RFQ FA5587-17-R-0011

Questions and Answers Date: 02 August 2017

Q1. Reference Q/A13 refers to including all living costs, which is understandable, however since there is a move from UK to Italy which has different costs and no set date, will the government allow an equitable adjustment for those differences or will this be reimbursable as travel?

A1. Offerors shall propose a firm-fixed price for relocation/transition of contract performance from RAF

Lakenheath to Aviano AB, Italy which shall not exceed $50,000.00. Proposed offers shall be all inclusive.

The Government does not intent to allow for equitable adjustments for the relocation from the United

Kingdom to England. Travel associated with this Contract will be allowable for support of the contract, except mobilization to the UK and relocation to Italy. Please see Section 4. Travel of the PWS for additional travel details.

Q2. Please confirm that the prices we insert in Attachment 2 Fixed Price Travel Rates are not negotiable even though projecting air fare 4 years out and Per Deim rates that change every year will result in an economic problem for the contractor. Request removal of “FIXED PRICE” and use JTR/FTR as reference.

A2. Offerors shall complete Attachment II, Fixed Price Travel Rates, as part of their offer. Please note that the completed Attachment II shall be incorporated into the contract to establish rates for this CLIN.

Initial funding of this travel CLIN will be allocated at time of award and the total amount funded will be based on historical travel data and proposed fixed price rates.

Q11. PWS 7.0: While PWS Section 8.0 states that the Status of Forces Agreement (SOFA) applies to the work to be performed in Italy, it does not appear that services performed in the U.K. are covered by a

SOFA. Can the Government confirm the SOFA and taxation status of the contract personnel supporting this effort in the U.K.?

A11. Please see Clause 252.229-7006. The services will be performed under the SOFA agreement with the UK.

Clarification to Answer A.11:

To clarify, contract personnel do not have a status under the current United Kingdom (UK) SOFA agreement. Contractor personnel working in the UK will be required to obtain a UK work visa. Further to that, contract personnel are not tax exempt. Please note, contract employees working in the UK will have to pay tax to the UK government. It is the contractor’s responsibility to ensures professional services are performed in compliance with UK laws. For additional details contractors may visit www.gov.uk http://www.gov.uk/
