The quantities shown by area of performance for each item in this Solicitation are the Government's estimates of requirements, which may be ordered during the period of the contract.
The Government's estimated maximum daily requirements, excluding Saturday, Sunday; U.S. & U.K. holidays are listed below by area of performance within each schedule. Offerers must complete the “ Offerers Guaranteed Daily Capability”, which must equal the Government’s minimum acceptable daily capability, for all items within an area of performance for which they submit offers.

NOTE: 550 NCWT 55,000 pounds is the maximum daily requirement in this contract; however, calls could be placed, not-to-exceed this amount, but could jump from a few moves with large weights to the next day with several smaller moves and less weight each, as shown in the following example:

OUTBOUND SERVICES
Ordering Period 1: 1 January 2015 through 30 September 2015 (FY15 – 9 Months)
Item 0001. Complete Service - Outbound (HHGs). Services must include premove survey, servicing of appliances, disassembly of furniture, packaging, inventorying, tagging, wrapping, padding, packing and bracing of HHG in Government-owned and furnished shipping containers (Shipping Container Commercial Spec ASTM-D4169-01, SDDC Pamphlet 55-12) at member’s/employee’s residence, or at contractor’s facility when ordered by the contracting officer, properly securing and sealing for shipment, weighing, obliterating old markings, marking, strapping, and drayage of the container within an area of performance. Service must also include loading of shipments on linehaul carrier’s equipment at the contractor’s facility. When containers will not accommodate all articles of any one lot, loose articles must be packed in the said containers before any over-packed articles are placed therein. Overflow, oversize, and other shipments must be paid for under Item 0003.

Item 0002. Outbound (HHGs From Nontemporary Storage). NO REQUIREMENT
Item 0003. Complete Service-Outbound (HHG-Overflow Articles and HHG Shipments requiring other than ASTM-D4169-01 or SDDC Pamphlet 55-12). Service must be the same as Item 0001 or Item 0002 except that the loose articles are drayed to contractor’s facility when ordered by the contracting officer for containerization in Government-furnished or contractor-furnished containers. Overflow, other shipments, and oversize containers must be constructed IAW ASTM-D6251. Each container must be caulked during assembly. Overflow boxes and other shipments must be limited to one per shipment. Other shipments are small HHG shipments that normally require a lesser size box than specified in Commercial Spec ASTM-D4169-01 or SDDC Pamphlet 55-12. Overflow containers are of a lesser size than specified in Commercial Spec ASTM-D4169-01 or SDDC Pamphlet 55-12 and oversized containers are always of a greater size than specified in Commercial Spec ASTM-D4169-01 or SDDC Pamphlet 55-12. One or more of these containers may be required per shipment. Price bid for Item 0003 includes container plus weight of its contents.

Item 0008. Expensive and Valuable Items. Service must include inventorying each item, packing in Government-approved, contractor-furnished container(s), marking, banding, and cubing at member’s/employee’s residence. Drayage will be ordered by the contracting officer. If drayage is required, weighing must be done on properly certified scales and a certified weight ticket must be furnished. If drayage is not required, weighing must be done at member’s/employee’s residence on portable or bathroom scales. In jurisdictions where local law prohibits the certification of portable scales, a weight certificate will not be required. However, upon the written authority of the contracting officer, the contractor may apply a constructive weight of 11 pounds per gross cubic foot of the container.

Item 0013. Attempted pickup. When the initial attempt to pickup a shipment at the member’s/employee’s residence is unsuccessful, charges apply provided the Contractor notified the contracting officer via telephone and provided that after contractor’s notification, the contracting officer (a) cannot locate the member/employee within 30 minutes, (b) cannot have the member/employee at the residence within one hour after notification, and (c) the contractor left a notice of attempted pickup at the residence.

Item 0014. Additional Services ( Outbound ).
Additional Services shown under items below are in addition to the services included in the Schedule I Outbound Services, Items 0001 thru 0013. These services shall be performed by the contractor, when authorized by the Contracting Officer, at the following prices: ( Ref Section I, Contract Clause 252.247-7020 entitled ‘‘ Additional Services’’ ).
AA. When contractor is ordered by the Contracting Officer or his designated representative to perform the task of an ‘‘ Extra Pick-up ’’ at destination and providing that ‘‘ Extra Pick-up ’’ is within the Contract Area of Performance the contractor will be reimbursed as follows:
(1) Household Goods: 150 £ per each additional pick-up. £ (2) Unaccompanied Baggage: 100 £ per each additional pick-up. £ AB. When unaccompanied baggage contains firearms which creates delays with Customs and Excise, the following charges may be made:

AC. When ordered by the Contracting Officer or his designated representative, the contractor will reposition empty Government owned containers to outbound contractor facilities located outside the Contract Area of Performance. The contractor will be reimbursed the following rate (payment for one-way only): £3.50 per mile irrespective of weight.
AD. Container Assembly Charge. Whenever the government provides the contractor with unassembled Government owned containers the contractor must assemble before using, the contractor will be reimbursed as follows:

