QUOTES DUE: NLT 1300 BST, 18 September 2017 This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.
This solicitation is issued as a request for quotation IAW FAR Part 12 and 13. Submit written quotes in reference to Request for Quote (RFQ) reference number FA5587-17-Q-0081. This solicitation is a requirement for brand name “Or Equal” items. As such only quotes with items that meet the identified specifications will be accepted.
Due to the overseas location of this solicitation, no set-aside will be used. The NAICS code for this requirement is 423610, Electrical Apparatus and Equipment, Wiring Supplies, and Related Equipment Merchant Wholesalers.
This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95 effective 19-Jan-2017, & Defense Federal Acquisition Regulation PN 20161222 Effective 22 Dec 2016.
To be considered for award, note that you or your company must be registered in SAM and if awarded the contract, must subsequently enroll in Wide Area Workflow (WAWF) for purpose of invoice/payment. Please note that WAWF is the ONLY ACCEPTABLE means of invoicing for payment. Offerors should provide their DUNS number, CAGE/NCAGE code, and confirmation of their registration in WAWF along with their quote.

Description of Requirement: The Unaccompanied Housing Office requires a new electronic card reading locking system, to replace all worn/damaged/life expired mechanical locks in 3 dormitory facilities at RAF Mildenhall. The contractor shall provide, all personnel, tools, equipment, transportation, and supervision, (if required) to complete the installation of the electronic card reading locking system. All contractor works shall include the design, supply, shipping, delivery, installation, commissioning, set-up, training and maintenance service.
Price Schedule: Potential offerors are to provide a quote for the services outlined in the Statement of Works which is included as Attachment 1 to this solicitation. Quote sheets shall include a unit and total price for the items in the bid schedule, please see Attachment 2.
A Site Visit is planned for 29 August 2017 at RAF Mildenhall; all prospective offerors are highly encouraged to attend and are encouraged to inspect the sites where the services are to be performed. Please see Attachment 3 for further information.
Delivery and inspection:
Inspection for acceptance shall be made by the requesting agency on behalf of the U.S. Government, FOB Destination. Delivery/installation shall be made within 60 days after receipt of order. Associated delivery and installation costs shall be included in the applicable CLINs in Attachment 2.

Unaccompanied Housing Office, Building 231 RAF Mildenhall, Suffolk, IP26 8NG, United Kingdom.
Dormitory buildings 107, 108 and 111 on RAF Mildenhall

Evaluation -- Commercial Items.
Addendum to FAR 52.212-1 – Instructions to Offerors – Commercial Items As prescribed in FAR 12.302(d) the following addendum is provided for solicitation provision FAR 52.212-1 and hereby amends any language therein:
Quotation Preparation Instructions:
A.
To assure the timely and equitable evaluation of quotations, offerors must follow the instructions contained herein. Offerors are required to meet all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements, in addition to those identified as evaluation factors. Quotations submitted in response to this Combined Synopsis/Solicitation must address the evaluation factors which include a price quote and technical specification as defined herein.
B.
Quote Specifics: All quotes must include the following information:
1. Vendor’s complete mailing and remittance address.
2. Discount for prompt payment, if any.
3. Offeror shall be enrolled in the System for Award Management (SAM) database (www.sam.gov) and ready future enrollment in WAWF, for payment and invoicing in electronic funds transfer – payable 30 days upon delivery. Inability to receive EFT payment may disqualify a recipient from award consideration.
4. Quotes shall be quoted in United States Dollars ($) or British Pounds Sterling (£) and shall be valid through 30 September 2017.
5. Prices shall be all inclusive (i.e., all materials, transportation, labor, etc.) and shall be clearly illustrated or broken down.
6. Full Reps and Certs shall be accomplished in conjunction with SAM registration.
7. Brand Name or Equal: Onity or Equal (including Onity coding). Technical Specification(s) to demonstrate a meet or exceed of the minimum requirements found in the Statement of Work (Attachment 1) and the quote specifics (identified below) of this document, to include the description, accessory, warranty and delivery as described therein.
The Quote shall consist of (5) separate parts;
Part 1- Detailed specifications of the items being supplied, including pictures/drawings Part 2- Warranty details
Part 3- Installation Method Statement
Part 4- Compatibility Statement
Part 5- Quote Sheet Part 1- Detailed specifications of the items being supplied, including pictures/drawings.
The contractor shall provide the full brand name or equal detailed specifications of the items being supplied, including pictures and/or drawings of the proposed items being supplied.
Part 2- Warranty Details
The contractor shall provide a written statement outlining the warranty details of all items listed in the quotation, including the installation.
Part 3- Installation Method Statement
The contractor shall provide a method statement thoroughly explaining their technical approach. This includes (but not limited to) the building, the number of rooms per day, number of trucks per day, loading/unloading requirements, specialized equipment and disposal of waste products.
Part 4- Compatibility Statement - Brand Name or Equal The contractor shall provide a compatibility statement confirming the proposed system and software is fully compatible, operational and functional with the existing system, as listed in Attachment 1.
Part 5- Quote Sheet
The contractor shall complete Attachment 2 of this solicitation, Quote Sheet. In doing so, the vendor agrees to the contract terms and conditions as written within this solicitation and attachments.

