Jul 23 is reserved, so I do not think there is an item for it at this time.
Q3: “0003AG & 0003AH are listed as Government-furnished Containers and not Contractor-furnished Containers. Is this correct?”
A: AG, AH, AI needs to be edited to indicate Contractor-Furnished Containers to be in line with Appendix G3. This gives us the option to use Government Owned Containers or Contractor-Furnished Containers Q4: CLIN 0034 in the “Base Year” is different than the “Ordering Periods” A: There is no CLIN 0034 in Appendix G3 Q5: To ensure fairness and objectivity in claim settlements, would it be acceptable to include a caveat in the contract that allows the British Association of Removers Terms and Conditions to apply?
A: Conditions are stipulated by the USG, DTR (e.g., Attachment A-G6), and the Military Claims Office, not BAR.
Q6: Under the contract terms, is it permissible to request that the service personnel complete a detailed valuation form at least seven (7) days before the completion of packing services? This document would serve as an official record in the event of a claim. During packing, the crew would also complete an inventory with noted exceptions as part of standard operating procedures.
A: This is not a requirement for DPMs. DPM procedures will follow DTR (e.g., Appendix A-G).
Q7: During the survey, are we authorised to capture photographic evidence of furniture exhibiting pre-existing damage to mitigate potential disputes in the event of a future claim?
A: This is not a requirement for DPMs. DPM procedures will follow DTR (e.g., Appendix A-G).
Q8: Regarding Part IV-G-7, could you confirm the current number of Government-Owned Containers (GOCs) in the current contractor’s possession?
A: 86.
Q9: CLIN 100 / 1031—Estimated Annual Quantity 22,000 NCWT—Is this correct? Based on historical data, the quantity appears very low.
A: I have averaged 23119.57 NCWT Q10: Before Packing Services Under the contract terms, is it permissible to request that the service personnel complete a detailed valuation form at least seven (7) days before the completion of packing services?

Q12: A scenario involves a consignment packed in the UK, stored in the USA, and delivered three months later, with items placed in a garage. Subsequently, a service person moves the cartons, accidentally drops a box containing glassware, and submits a claim. What safeguards are in place to protect the Transportation Service Provider (TSP) or contractor from liability in such instances?
A: DPM Procedures will follow DTR (e.g., Attachment A-G6).
Q13: If the member/employee submits the claim within 9 months of the delivery date, the contractor must be liable for the full, undepreciated replacement value on all lost or destroyed items. If a claim is not completely settled after 30 days, members/employees may transfer the claim to the Service Military Claims Office (MCO).
Please clarify if this is in reference to stored goods such as when a member is deployed, TDY status, or Short-Toured. And if not, What are the stipulations and limitations for filing a claim so far out from pickup and delivery?

A: There are no stipulations in DTR regrading claims and status of personnel (e.g., Attachment A-G6).
Q14: Our interpretation of the text under Part IV-G3-8, Item 003, refers to the origin rate in conjunction with the gross weight of the crate and its contents. Please confirm that we will Invoice based on the gross weight.
A: Appendix G-3 Item 0003 indicates NCWT (net hundredweight) as the unit.
