FA558722R0001 Q&A
| # | RFQ Document | Reference | Section Title | Question | Answer |
Solicitation | None | None | How many personnel are currently working under this contract? | This is a performance based service acquisition, therefore the PWS defines the results to be achieved. The current number of personnel is based on the current contractor's approach to the capability defined in the PWS. The scope of the resultant contract is the same as the current contract.
Solicitation | PWS | Attachment 6 | Can the government provide the past performance (attach 6) in word document so we can enter data directly? | Yes
None | None | None | Could the government please provide the incumbent contract information? | Contract FA558718C0003 awarded to GCH Services, LLC. on 1 Oct 2017. Period of Performance: 1 Oct 2017 to 30 Sep 2022
Solicitation | PWS | Appendix A | The number of flights seems to have trended down each year, Could the government provide the estimated man hours so we can anticipate a fair price? | The downward trend was due to identification of base for closure however, this is no longer the case. The performance work statement (PWS) identifies 24/7 services however this is a performance based service acquisiton and PWS defines the results to be achieved. Offerors should bid assuming support for a maximum of 6 aircraft at 2 locations.
Solicitation | PWS | 11.B.vi. | Is there a requirement to hire local nationals? Is there a SOFA (Status of Forces Agreement in Place)? | There is not requirement to hire local nationals. Contractor employees will not be eligible for US componency under the resultant contract pursuant to the NATO Status of Forces Agreement. Please reference the TUPE information in PWS.
Solicitation | PWS | None | Could the Government please provide the list of key personnel for this requirement as well as the required qualifications? | This is a performance based service acquisition, therefore the PWS defines the results to be achieved. The current number of personnel is based on the current contractor's approach to the capability defined in the PWS. This contract does not have key personnel and/or minimum requirements for positions other than those identified in the PWS.
Solicitation | PWS | 6.3.1 | Is the Facility Security Clearance is required at the time of proposal submittal? The draft DD254 wasn’t included in the solicitation – will the security clearance level be "Secret?" Would the Government sponsor the contractor immediately upon contract award to pursue an interim facility security clearance so that it is in place at start of performance and/or "prior to performing work on any classified Government systems or products?" | The PWS has been amended. Please see paragraphs 6.3.1 & 6.3.5.
Solicitation | Page 75 | Informational Pricing Note. | If the successful contractor’s proposed wages are lower than the current employee’s wage rate, will the contractor be allowed to submit a request for wage adjustment to comply with TUPE? | No, the resultant contract will be Firm Fixed Price. Please see TUPE information.
Solicitation | PWS | 5.3 | Could you please confirm these hours are correct and that personnel are required to be present during these hours? | Airfield operational times are correct as stated above. Personnel are required to be present in person during Port operation times 0600–1800 Monday through Sunday or when know after-hours aircraft missions are already scheduled. After these hours hybrid/remote working would be an acceptable method of covering required operations returning as necessary to carry out after Port hours aircraft servicing.
Solicitation | PWS | 1.3.1.1 | Does the current contract require the contractor to work these hours? Is the dispatcher required to be onsite 24 hours a day as listed in the PWS 1.3.1.1? | PWS has been updated (para 1.3.1.1.) As a performance based acquisition, Hybrid (i.e., remote) working would be acceptable providing there are processes in place to ensure 24 hour contact and mission response timelines as states in the PWS can be met.
Solicitation | PWS | Are personnel required to be on shift even when there are no aircraft scheduled or is stand-by acceptable in the evenings when nothing is on the schedule? | Remote working when there are no scheduled aircraft would be acceptable provided response times can be met for aircraft diverts and other mission changes requiring Fleet Servicing support. As a performance based acquisition there is flexibility due to current technology on how results can be achieved.
