42. What security measures are required around fence line during works?

- Anytime disruption or removal of perimeter fence line will need to be coordinate at least 24 hours in advance with 100 Security Forces Squadron to ensure unimpeded armed sentry is provided at access site. Temporary fencing will be required to be built to NATO standard to prevent unauthorized access during the construction/installation of the new access control point. Anytime construction is paused, access site to be secured with temporary fencing to match height, construction, and outfitted requirements consistent with existing fencing until perimeter fence line can be re-completed to create a continuous, secure installation boundary.

43. Is this to be managed by SF? .

- The 100 SFS will manage DBIDS authentication systems and codes for the pin code access locations. The gate maintenance and troubleshooting will be managed by the warranty and CE for infrastructure issues. 100 SFS will be the only authorized entity to access manual bypass mechanisms in the event of DBIDS or electronic malfunction.

44. The SOW references “gate must be crashed rated with passive barriers” – is this a requirement?

The adjacent fence line is not crash rated?

- Crash rating does not currently existing in or around the access control point or against fence lines where vehicle threats exist as these are legacy infrastructure. UFC requirements have since changed. Any new installs require a crash rating, or the ability to defeat a vehicle where vehicle threats exist in accordance with current UFC and DAF requirements, especially and specifically where gates are installed. Further plans in progress to bring surrounding areas to compliance under different projects.
