General Information
1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
2. This solicitation is being issued as a(n) Request For Quotation (RFQ).
3. This solicitation document and incorporated provisions and clauses are those in effect through:

4. Due to the overseas location of this requirement, no set-aside will be used in accordance with FAR 19.000(b).

Instructions to Offerors
FAR provision 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. As prescribed in FAR 12.301(b)(1), the following addendum is provided for this solicitation and hereby amends any language therein:
1. Quotes in response to this solicitation must be submitted no later than 24 August 2018 1630 BST. Quotes must be submitted via email to Robert Rogers at robert.rogers.58@us.af.mil and Jaysen Cortez at jaysen.cortez@us.af.mil.
2. All price quotations must be submitted on Attachment 2 - Quote Sheet and it must be filled in entirely; all technical submissions must be submitted on a separate document.
3. A site visit is planned for 3 August 2018 at RAF Lakenheath, United Kingdom starting at 0900. All prospective offerors are highly encouraged to attend and inspect the site where the supply is to be outfitted.

4. Certifications: Submit certifications with quote IAW the statement of work section 5.
5. To be considered for award, your company must be registered in System for Award Management (SAM), and if awarded the contract, must subsequently enroll in Wide Area Workflow (WAWF) for the purpose of invoice and payment.
6. Notice to Suppliers: Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.
Evaluation Criteria
FAR Provision 52.212-2, Evaluation -- Commercial Items, applies to this acquisition. As prescribed in FAR 12.301(c), the following addendum is provided for this solicitation and hereby amends any language therein:
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government considering price and technical capability. The following factors shall be used to evaluate offers:
TECHNICAL CAPABILITY - In order to be deemed acceptable, the offeror must provide a narrative that demonstrates their ability and approach to meet the requirements within the respective SOW (10 page limit, Size 12 Font). If providing "or equal" items, offerors MUST state so and provide the make, model, and technical specifications for each "or equal" item quoted.
Additionally, as described in 52.212-1 above, submissions must contain the offeror's certifications IAW section 5 of the respective SOW. Quotations that do not meet these requirements, those that offer components not compatible with the current system, or those that offer items not equivalent to the specific item(s) mentioned will be considered unacceptable and therefore not considered for award. In accordance with the anticipated Fiscal Year 2019 National Defense Authorization Act (H.R. 5515), Chinese manufacturers will be excluded from this procurement. Therefore, any offers including those manufacturers mentioned in H.R. 5515 will be deemed unresponsive and ineligible for award.
PRICE - price will be evaluated on a comparative basis amongst all received quotations and the Government's estimate. The lowest price that satisfies the Government's need will be selected for award.
Note that the Government intends to award a contract without discussions with respective offerors. The Government, however, reserves the right to conduct discussions if deemed in its best interest.

(d) Comptroller General Examination of Record The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records -- Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for

Page 8 of 9Page 8 of 9 examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
(e)
(1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c) and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1) in a subcontract for commercial items.
