1. DESCRIPTION OF SERVICES. The contractor shall provide all management, tools, supplies, equipment and labor needed to perform the non-severable service of electrical distribution fault protection coordination study. Calibrate all central Power Plant distribution feeder relays (four circuits), 50/60 frequency rotary converter and 50/60 frequency static converters units (6x750 KW) in relationship to coordination study results from Moron AB distribution system at Power Plant, building 212.

1.1. System Description.

The power plant of the Moron AB feeds the Energy consumptions from a medium voltage busbar with four feeders, in accordance with attached single diagram.

To this busbar there are connected the following generators:

· Three diesel generators 1500 KW

· One group of motor-generator 2500 KW

· Group of Static Frequency Converters, 6 units 750 KW each.

1.2. Objectives of Work.

1.2.1 Protection Issues:

· It will be necessary to check the actual protection values set in the electromechanical and digital relays. Technical personal specialized in protection will test all the relays in order to confirm the actual values and the right operation of all the equipment.

· At the same time, a whole study for the selectivity of the devices and the calculation of the setting of trip values. Several general data from the installation will be needed, so at the right time a list of data will be required from the cables, devices, etc.

· Results of this study will be compared with the actual settings, this way, a solution of improvement for the new settings of the relays will be proposed and justified.

· All these actions will be developed with a test sets for testing all generations and types of protection relays. To complete the work, the contractor must use a test set and commissioning tool with all the protection functions as indicated in the following chart:

1.2.2 Review Faults Detection:

· Circuit breakers of feeders MV bays, receive a trip order without a confirmed origin of this control.

· This causes an open circuit undesirable.

· To avoid this situation, it must to be checked all the installation cabling in order to identify and locate the origin of this unexpected trip. In the first stage it has to be identify the conditions that force this operation, and afterwards, all the control circuits for control and protection must to be reviewed to verify if there is a short circuit, a wrong grounded contact, or another similar bad wiring.

1.2.3 Operation of Static Frequency Converters (SFC):

· Recently two new units of SFC, #5 and #6, has been installed, the extension of the two news SFC’s has involved several technical problems concerning the communication with existing ones. For this reason, the manufacturer has had to look over all the equipment, cabling, software settings till getting a successfully commissioning and setting up of all de converters together last 27th may 2016. These units are actually under warranty and the contractor can no modify the configuration of existing equipment without authorization in writing. The contractor can read relays configuration but they are not authorized to accomplish any modification.

· Nevertheless, it should be recommended confirm the right operation of all the converters without causing a wrong trip to the feeders.

1.3. Activities to be accomplished.

Phase 1:

· Getting actual protection values set in the protection relays.

· Study of protection selectivity including calculation of new protection values for the installed functions relays.

· Parameterization of protection relays with the result values

Phase 2:

· Two weeks tasks to find out the origin of the unexpected trips of feeders and repair the defect.

Phase 3:

· Test of the existing converters, checking the continuous working of all the systems.

1.4. Period of Performance. The period of performance for this contract is forty (40) days at the site. The contractor shall provide its execution time with your proposal.
