Aerial Gunnery-Electronic Attack Flight Training Solicitation FA558719RA008
Questions & Answers 12 July 2019
QUESTION 1. In order to support our planning assumptions and modelling of the cost profile, can you provide an indicative sortie rate over the 24 month period e.g., x4 sorties per month?
ANSWER 1. Estimated flight training sorties are dependent upon when squadrons are available and where they are in their training cycle. Some months may use more sorties while other may use little to none. Estimated sorties for Aerial Gunnery may be 2 to 4 sorties per quarter.
Estimated sorties for Electronic Attack may be 6 to 12 per quarter.
QUESTION 2. Does a schedule or a forecasted schedule for the requested 4200 minutes of aerial gunnery and 3120 minutes of electronic attack exist? If not: is a historical schedule available?
ANSWER 2. There is no current forecasted schedule. This is not training that is normally done regularly. It is usually done when units (ACC / USAFE / and PACAF) go TDY to Tyndall AFB (once every year or two). See Answer 1.
QUESTION 3. Concerning PWS 3.2.4: Is an aircraft performance of 250 knots with 45 degrees angle of bank in 15.000 ft sufficient?
ANSWER 3. Yes, an aircraft performance of 250 knots with 45 degrees angle of bank in 15,000 feet is sufficient.
QUESTION 4. Concerning PWS 3.3.2: Will +/- 45 degrees of the aircraft boreline be sufficient?
ANSWER 4. Yes, +/- 45 degrees of the aircraft boreline is sufficient but 60 degrees is desired.
QUESTION 5. Is this a new requirement, or is a current or previous contractor performed similar services?
ANSWER 5. There is no incumbent contract or contractor. This requirement was previously awarded in 2017 under two separate purchase orders: FA558717P0039 Electronic Warfare and FA558717P0040 Banner Shoot/Aerial Gunnery. FA558717P0039 Electronic Warfare was for
7.5 Flight Hours (3 events), Unit Price £6,500.80, and awarded at £48,756.00. FA558717P0040 Banner Shoot/Aerial Gunnery was for 7.5 Flight Hours (3 events), Unit Price £15,556.14, and awarded at £116,671.00. Both purchase orders were awarded to FR Aviation Limited/ Cobham Aviation Services for the same period of performance 1 AUG 2017 – 31 OCT 2017.
QUESTION 6. For the avoidance of any doubt can the USAFE confirm that the cost of all consumables including MDI’s, Banners etc. should be included in the price per unit (currency to be specified by the bidder), as outlined in the Price Schedule?
ANSWER 6. The unit price should include all costs associated with performing requirement of the PWS. Per Performance Work Statement Section 1.1 General: The contractor shall provide non-personnel services to include all Management, Personnel, Aircraft, Equipment, Supplies, Transportation, Tools, Materials, Supervision, and Other Items to perform Aerial Gunnery and

ANSWER 8. There is no minimum guaranteed ordering amount.
QUESTION 9. What if all contracted minutes are used and additional minutes are required?
ANSWER 9. A quantity increase request may be sent to the Contractor requesting additional minutes during the contract period of performance if required by the Government. The Contractor may honor the awarded contract pricing or propose new pricing at that time for the additional quantity.
QUESTION 10. Will bids for single line items of section B of the solicitation be considered (e.g. only offering Electronic attack or Aerial gunnery but not both)?
ANSWER 10. Per Solicitation FA558719RA008 Section M-2.4.1: The Government will evaluate prices submitted in the Price Schedule. Failure to propose all CLINs (0001 Aerial Gunnery and 0002 Electronic Attack) will render the proposal non-responsive. The total offered price shall include all cost associated with operating in the United Kingdom. Should the Government require a cost breakdown of the total offered price, the offeror will be required to submit this information.
