LRS CCTV Questions
1. Building 1035 – Camera Quantity
• Section 1.3 (Scope) states that two internal cameras will be added to Building 1035 (Secure Vault entrance and Pilferable Cage entrance).
• Section 3.2 (Camera Requirements by Building) lists only one camera for Building 1035.
Could you please confirm the correct number of new cameras required in Building 1035?
One camera is external to Bldg. 1035 with two cameras installed in front of the Secure Vault and the Pilferable Cage.
2. Recorder and Monitor Locations
• Section 1.3 specifies that recording units and 28″ monitors will be placed in Buildings 1280, 1015, 1307, and 1035.
• Section 3.2 assigns recorders/monitors to additional buildings (1237, 1003, 1017, 1005, 1324), and references Building 1017 instead of 1015.
Could you confirm the final list of buildings where recorders and monitors should be installed, and clarify whether the reference should be to Building 1015 or 1017?
Bldgs. 1017 and 1015 are in the same compound although inhabited by two different Flights, the monitoring equipment can be installed in either of these facilities.
3. Total Camera Counts
• Section 3.2 includes an incomplete numbering sequence (with an empty “ 5.” line), and building-by-building counts differ from the earlier narrative.
Could you confirm the final required number of cameras per building across the scope?
Bldg. 1035 1 external camera 2 internal camera’s.1 Stand alone integration system incorporating a 28” monitor for monitoring all existing and new CCTV cameras.
Bldg. 1237 and 1280 Two CCTV cameras. 1 recording unit, 1 28” monitor housed in Bldg. 1280.

4. Recording Capacity Requirement
• Section 3.3 states: “Recording equipment will have a minimum of 36 Terabytes of Storage Capacity.”
Could you clarify whether this 36 TB minimum applies per individual recorder, or as an aggregate capacity across the full system?
The 36 TB refers to the individual recorder capacity. The 36 TB is for each recording unit. Not each camera.
5. Wireless Bridging Parameters
• The SOW allows for wireless bridging between buildings, but does not specify whether fibre or copper is preferred where feasible, nor any RF restrictions on base.
Could you confirm if there are specific constraints or approvals required for wireless bridging links (eg spectrum use, line-of-sight, path clearance), or whether the method is at contractor discretion?
Wi-Fi frequencies 2.400 to 2.4835 GHz(2.4GHz), and 5.725 to 5.875 GHz (5.8GHz) are authorized for use on base.
6. Acceptance / Documentation Deliverables
• Section 3.4 requires configuration and commissioning but does not specify as-built drawings, camera coverage maps, burn-in logs, or warranty period.
Could you confirm whether any of these items are required as formal deliverables, and what warranty term (if any) is expected for the installed system?
All items in paragraph 3.2 of the Statement of Work are required for delivery. The contractor must comply will all sections of the Statement of Work.
7. Existing Cameras
Section 1.3 references integrating three existing cameras in Building 1035, while Section
3.1 also references existing cameras in Building 1307.
Could you confirm which buildings have existing cameras to be integrated, and how many in each?
Bldg. 1035 has two existing cameras. Bldg. 1307 has one existing camera although 48 LRS has no control over this. Bldg. 1280 has one camera.
8. Indoor vs Outdoor Mix & Exact Locations
The scope references outdoor operations and two internal cameras in Building 1035, but per-building indoor/outdoor splits aren’t specified.
Could you confirm which cameras are to be installed indoors vs outdoors, and whether final mounting locations will be Government-directed at kickoff?
All cameras will be external with the exception of Bldg. 1035 two internal cameras installed in front of the Secure Vault and the Pilferable Cage.
9. Video Retention & Recording Profile
Section 3.3 specifies ≥36 TB storage but does not state retention days, frame rate, resolution, or recording mode.
Could you confirm the required minimum retention period per camera, and whether motion-based recording is acceptable?
The minimum retention required is 36 TB for each recording unit. The CCTV being requested will be continuous, not motion based.
10. Power & UPS Requirements
Should each recorder/monitor station include a dedicated UPS (and for how many minutes of hold-up)? Is there any preference for PoE/PoE+ powering at the edge versus local power supplies?
UPS are not required as part of this requirement.
11. Networking & System Location Details
The SOW states the system integrates into one standalone system based in Building 1035.
Could you confirm the exact room/rack location, available rack space, power outlets, patching to the base network (or if all networking is contractor-provided and isolated), and whether static IPs or VLANs will be provided by the Government?
Space for networking equipment is available in Bldg. 1035 CSL office/server room. The 28’ monitor will be housed in the Commanders Office – Bldg. 1035.
12. Wireless Bridging Constraints
If wireless bridging is permitted, are there specific spectrum approvals, line-of-sight, or path clearance requirements on base that we should be aware of, or is the medium at contractor discretion provided performance is met?
Wireless bridging is authorized. See question 5 for specifications.
13. Acceptance Test, As-Builts & Training Deliverables
Beyond commissioning, do you require as-built drawings, coverage/aiming maps, focusing/exposure reports, burn-in logs, admin credential handover, or training guides for operators? Additionally, what warranty term and response/repair times are expected?
As stated in paragraph 1.3 of the Statement of Work, training on operation of the cameras will be provided to the customer upon completion of the installation. The warranty should be the standard warranty associated with the commercial market standards. Unless the additional listed items under question 13 come with the products as standard to all customers, they will not be required.
