Hospital Aseptic Management Services Questions and Answers
PLEASE NOTE THAT Q17, Q18, AND Q19 HAS CHANGED THE TITLE OF ATTACHMENT
FROM “Attachment 3 - Consumables/Square Footages” TO “Appendix H, Attachment 1 -
Cleaning Zones and Consumables”
Q01 - How many beds are in the facility and what is the turnover rates?
A01 - There are 19 beds and the treatment facility currently sees approximately 80 patients monthly in-house. Annually roughly 35K patients are seen throughout the hospital.
Q02 - Does the contractor have to provide all cleaning chemicals?
A02 - The Government provides a list of approved cleaning agents to the contractor. Those cleaning agents that are not available commercially in the UK will be provided by the Government.
Q03 - How many DTRs (Dental Technician Rooms) are in the Dental clinic?
A03 - There are 43 DTRs currently.
Q04 - Do they currently use microfiber towels or mops to clean?
A04 - Microfiber is currently used to clean.
Q05 - What will happen in the event RAF Mildenhall is shut down?
A05 - The Department of Defense announced European Infrastructure Consolidation actions in January
2015, as well as the decision to base the first U.S. F-35s at Royal Air Force Lakenheath, U.K., which will bring new opportunities for collaboration between the U.S. and U.K. air forces. The U.S. Air Force intends to realign missions from RAF Mildenhall, U.K., to other installations in the command and consolidate intelligence centers at RAF Croughton, U.K. The EIC and F-35 basing decisions will result in a net decrease of approximately 2,000 U.S. military and civilian personnel in the U.K. over the next several years. This loss is primarily due to the removal of about 3,200 U.S. personnel from RAF
Mildenhall, which will be offset by the addition of about 1,200 U.S. military personnel who will be permanently stationed alongside the two F-35 squadrons scheduled to operate out of RAF Lakenheath.
The process is expected to take approximately 7 years. We understand these changes will impact the local areas, but we are dedicated to working closely with our community neighbors, defense partners and base personnel to reduce or mitigate negative impacts of these transitions as much as possible.
Q06 - Please clarify the route for curtain supply and procurement.
A06 - At present 48 MDG is purchases curtains and then supplies them to the contractor. The contractor is then responsible for laundering the curtains as well as the rest of the linens.
Q07 - Past performance information – is the 2 page limit per reference, or for all 5 references combined?
A07 - The two page limit is per reference.
Q08 - HAMS Pricing Spreadsheet – we believe there is an error in this sheet. Estimated quantity (Column
E) is an annual figure but is used in the formula (Column G) as a monthly value and then multiplied again into an annual figure in Column H.
A08 - Column D6 has been changed to reflect Sq Ft per Month which correctly reflects our requirement for billing purposes.
Q09 - Please confirm the terms and conditions the Performance Work Statement is to sit under.
A09 - The term and conditions are listed in solicitation FA5587-16-R-0004.
Q10 - Linen / Laundry supply – Please clarify if you are expecting a fixed price per month (not based upon use) or a price per item based on usage.
A10 – We are looking for a fixed price per month.
Q11 - Can you please provide clarification on the past performance headings on the columns below.

Q12 - Solicitation Document, Page 77 of 134 – Clauses Incorporated by Reference
Please can you clarify where we can find copies of the various clauses incorporated by reference, in particular 52.212-1 (Instructions to Offerors – Commercial Items) and 52.212-4 (Contract Terms and
Conditions – Commercial Items)?

Q13 - Solicitation Document, Page 79 of 134 – Proposal Preparation Instructions We are unable to find
FAR 252.225-7032 as referenced in Section D on Page 79. Please can you clarify where this can be found?