Quotes are due to this office NLT 1300 hours British Summer Time (BST), 18 September 2017. It is preferred that quotes be sent via e-mail to Kim Baker, kim.baker.3.gb@us.af.mil; or TSgt Octavio M. Valverde at octavio.valverde@us.af.mil. Please reference the solicitation number FA5587-17-Q-0081 and RAF Mildenhall Dormitory Locks in the subject of any email. Email maximum is limited to 10MB or in sequential (1 of 2…) order, when over this maximum. PDF is the preferred file type.
D.
Contract award: The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror’s initial offer should contain the offeror’s best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received.

Addendum to 52.212-2 Evaluation – Commercial Items (Oct 2014) A. BASIS FOR CONTRACT AWARD: The Government’s evaluation of offeror’s quotation will be conducted utilizing the evaluation factors identified and required under the addendum to 52.212-1. The Government will award a contract resulting from this solicitation to the responsible Offeror whose quote confirming to the solicitation is the lowest price technically acceptable. Quotes that do not meet the quotes specifics will be deemed technically unacceptable, and therefore not considered for award. The following factors shall be used to evaluate quotes:
1. PART I – PRICE. The offeror’s price proposal shall be evaluated to evaluate price reasonableness, a comparison will be made amongst all received quotations and the Governments estimate. Price analysis will be conducted on each offeror received. The offerors price shall be evaluated in the following manner;
a. Each offeror’s line item price will be verified by multiplying the quantities identified at the contract line item number (CLIN) level by the proposed unit price to confirm the extended amount for each CLIN (to include the base period AND the option years). The offeror’s total proposed price will be verified by adding base period CLINs and all option year CLINs (1012-2012).
b. Additionally, a price for the six-month extension authorized by 52.217-8, Option to Extend Services, will be added to the total arrived at above. The price for the six-month extension will be calculated using 50% of the total extended price for the last twelve-month period (CLIN 2012). Evaluation of the option period will not obligate the Government to exercise the option. The total of the extended prices for each CLIN and the price for the six-month extension authorized by 52.217-8, Option to Extend Services will be added together to arrive at the TEP.
c. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
2. PART II – TECHNICAL CAPABILITY EVALUATION. For an offeror to be considered technically acceptable it must provide specific documentation as identified in the addendum to 52.212-1 that meets the statement of Work (Attachment 1). Technical acceptability shall be evaluated against the following sub-factors:
a. Sub-Factor 1: Technical Capability: The Government will assess the offeror’s technical capability in meeting the requirement detailed in Attachment 1. This shall include:
Part 1- Detailed specifications of the items being supplied, including pictures/drawings
Part 2- Warranty details
Part 3- Installation Method Statement
Part 4 - Compatibility Statement including the Brand Name or Equal: Onity or Equal (including Onity coding) Part 5- Quote Sheet AWARD DETERMINATION: The lowest priced quote will be evaluated for technical acceptability. If the quote is found technically acceptable, award will be made without further consideration. If it is found technically unacceptable, the Government will evaluate the next lowest quote for technical acceptability until award can be made to the lowest priced technically acceptable Offeror. Quotes that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be considered non-responsive and excluded from consideration. This does not limit the Government’s rights as stated in provision 52.212-1(D).

(a) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (a) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records -- Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor Not Later Than 30 days before the contract expires.

(a) The Government may extend the term of this contract by written notice to the Contractor Not Later Than 30 days before the contract expires; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 60 days before the contract expires. The preliminary notice does not commit the Government to an extension.
(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.
(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 3 Years 6 Months.

5352.201-9101 -- OMBUDSMAN (JUN 2016)
(a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern.
(b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
