Statement of Work CCTV

1. Description

All manuals and warranty information will be turned to S5 Resource Protection when work has been completed. The Offeror will provide training on operation of the unit to S5

Resource Protection personnel within normal duty hours from 0730 to 1630.

1.1. The offeror shall replace 20 Closed Circuit Televisions (CCTV) cameras with 20 new

Bosch MIC-7502-Z30B starlight 7000i 2M/pixel cameras or equivalent (Automatic IR cut filter, PTZ capable, HD streaming, intelligent tracking, the camera must be compatible with the current VTAS/Bosch system) meaning and supporting equipment to include supplying and installing fiber cabling and media converters in the control room for the operation, programming, and commission of CCTV. The 21st camera will be included in the VCC new camera install.

1.2. The offeror shall replace 5 Bosch MIC-7502-Z30B starlight 7000i 2M/pixel cameras located on the north side with 5 Bosch MIC-9502-Z30BVF 30Hz thermal 50mm VGA cameras or equivalent (Automatic IR cut filter, Thermal switching capability, PTZ capable, HD streaming, intelligent tracking, the camera must be compatible with the current VTAS system). The 5 Bosch MIC-7502-Z30B starlight 7000i 2M/pixel camera will be used to replace 5 Closed Circuit Televisions (CCTV) cameras.

1.2. The offeror shall install seventeen (17) new Bosch NDE-4502-AL or equivalent

(Automatic IR cut filter with a , HD streaming, intelligent tracking, the camera must be compatible with the current VTAS/Bosch system) and four (4) new NDE-4502-AL

Fixed dome 2MP 3-10mm auto IP66 Cameras or equivalent (HD streaming, intelligent tracking, the camera must be compatible with the current VTAS/Bosch system) with supporting equipment to include supplying and installing fiber cabling and media converters in the control room for the operation, programming, and commission of

CCTV. 17 NDE-4502-AL Fixed dome 2MP 3-10mm auto IP66 Cameras or equivalent will be installed at the locations listed below. Two (2) NDE-4502-AL Fixed dome 2MP

3-10mm auto IP66 Cameras will be installed for the VCC project. Two (2) NDE-4502-

AL Fixed dome 2MP 3-10mm auto IP66 camera will be used for B5900 see section 1.6.

1.3. Confinement: The offeror shall replace twenty-two 22 CCTV Cameras at B1047 and install twenty-one (21) Bosch NCN-90022-F1 FLEXIDOME IP corner 9000 MP cameras or equivalent, one (1) BOSCH FLEXIDOME IP PANORAMIC 7000 or equivalent (HD streaming, intelligent tracking, the camera must be compatible with the current VTAS system), one (1) Bosch MIC-7502-Z30B starlight 7000i 2M/pixel camera or equivalent, one (1) Bosch AUTODOME IP 4000i indoor PTZ camera or equivalent

(Automatic IR cut filter, Thermal switching capability, PTZ capable, HD streaming, intelligent tracking, the camera must be compatible with the current VTAS/Bosch system) and supporting equipment to include supplying and installing fiber cabling and media converters in the control room for the operation, programming, and commission of CCTV.

1.4. The offeror shall install 10 BOSCH FLEXIDOME IP PANORAMIC 7000 or equivalent

(HD streaming, intelligent tracking, the camera must be compatible with the current

VTAS system) and supporting equipment to include supplying and installing fiber cabling and media converters in the control room for the operation, programming, and commission of CCTV.

1.5. B5900: Install two (2) Bosch NDE-4502-AL Fixed dome 2MP 3-10mm auto IP66 cameras or equivalent, fiber transmission kits, cabling, brackets to include media converters with compatible SFP modules, racking, fiber patch leads, and fiber network cabling from the CCTV cameras to (hub, diagram, building 5900) control room to ultimately program and commission the CCTV cameras for use. Also a new Bosch

CCTV keyboard with joystick to be installed with the current Bosch system.

