DEPARTMENT OF THE AIR FORCE

48th FIGHTER WING (USAFE)

8 July 2014

MEMORANDUM FOR RECORD :

SUBJECT: Solicitation Number FA5587-14-R-0002, DPM Schedule I, II & III Services, RAF Lakenheath, Pre-Proposal Conference Minutes.

1. Pre-Performance conference for subject solicitation was held on 8 July 2014 at 1000 hours at RAF Lakenheath, Bldg 977, 48th Contracting Squadron, Source Selection Room. The following individuals were in attendance:

MSgt Lewis began the Pre-proposal conference with an introduction of all in attendance and asking for all to remember to sign in. Empahsized the posting date of 24 June 2014 and the proposal due date of 24 Jul 2014 at 4:00pm. MSgt Lewis also identified that the schedule B and the pricing schedule needed to be filled out in their entirety. Proceeded to cover the general portions of the solicitation

· Covered 52.212-1 and associated addendum. Identified the three (3) parts the proposal should consist of Price proposal (I), Technical (II) and Past performance (III). Stated that proposal should be submitted to both MSgt Lewis and SSgt Brown. That reps and certs and SAM registration is a requirement and that profiles on SAM should be current and up to date.

· Part I Price: identified that the acqusition was to be a fixed price requirements contract. Reviewed submittal instructions and contractor acknowledgements. Identified CLIN FY’s and the corresponding Price schedule line items. Mentioned that the Government has a neutral stand and that TUPE is the contractors responsibility.

· Part II Technical: identified that 2 areas make up the technical portion Resources and Transition plan. Highlighted that warehouses will be inspected and which attachement contained the the warehouse faucility ratings and their descriptions.

· Part III Past performance: reiterated that up to three (3) past projects could be submitted.

· Briefly reviewed 52.212-2 and associated addendum. Discussed that this acqusition will be evaluated as Lowest Price Technically Acceptable (LPTA). Reviewed what acceptable and unacceptable ratings meant and that all acceptable ratings were required for consideration.

This was the end of the presentation, at this point MSgt Lewis asked if any of the contractors present had any trouble downloading any of the attachements. None did so it was asked if there were any questions. There were two (2) questions asked which are covered in the posted Q&A.
