FA558722R0001 Q&A
| Attachment 7 - Questions and Answers | |||||
| # | RFQ Document | Reference | Section Title | Question | Answer |
| 1 | Solicitation | None | None | How many personnel are currently working under this contract? | This is a performance based service acquisition, therefore the PWS defines the results to be achieved. The current number of personnel is based on the current contractor's approach to the capability defined in the PWS. The scope of the resultant contract is the same as the current contract. |
| 2 | Solicitation | PWS | Attachment 6 | Can the government provide the past performance (attach 6) in word document so we can enter data directly? | Yes |
| 3 | None | None | None | Could the government please provide the incumbent contract information? | Contract FA558718C0003 awarded to GCH Services, LLC. on 1 Oct 2017. Period of Performance: 1 Oct 2017 to 30 Sep 2022 |
| 4 | Solicitation | PWS | Appendix A | The number of flights seems to have trended down each year, Could the government provide the estimated man hours so we can anticipate a fair price? | The downward trend was due to identification of base for closure however, this is no longer the case. The performance work statement (PWS) identifies 24/7 services however this is a performance based service acquisiton and PWS defines the results to be achieved. Offerors should bid assuming support for a maximum of 6 aircraft at 2 locations. |
| 5 | Solicitation | PWS | 11.B.vi. | Is there a requirement to hire local nationals? Is there a SOFA (Status of Forces Agreement in Place)? | There is not requirement to hire local nationals. Contractor employees will not be eligible for US componency under the resultant contract pursuant to the NATO Status of Forces Agreement. Please reference the TUPE information in PWS. |
| 6 | Solicitation | PWS | None | Could the Government please provide the list of key personnel for this requirement as well as the required qualifications? | This is a performance based service acquisition, therefore the PWS defines the results to be achieved. The current number of personnel is based on the current contractor's approach to the capability defined in the PWS. This contract does not have key personnel and/or minimum requirements for positions other than those identified in the PWS. |
| 7 | Solicitation | PWS | 6.3.1 | Is the Facility Security Clearance is required at the time of proposal submittal? The draft DD254 wasn’t included in the solicitation – will the security clearance level be "Secret?" Would the Government sponsor the contractor immediately upon contract award to pursue an interim facility security clearance so that it is in place at start of performance and/or "prior to performing work on any classified Government systems or products?" | The PWS has been amended. Please see paragraphs 6.3.1 & 6.3.5. |
| 8 | Solicitation | Page 75 | Informational Pricing Note. | If the successful contractor’s proposed wages are lower than the current employee’s wage rate, will the contractor be allowed to submit a request for wage adjustment to comply with TUPE? | No, the resultant contract will be Firm Fixed Price. Please see TUPE information. |
| 9 | Solicitation | PWS | 5.3 | Could you please confirm these hours are correct and that personnel are required to be present during these hours? | Airfield operational times are correct as stated above. Personnel are required to be present in person during Port operation times 0600–1800 Monday through Sunday or when know after-hours aircraft missions are already scheduled. After these hours hybrid/remote working would be an acceptable method of covering required operations returning as necessary to carry out after Port hours aircraft servicing. |
| 10 | Solicitation | PWS | 1.3.1.1 | Does the current contract require the contractor to work these hours? Is the dispatcher required to be onsite 24 hours a day as listed in the PWS 1.3.1.1? | PWS has been updated (para 1.3.1.1.) As a performance based acquisition, Hybrid (i.e., remote) working would be acceptable providing there are processes in place to ensure 24 hour contact and mission response timelines as states in the PWS can be met. |
| 11 | Solicitation | PWS | Are personnel required to be on shift even when there are no aircraft scheduled or is stand-by acceptable in the evenings when nothing is on the schedule? | Remote working when there are no scheduled aircraft would be acceptable provided response times can be met for aircraft diverts and other mission changes requiring Fleet Servicing support. As a performance based acquisition there is flexibility due to current technology on how results can be achieved. | |
| 12 | Solicitation | Attachment 3 | Attachment 3 | Please clarify Attachment 3 re confused please clarify column indicates UNIT PRICE ordering Period 1 and AMOUNT Ordering period 1 etc. for CLIN 0001, etc. which I assume is Base year. Please clarify “Ordering Period 1, 2, 3, 4. However next columns indicate CLIN 1001 Option Period 2. What is the difference between Ordering Period and Option Period. In other words Ordering Period Column E, G, I, K, M vs Option Period column P, S, V, Y. And why there are 5 ordering periods vs 4 Option Period. Define Ordering vs Option. | The IDIQ period of performance for the base (i.e., OP1, OP2, etc.) is five years which the orders can be place . The period of performance for each option year (i.e., OY1, OY2, etc.) is 12 months which the orders could be placed. |
| 13 | Solicitation | Attachment 3 | Attachment 3 | Attachment 3 has 2 tabs. The first tab seems to be a rollup but the cells are not calculating and looks like second tab amounts is to be inserted in in the first tab. However, first tab does not have currency – shall we price in GBP? | Attachment 3 has been updated and an example has been provided in a second Tab labeled "Example". All formulas and formatting has been removed. |
See Addendum to 52.212-1 para 11.B.i., NOTE: Do not include complex formulas. It is the Offeror's responsibility to validate errors.
See Addendum to 52.212-1 para 11.B.ii., Ensure that unit prices are no more than two (2) decimal places of a British Pound Sterling () or United States Dollar ($). *Formula amounts proposed in GBP will be divided by 0.7843 to determine United States Dollar TEP.
| 14 | Solicitation | The government states this is FFP contract thus we request clarification for the “IDIQ”? | FAR 16.504. An indefinite-quantity contract provides for an indefinite quantity, within stated limits, of supplies or services during a fixed period. The Government places orders for individual requirements. Quantity limits may be stated as number of units or as dollar values. | ||
| 15 | Solicitation | Attachment 3 | Attachment 3 | Attachment 3 has fatal flaws – tab 1 (highlight yellow) in one column indicates GBP but the other columns are not indicated. Also when populated does not calculate. |
Tab 2 TEP when calculated ALL columns (OP & OY) exceeds the TEP for the effort. Number of years (5) x months (12)x clin (4) = 240 however with OP of increases the 240 to 458. We cannot reconcile TEP to the effort only because Schedule B only indicates OY pricing and no mention of OP ordering period.
We still cannot understand what constitutes an Ordering period other than the restatement of year amount with all Ops inclusive in the base Year. Please clarify if OP1 = Base; OP2= OY 1 etc. It is the governments intent to include the OP and OY amounts into the TEP Attachment 3 has been updated. An EXAMPLE has been provided in the second, Tab labeled "Example". All formulas and formatting (i.e., USD, GBP, etc.) have been removed.
