Statement of Work for Electronic Lock System

1. Description of Work: The Unaccompanied Housing Office requires a new electronic card reading locking sytsem, to replace all worn/damaged/life expired mechanical locks in 3 dormitory facilities at RAF Mildenhall. The contractor shall provide, all personnel, tools, equipment, transportation, and supervision, (if required) to complete the installation of the electronic card reading locking system. All contractor works shall include the design, supply, shipping, delivery, installation, commissioning, set-up, training and maintenance service. The total quantities of required items are shown at Appendix A.

2. Supply: The contractor(s) shall supply the items listed in Appendix A to fit on existing dormitory room doors. The specifications listed are to be met or match same as existing. Any differences in specifications must be brought to the attention of the Contracting Officer. All equipment shall be supplied with sufficient batteries as required. The system must be fully compatible with the current Onity system used on other dormitory buildings. Any key coding machine must code keys suitable for us with Onity, and any Onity coded card must work in the provided locks.

3. Shipping: The contractor(s) shall arrange shipping and delivery for all required items in Appendix A, The arrangements for Customs Clearance and delivery of items to the contractors storage facility in the UK, shall be the responsibility of the Contractor at no additional charge to the US government. The contractor shall provide all shipping details to the US government representative and shall inform the representative when deliveries of items are expected at the storage facility.

4. Delivery: The contractor shall coordinate delivery of all items to RAF Mildenhall, when ready to carry out the installation. Delivery will need to be coordinated through the 48th Contracting Office and the customer (the Unaccompanied Housing Office). Points of contact will be supplied upon award. The contractor will be required to arrange escort services onto RAF Mildenhall with 100 CES – Unaccompanied Housing Office. The contractor shall be responsible for all unloading, and resources, (including manpower and equipment). US Government shall not be responsible for any delays resulting in shipping costs/delays if a consolidation point is used.

5. Installation: Installation dates shall be coordinated and agreed through the Dormitory Management Office upon award. The contractor shall deliver the items and install as per the manufacturers guidelines IAW the agreed installation schedule. The contractor shall replace all existing mechanical locks with the new locking system and dispose of the old locks appropriately. Making good around the door locks and frames shall be required. This shall include repairs to the woodwork, door, frame or re-painting of any area damaged or left exposed as part of the installation process. Use of mechanical handling equipment may be permitted. Details of such equipment shall be passed to the 48th Contracting Office and the Unaccompanied Housing manager for approval prior to use. All items shall be unpacked and fully assembled according to the manufacturer guidelines. The contractor shall ensure that detailed assembly instructions are included for all newly installed items (listed in Appendix A) and are supplied to the Unaccompanied Housing Office after installation. The contractor shall be liable for any damage caused to US government property during this contracted service. Installation contractors shall be escorted, unless they have a valid contractor installation pass may require security clearance to access the installation un-escorted. All details of installation crew shall be provided at time of award. No room is to be left unsecure at any time in a dormitory building.

6. Set-up/Commissioning/Training: The contractor shall be responsible for the setting up and testing of equipment, card encoders, hardware, software and all associated infrastructure in order to fully commission the systems prior to completion of the installation. The contractor shall also be responsible to provide on-site training for up to 5 USVF employees on how to operate the system, diagnose simple technical issues and carry out battery replacements/minor maintenance prior to completion of the project.

7. Warranty / Maintenance: The contractor shall provide a 12 month warranty for all locks and equipment covering manufacturing defects, defective workmanship and defective installation. The maintenance plan will cover hardware and software licences and support as detailed in Appendix A.

8. Removal of Waste: At the end of each working day, the contractor shall remove all residual waste caused by the unpacking of new items and the old units from RAF Mildenhall, and dispose of all waste IAW UK laws and regulations.

10. General Information:

10.1.2 Recognized Holidays. The contractor is not required to provide services on UK holidays. The relevant recognized holidays include:

Note: The Government will not accept any cost liability for submitted proposals.
