Questions and Answers
Q1. Does the Defense Base Act apply to this contract? If so, please incorporate 52.228-3 Workers' Compensation Insurance (Defense Base Act).
A1. Defense Base Act doesn’t apply to this contract. This contract is not in direct connection to national defense or with war activities.
Q2. Will DFAR 252.228-7001 Ground and Flight Risk apply to this contract? ? If so, please incorporate.
A2.Clause 252.228-7001 Ground and Flight Risk is on page 12 of 72.
Q3. Addendum to 52.212-1 – Proposal Preparation Instructions N – what is the cut-off date for inquiries?
A3. 24 July 2017 at 1400 GMT.
Q4. Addendum to 52.212-2 – Evaluation – Commercial Items – paragraph A indicates that the award will be made on “lowest price offered that is technically acceptable” but then includes price as the last factor; please clarify.
A4. A price that is not fair and reasonable will not be considered technically acceptable.
Q5. CLIN Descriptions as well as PWS 4.2 – refer to Attachment II – Fixed Price Travel Rates; please provide Attachment II.
A5. Attachment II is attached to this QA
Q6. Reference is made to Attachment II but there isn’t a reference to Attachment I; is there an Attachment I?
A6. Attachment I is the DD 254.
Q7. Addendum to 52.212-1 – Proposal Preparation Instructions O.5. Part V: Factor 5--Price States "Offeror shall separately price CLINs 0001, 0002, 0003, 1001, 2001, 3001, and 4001." CLIN 0002 states "DO NOT PRICE THIS CLIN..."; please clarify whether offerors are required to price CLIN 0002.
A7. Do not put a total price for CLIN 0002. The government is requesting that you fill in Attachment II with fixed unit prices. Attachment II is now attached.
Q8. Addendum to 52.212-1 – Proposal Preparation Instructions O.5. Part V: Factor 5--Price States "Offeror shall separately price CLINs 0001, 0002, 0003, 1001, 2001, 3001, and 4001."; CLIN 0003 is not mentioned elsewhere in the solicitation; please clarify what should be included in CLIN 0003 pricing.
A8. “0003” is hereby removed from “Addendum to 52.212-1 – Proposal Preparation Instructions O.5.
Part V: Factor 5--Price States "Offeror shall separately price CLINs 0001, 0002, 0003, 1001, 2001, 3001, and 4001."”
Q9. Addendum to 52.212-1 – Proposal Preparation Instructions, Section G states that the maximum page limit for each submission is 80 pages. Section O.1 further states that Part I – Factor I – Technical Qualifications is limited to 40 pages. Since there are no page limits associated with any other proposal sections, are offerors to assume that there are no specific page limits for Part II, Part III, Part IV, and Part V, so long as Part I does not exceed 40 pages and the overall proposal does not exceed 80 pages?
A9. Correct, Part I shall not exceed 40 pages and the overall proposal shall not exceed 80 pages.
Q10. PWS 2.2: This section classifies the service provided under this contract as "mission essential."
Can the Government clarify if the contract personnel supporting these mission essential tasks could be required to deploy to contingency (combat) locations? If so, will the successful offeror be allowed to invoice for the unknown costs associated with deployment(s) to contingency locations (i.e. additional health, life, DBA insurance, etc.) via a separate CLIN that would be identified as part of the contingency deployment?
A10. Please see Clause 252.237-7023.
Q11. PWS 7.0: While PWS Section 8.0 states that the Status of Forces Agreement (SOFA) applies to the work to be performed in Italy, it does not appear that services performed in the U.K. are covered by a SOFA. Can the Government confirm the SOFA and taxation status of the contract personnel supporting this effort in the U.K.?
A11. Please see Clause 252.229-7006 . The services will be performed under the SOFA agreement with the UK.
Q12. PWS 2.3: Are there any other qualification details for the Special Mission Aviator? With regards to 2.3.3, qualification in any variation of the UH-60 is acceptable, but what about specific crew requirements? For example, an Air Force SMA will have different duties and responsibilities than an Army or Marine Corps crewmember in the same duty position.
A12. All qualification details for the Special Mission Aviator are located in AFI 11-2HH-60 volumes 1-3.
Specific crew requirements shall adhere to the AFI 11-2HH-60 volumes 1-3. An AF FE FCF qualified on the MH-60 would be found technically acceptable.
Q13. The RFP makes no reference to living costs for personnel in the United Kingdom or in Italy. Is it the Government’s intent to have offerors include the recurring costs of living overseas (housing, utilities, local taxes, Visas, etc.) in their bids as part of each position’s cost, or will those costs be captured under a separate CLIN, possibly as a cost-reimbursable line item?
A13. Proposals shall include a fully burdened rate for performing the work. There will be no cost-reimbursable line items in this contract.
Q14. If there is an incumbent contractor currently performing these services or if this is a new requirement. If there is an incumbent, could you please provide the contract number?
A14. This a new requirement – these services are currently being performed by the Government.
Q15. PWS Para 4.6 states “The Contractor will fund all travel and expenses for employee certification requirements” Please clarify?
A15. The Contractor shall be responsible for all cost associated with their employee certification requirements to stay current.
Q16. Please clarify IAW PWs Para 8.3 states “10) Privately Owned Vehicle (POV) authorization”; will the government allow movement of vehicle overseas through government port, in other words is this cost reimburseable?
A16. No. This logistical support means that the base will allow the the contractor to drive their POV on the base once it has passed all local laws.
Q17. Please clarify under Subfactor 3 Flight Instructor Qualification. “This requirement does not apply to US Army AMOC graduates.” Does this mean AMOC graduates do not need to be flight instructor qualified?
A17. Yes. This means that AMOC graduates meet the qualification.
Q18. Please clarify RFP Page 15 O.1 states “PART I – FACTOR 1-Technical Qualifications - Limited to no more than 40 pages. Supporting documentation such as license, insurance, or registration do not count towards the page limit” however can not ascertain if this page count applies to “O.2. Part II: FACTOR 2 – Management and Staffing Plan” and/or “O.3. Part III: FACTOR 3- Quality Control Plan” or factor 2 and 3 is unlimited?