1.6. ECC: Install Bosch BVMS Professional software version 8.0 on the server and the workstation, load 195 camera licenses and one site expansion license to take into account the Security Forces Base CCTV cameras including those in Confinement and

LVIS Gate 8 (but not those in Dorms). A new Bosch CCTV keyboard with joystick would be installed. The existing CCTV recorder at Gate 8 LVIS would be re-purposed to act as a slave to the new software.

1.7. The offeror shall install additional Bosch video storage unit with 8 x 8TB capacity at

B1064 rack.

1.8. The CCTV cameras quoted will have the capability to be viewable from building 1064, ECC and shall be recordable for 60 days.

1.9. The offeror shall provide a Risk Assessment and a Method Statement prior to starting work.

1.10. The offeror shall install all products in accordance with the manufacturer’s installation instructions.

1.11. The contractor shall ensure installation is operational and meets all required commercial, local, and international industry standards, military instructions, standards, policies, guidelines, and regulations and practices.

2. Installation

2.1. Work includes providing/installing CCTV cameras, monitors and all materials to install a system to manufacturer’s specifications. This includes all labor, material and equipment required to provide the proper install and set-up of fitness system CCTV system. Equipment specification shall be submitted and approved before installation starts. The contractor shall provide all design, labor, and materials to remove existing

CCTV cameras, fiber transmission kits, and cabling at identified locations.

2.2. If the Government-furnished property is insufficient for interoperability, the contractor shall provide all equipment and supplies necessary to further support this requirement.

The Contractor shall provide a list of all components installed per this project, as well as a list of the components removed (if any).

2.3. The testing procedures shall be provided in writing to the 48 SFS, as well as a copy of the outcome of the performed test.

3. Removal

3.1. All debris and other material resulting from work accomplished by the contractor under this statement of work will be disposed of outside the confines of RAF Lakenheath, UK.

4. Access to Government Facilities

4.1. The Government will provide supervised access to the facility for the contractor as required in the performance of the tasks identified in this SOW to include: restroom use, site and building electrical power currently, available, security response, and fire protection. Work will only be done during facility operating hours, unless approved by

SFS personnel in advance.

5. Certifications

5.1. For the electrical works that shall be performed, the offeror shall provide a base (RAF

Lakenheath) Skilled Person Certificate (SPC) for each individual who shall be performing these electrical works. The offeror may already have the proper SPC(s) if the individuals have performed electrical work on RAF Lakenheath before. For contractors who do not hold the required SPC(s) the offeror shall provide the following certificates and trainings:

City and Guilds 2391 and 17 Edition etc.

JIB Card

Current First aid Certificate

Current Fire Training certificate

Once the offeror has provided the above requirements, Authorized Person(s) from

Interserve will give the electrician requiring a SPC a short written test and an Interview.

6. General Information

6.1. Working Hours and Holidays

6.1.1. Business Hours: Normal Base Operating Hours. The facilities’ normal business hours of operation are 0730-1630. The contractor may find it necessary to deviate from the normal hours of operation, to ensure timely completion of the requirement stated in this Statement Of Work (SOW) at no additional cost to the government.

6.1.2. Recognized Holidays: The contractor is not required to provide services on UK

Holidays. National Holidays subsequently declared by Her Majesty’s Government shall likewise be considered official holidays for the purpose of this provision. The relevant recognized holidays are included in the table below:

6.2. Quality Assurance

The Government shall periodically inspect the contractor during installation. Any discrepancies discovered shall be reported to the contractor for remedial action. Any remedial action shall be carried out prior to completion of installation, or earlier depending on the nature of the discrepancy. The government’s representative shall have the final decision on the acceptance of work carried out. Performance is considered complete after a walk through has been accomplished with the respective Government representative to determine any punch list items and those items that have been remedied to the satisfaction of the respective Government representative.

6.3. Warranty

All supplies and services must include warranties customary to standard commercial practices.
