1. Introduction
1.1. Mission: The primary mission of the 100 Security Forces Squadron (100SFS) is to Defend the Base, Project the Force, Fuel the Flight. This project involves the supply and installation of security and access control systems at the Perimeter Fence Adjacent to Building 237, Gate 18/Tolley Cobbold, and Wastewater Treatment Facility, including CCTV Surveillance. The security and operational integrity of the Perimeter Fence Adjacent to Building 237, Gate 18/Tolley Cobbold, and the Wastewater Treatment Facility are critical to the mission success and overall safety of the organization.
1.2. Background: The requirement involves the installation of Access Control Systems at Perimeter Gate Turnstiles, Pedestrian Gates, automated Cantilever Gates, Induction Loops for vehicle exit, and CCTV systems across the identified locations. These systems will provide robust access control and comprehensive surveillance coverage, facilitating secure and efficient entry and exit for both personnel and vehicles.
1.3. Scope: This project seeks to enhance these locations' security infrastructure by designing and installing advanced access control and surveillance systems. The implementation of these systems is crucial to mitigate risks, prevent unauthorized access, and ensure the safety of personnel and assets. The Scope is broken into three (3) sections dependent on location with the three locations being: perimeter fence adjacent to Building 237, Gate 18/Tolley Cobbold, and the Wastewater Treatment Facility. Groundworks are necessary to complete gate installation, electrical work, electrical connections and network connections to support the access control systems shall be completed by the contractor
1.3.1. Perimeter Fence Adjacent to Building 237:
At the perimeter fence next to Building 237, the installation will include a perimeter gate turnstile with mechanical function to allow one person through at a time, both integrated with access control readers for entry and exit. CCTV systems will be installed to ensure thorough surveillance coverage. Works shall also include a pedestrian footpath to connect the gate with existing pedestrian footpaths. Backup batteries and uninterruptible power supplies (UPS) will be provided to ensure continuous operation, along with failsafe mechanisms for manual gate operation during power failures. The gate must have a tamper protection alarm connected to and able to annunciate Base Defense Operations Center.
1.3.2. Gate 18/ Tolley Cobbold:
At Gate 18/Tolley Cobbold, will include an automated pedestrian perimeter gate with mechanical function to allow one person through at a time, capable of handling wheelchair and strollers, with keypad access control for entry and exit will be installed. Installed alongside will be an automated swing gate equipped with keypad access control for entry on both sides of the road for UK and US spec vehicles. An induction loop and photocells will facilitate vehicle exit, with all required electrical work and network connections being performed. This location will also require backup battery/UPS systems and manual operation failsafe mechanisms. The gate must have a tamper protection alarm connected to and able to annunciate Base Defense Operations Center. Must include applicable stop bars/stop line road markings both exterior and interior to identify clear areas for safe operation of gate opening/closing area.
1.3.3. Wastewater Treatment Facility:
The Wastewater Treatment Facility, the project will supply and install an automated cantilever gate featuring, keypad control for entry on both sides of the road, supported by CCTV systems to monitor entry and exit points. An induction loop will be installed for vehicle exit, and comprehensive groundworks, electrical work, and network connections will be completed to integrate the access control system. As with the other locations, backup battery/UPS systems and failsafe mechanisms for manual gate operation will be provided to ensure reliability and security under all conditions. The gate must have a tamper protection alarm connected to and able to annunciate Base Defense Operations Center. The gate must have safety photocells and induction loops to ensure gate does not close while vehicle is in the opening/closing area.