Miscellaneous Drayage Charges
AA. When contractor is ordered by the Contracting Officer or his designated representative to perform the task of an ‘‘ Extra delivery ’’ at destination and providing that ‘‘ Extra delivery ’’ is within the Contract Area of Performance the contractor will be reimbursed as follows:
(1) Household Goods: 100 £ per each additional delivery. £
(2) Unaccompanied Baggage: 50 £ per each additional delivery. £
NOTE: Payment under this term will apply when additional delivery is ordered by the Contracting Officer or his designated representative. However, if property owner requests Contractor to deliver a portion of the consignment prior to or after the date set by the Contracting Officer or his designated representative, the property owner will be responsible for payment to the Contractor for any cost involved.
When the contractor is ordered by the Contracting Officer or his designated representative, prior to delivery of a shipment, to reweight a shipment, the lower of the two net scale weights shall be used for determining the applicable charges. The reweight charge stated in the schedule will be payable for the service only when:
(1) Reweight net scale weight is greater that initial scale weight, or
(2) For shipments weighting 5,000 pounds or less: initial net scale weight minus reweight net weight is less than 100 pounds, or
(3) For shipments weighting greater than 5,000 pounds: initial net scale weight minus reweight net scale weight is less than 2% of the lower net scale weight.
NOTE: Reweight provisions are not applicable when constructive weight is used.

If drayage is not required, weighing must be done at member’s/employee’s residence on portable or bathroom scales. In jurisdictions where local law prohibits the certification of portable scales, a weight certificate will not be required. However, upon the written authority of the contracting officer, the contractor may apply a constructive weight of 11 pounds per gross cubic foot of the container.

Item 1011. Remarking, Coopering and Assembly/Disassembly Service.
AA. Remarking of Shipments for Reconsignment. Service shall consist of obliteration of all old markings, stenciling of necessary information on loaded shipping's containers scheduled for reconsignment and loading on the hauling carrier's vehicle.

AB. Coopering. Service shall consist of repair of containers not to exceed 30 percent of total area of shipping containers or cost of repairs will not exceed 50 percent of the container replacement cost. Item 1012. Drayage Beyond the Contract Area of Performance. Service shall consist of drayage of packed shipments beyond the contract area of performance, not to exceed 100 miles. Mileage shall be computed on the shortest highway distance commencing with the applicable point of pickup to the outer boundary of the contract area of performance.
Item 1013. Attempted pickup. When the initial attempt to pickup a shipment at the member’s/employee’s residence is unsuccessful, charges apply provided the Contractor notified the contracting officer via telephone and provided that after contractor’s notification, the contracting officer (a) cannot locate the member/employee within 30 minutes, (b) cannot have the member/employee at the residence within one hour after notification, and (c) the contractor left a notice of attempted pickup at the residence.
Item 1014. Additional Services ( Outbound ).
Additional Services shown under items below are in addition to the services included in the Schedule I Outbound Services, Items 1001 thru 1013. These services shall be performed by the contractor, when authorized by the Contracting Officer, at the following prices: ( Ref Section I, Contract Clause 252.247-7020 entitled ‘‘ Additional Services’’ ).
AA. When contractor is ordered by the Contracting Officer or his designated representative to perform the task of an ‘‘ Extra Pick-up ’’ at destination and providing that ‘‘ Extra Pick-up ’’ is within the Contract Area of Performance the contractor will be reimbursed as follows:

AB. When unaccompanied baggage contains firearms which creates delays with Customs and Excise, the following charges may be made:
Extra Cost per shipment:
AC. When ordered by the Contracting Officer or his designated representative, the contractor will reposition empty Government owned containers to outbound contractor facilities located outside the Contract Area of Performance. The contractor will be reimbursed the following rate (payment for one-way only): £ per mile irrespective of weight.
AD. Container Assembly Charge. Whenever the government provides the contractor with unassembled Government owned containers the contractor must assemble before using, the contractor will be reimbursed as follows:
NOTE: This price does not apply to the assemble of contractor furnished containers as the price stated in the schedule is inclusive of assembly.

Item 1016. Complete Service - Inbound (HHGs). Service shall be same as Item 1015 above except that drayage of shipment to residence is not required. NO REQUIREMENT
Item 1017. Complete Service Inbound (HHGs). Service shall be the same as Item 1015 above except removal of items from outer container will be at the Contractor's facility and articles will be drayed to owner's residence. NO REQUIREMENT

Service must be the same as Item 1020 except service must also include removal of unaccompanied baggage from outer shipping containers for pickup by the member/employee or release to a motor carrier or other contractor at the contractor’s facility.
Item 1023. Storage. Storage of containerized articles must be furnished when ordered. Charges under this item must not commence earlier than the sixth workday following date of contractor’s notification to the transportation officer of arrival of shipment. Storage charges apply for each 30-day period or fraction thereof. Date of release from storage must not be considered in computation of storage charges.
