Secondary Crash Network at RAF Lakenheath and RAF Mildenhall Solicitation No. FA558720Q1076 and FA5587Q201078
Q1: Both requirements documents say that the product must be on the DISA APL, is this necessary since the requirement is a stand-alone system not connected to the phone system at all and therefore does not require JITC approval?
A1: No, the DISA APL is NOT required on the stand-alone system.
Q2: Both sites are using fiber. Lakenheath looks like they will put a fiber patch panel very close to our rack, but the requirements for Mildenhall specify the contractor will do some fiber installation and termination work. Paragraph 3.1.1.1 states:
"The Contractor shall EFI&T 48 SM fibers within the Contractor’s cabinet to the Governments Core Node Room on the roof of B 669. The approximate distance is 250 feet. The Contractor shall terminate these 48 SM fibers to Contractor EFI&T 48 port SC connector Fiber Optic Patch Panels (FOPP). The Contractor shall EFI&T the FOPPs to be installed in their 42U cabinet and the matching one in the Core Node room in Cabinet 2."
A2: (Per PWS Para 3.1.1 the vendor’s equipment will be installed in the Government provided “new 24U cabinet to house the Contractor’s EFI&T SCN equipment and terminate fiber optic and CAT 5e cables. The Government shall provide a duplex 220 VAC, 50 Hz power Type G outlet and ground point for the SCN cabinet. “Do not include a cabinet for Lakenheath’s installation/solicitation. That would be an unnecessary cost.)
Q3: Do you have other options for the fiber termination at this site?
A3: Please see the edits below made to the PWS verbiage regarding these changes, which answers question number 3.
3.1.1. B 669, Base Ops: The SCN Initiator Console shall be installed in B 669, Base Ops station. The Core Equipment supporting the SCN shall be installed in the Communications room in Room WX2 approximately 200’ down the hall from Base Ops. The Government shall provide a new 42U cabinet to house the Contractor’s EFI&T SCN equipment and terminate fiber optic and CAT 5e cables. The Government shall provide a duplex 220 VAC, 50 Hz power Type G outlet and ground point for the SCN cabinet. The Contractor is responsible for providing the power cables between their equipment and the Government provided power outlet. The Contractor shall EFI&T all Core equipment, patching, and fiber cabling, and a communications punch down block or CAT 5e patch panel, for copper termination, within the Government provided 42U cabinet. The Contractor shall EFI&T 48 SM fibers within the Contractor’s cabinet to the Governments Core Node Room on the roof of B 669. The approximate distance is 250 feet. The Contractor shall terminate these 48 SM fibers to Contractor EFI&T 48 port SC connector Fiber Optic Patch Panels (FOPP). The Contractor shall EFI&T the FOPPs to be installed in their 42U cabinet and the matching one in the Core Node room in Cabinet 2. The Contractor EFI&T Core Node Cabinet 2, 48 port FOPP’s shall be the demarcation point for all (external to B 669) SCN drops. The Government shall provide all fiber cross connects to the SCN drop building’s FOPP. The exception is the two B 669 drops: Fire Department and Weather. The Contractor shall EFI&T these drops with new CAT 5e premise wiring from the Government their 42U cabinet to Contractor EFI&T CAT 5e outlets at the Weather Counter and the Fire Department Dispatch desk. The Contractor EFI&T CAT 5e cables shall terminate to a Contractor EFI&T CAT 5e Patch Panel that is installed in the Government ir 42U provided cabinet.
