NOTE: The solicitation posted on FBO has two errors. CLIN 0003 (Inc. all option years)

1) Question: Does the government have a furniture supplier? Does the contractor need to supply furniture?

Response: The contractor does not need to supply furniture. The furniture is supplied by the government.

2) Question: Are all of the dormitories two bedrooms to one kitchen area?

Response: No, not all dormitories are two bedrooms to one kitchen. Some of the dorms are one to one, two to one, three to one and four to one. The data estimates are included in appendix A. Please note RAF Mildenhall dormitories are included in the requirement.

The dormitories do not require preventative maintenance in the kitchen area. Preventative maintenance is only required for the appliances in the communal laundry rooms.

3) Question: How many laundry rooms does building 917 have?

Response: Building 917 has four laundry rooms – one on the ground floor and three on the first floor. All dryers are vented for the laundry rooms in the dormitories. The laundry rooms will primarily involve preventative maintenance, however repairs (service calls) and change outs will be required where necessary. Not all dormitories have four laundry rooms.

4) Question: How often does furniture need transporting?

Response: Loaner furniture is provided to each member for up to 90 days upon both arrival and departure. Appliances are provided to each member, as requested/necessary, when they move into their home upon arrival. These are then collected at the end of the tour or when no longer needed.

5) Question: How many houses are located at RAF Lakenheath?

Response: There are currently 651 houses located at RAF Lakenheath. However, there are approximately 1200 houses total including RAF Feltwell and RAF Mildenhall.

Approximate estimates and radius are included in appendix A.

6) Question: Can you please clarify that all stock to be held by the contractor is the stock given to the contractor by the US Air Force?

Response: The contractor shall only hold night stock appliances, IAW the PWS paragraph, 8.4.10. This stock is supplied by the government. Please note the contract involves a cost reimbursement CLIN for spare parts. The spare parts will need to be provided by the contractor.

7) Question: How are the loads designated?

Response: The government stages the contractor loads and the contractor is responsible for the loading/unloading of items. The contractor shall provide a schedule for delivery

IAW the PWS.

8) Question: Do the dormitories have access to lifts? Do we identify the buildings with lifts in, in the PWS?

Response: Dormitory building 917 has lift access, however not all dormitories have lifts.

Please note that lifts are not designated for use by services, only personnel. The PWS does not identify lifts in the buildings.

9) Question: Does the contract include the supply of appliances?

Response: No, the contract does not require the contractor to supply appliances. The government shall provide the appliances and furniture.

10) Question: Are all of the appliances located downstairs in the base housing?

Response: No, the laundry area is on the first floor in some houses. Please note the furniture will also be required to be transported and located to numerous floors. This is applicable to on-base and off-base housing.

11) Question: Are appliances cleaned prior to removal?

Response: Customers must clean their appliances prior to removal. If they do not, the appliance will be cleaned by FMS personnel or sent to the contractor to be cleaned and the customer charged accordingly.

12) Question: Are the on-base housing appliances US specification?

Response: No, the appliances used in base housing are a mixture of both UK and US specification appliances. Please note that all appliances are 240 volt and that appliances in on-base housing are not usually moved unless they are faulty. Again, these can be located upstairs or downstairs.

13) Question: Will the government confirm receipt of past performance questionnaires upon request?

Response: The government will confirm receipt of past performance questionnaires.

Please note it is in the contractors interest to follow up with their customer to ensure the past performance questionnaire has been completed and sent to the email address identified in the solicitation. Email address:

48CONS.FAST.FASTTeamOrgBox@us.af.mil.

14) Question: Is the maintenance primarily done at the houses or the dormitories?

Response: Maintenance is completed in the housing, in the dormitories and at the contractor facility. Maintenance cannot be completed at the FMS warehouse.

15) Question: Will the contract be separated out into two requirements? If so, can a contractor submit a proposal on only one requirement?

Response: The contract will be awarded as one contract; the requirement will not be split into two requirements.

16) Question: What if the workload estimates are above or below the actual usage?

Response: The number provided is an estimate to assist you in formulating your proposal and is based on past experience. This is a requirements contract, and most of the line items are self-correcting with how the units are structured. For example each run/ call is priced separately, so the quantity used, will be the quantity that is paid for.