DFARS 252.225-7032 – Waiver of United Kingdom Levies – Evaluation of Offers (APR 2003)
(a) Offered prices for contracts or subcontracts with United Kingdom (U.K.) firms may contain commercial exploitation levies assessed by the Government of the U.K. The offeror shall identify to the
Contracting Officer all levies included in the offered price by describing - (1) The name of the U.K. firm;
(2) The item to which the levy applies and the item quantity; and
(3) The amount of levy plus any associated indirect costs and profit or fee. (b) In the event of difficulty in identifying levies included in a price from a prospective subcontractor, the offeror may seek advice through the Director of Procurement, United Kingdom Defence Procurement Office, British Embassy, 3100 Massachusetts Avenue NW, Washington, DC 20006. (c) The U.S. Government may attempt to obtain a waiver of levies pursuant to the U.S./U.K. reciprocal waiver agreement of July 1987. (1) If the
U.K. waives levies before award of a contract, the Contracting Officer will evaluate the offer without the levy. (2) If levies are identified but not waived before award of a contract, the Contracting Officer will evaluate the offer inclusive of the levies. (3) If the U.K. grants a waiver of levies after award of a contract, the U.S. Government reserves the right to reduce the contract price by the amount of the levy waived plus associated indirect costs and profit or fee. Q14 - Solicitation Document, Page 83 of 134 – Price We note that you require a firm-fixed price contract, which is not subject to revision and/or negotiation. Please can you clarify if there will be provision to amend the charges under the contract in the event that are unforeseen changes in circumstances or legislation that materially impact on the service delivery costs (for example, increased employee costs due to change in requirement for pensions’ auto-enrolment or national minimum wage)?
A14 - Contractors should account for future potential changes in legislation which would account for increases in service delivery costs when submitting proposals. Proposals submitted for firm fixed priced contracts are not subject to revision or renegotiation post award.
Q15 - Solicitation Document, Page 83 of 134 – TUPE As the requirement is for a firm-fixed price contract, we will require the employee data relating to existing staff prior to submitting our proposal.
Please can you therefore provide the contact details for the incumbent contractors for the purposes of obtaining their employee data?
A15 - We have contacted the incumbent contractor and at this time they have not provided a TUPE point of contact. As soon as the Government has been provided with this information we will provide it via
FBO.
Q16 - Attachment 2 - HAMS Pricing Spreadsheet Please can you confirm that the quantities of the various types of healthcare waste shown on the Pricing Spreadsheet are monthly quantities? In the context of a firm-fixed price contract, how will variable volumes on a month-by-month basis be treated?
A16 - Quantities shown on the Pricing Spreadsheet are the listed as annual amounts. They have also been priced and broken down for monthly quantities for invoicing against the awarded contract.
Q17 - Appendix H, Attachment 1 - Cleaning Zones and Consumables
In the above attachment, which you provided previously, the square footage breakdowns for each zone show the location of individual sanitary bins and floor mats. Please can you confirm if it is the offeror’s responsibility to supply the sanitary bins and floor mats and if so, confirm the frequency of collection/changeover?
A17 - It is the offeror's responsibility to provide both the sanitary bins and floor mats. At present the floor mats are changed weekly and sanitary bins are changed every other week. Sanitizers and air fresheners are also changed every other week, on alternate weeks from the sanitary bins.
Q18 - Appendix H, Attachment 1 - Cleaning Zones and Consumables
In the above attachment, on the ‘Facility Listing’ tab, the table includes Facility 612 – Education &
Training. We cannot find any further reference to this Facility on the ‘All Zones’ tab or on any of the tabs relating to the individual zones. Please can you clarify if Facility 612 is to be included?
A18 – Facility 612 is the same zone as building 611. The square footage of facility 612 is identical to building 611.
Q19 - Appendix H, Attachment 1 - Cleaning Zones and Consumables
In the above attachment, on the ‘All Zones’ tab, there are rooms included for Facility 00954-T. Please can you clarify what this relates to as we cannot see any reference to Facility 00954-T in the table on the
‘Facility Listing’ tab?
A19 - The facility listed as 00954-T has been removed and should not be included.
Q20 - PWS Document, Page 11 of 63 – Section 4.8, Mop/Cloth Laundry Please can you confirm the size and location of the room available to the contractor for installing a washer and dryer?
A20 – The present supply room is 200 square feet.
Q21 - PWS Document, Page 28 of 63 – Section 6.11.1, Remove Trash Please can you clarify where we can find ‘Attachment E’ which is referred to in this section?
A21 - A correction will have to be made to the PWS as Attachment E has been removed.
Q22 - PWS Document, Page 34 of 63 - Section 6.21, Exterior Windows Please can you confirm if external window cleaning is required at all the facilities included in this solicitation, i.e. including the facilities at RAF Mildenhall and RAF Feltwell?
A22 - The external window cleaning is only required for the main three facilities buildings 922, 932 and
935 on RAF Lakenheath.
Q23 - Past Performance Questionnaire Please can you provide some additional guidance as to how you require this to be completed? For example, do you require the nominated customers to indicate a relevance rating in the table at the foot of the first page? Also, in the table on the second page, the definitions for ‘A’ and ‘U’ in the headers of the first two columns are not explained. Do these mean
‘Acceptable’ and ‘Unacceptable’ respectively or something different?
A23 - Yes the nominated customers should fill in this portion. Please refer to A11 above for the definition of the ‘A’ and ‘U’ headers.
Q24 - Further Site Visits Please can you confirm whether we can arrange further site visits if required?
A24 - No further site visits are allowed after the one held on 06 June 16.
Q25 - With regard to the healthcare waste disposal requirement, please can you confirm the size of the container used for each type of waste and the frequency of collection for each type?
A25 - The size of the health care waste disposal containers is 770 liters per container, and they are collected on a weekly basis.
Q26 - Please can you also confirm the current service provider(s) for healthcare waste disposal?
A26 - The current service provider is SCRL.
Q27 - PWS document, page 34 of 63 – Section 6.2.1, Exterior Windows – do you have any further information regarding the total number of windows and/or square footage of glass that requires cleaning within each facility?
A27 – The current window count is 1,349 windows with the dimensions varying per window. The
Government hasn’t measured each window to be able to provide specifics. The exterior windows are cleaned every six months.
