SECTION 01 11 00
SCOPE OF WORK, DRAWINGS AND SPECIAL CONDITIONS
1. SCOPE OF WORK: The scope of work consists of the furnishing of all the labor, materials, plants, transportations, equipment and services to accomplish all the work in strict accordance with the drawings and specifications and complete and ready for use under a firm fixed price construction contract. The Contractor shall responsible for the temporary markings, signs, markers and lights at the area affected by the construction and, if required, shall provide the flagmen, escorts and foreign object debris (FOD) controllers during the work hours. A total of four phases has been established for the project execution. The work includes, but is not limited to the following activities, which include the tests to be performed by an independent laboratory for the quality control.
1.1. PRECONSTRUCTION WORKS
Perform the mobilization and preconstruction works, including the following activities, needed before the construction start.
a. Install the portable/modular buildings (rest room, dressing room, dining room, first aid, office, laboratory) if required.
b. Erect the portable batch plants if required.
c. Install the temporary connections from the portable/modular buildings to the utilities of the base if required.
d. Install the temporary fence and fabric plastic mesh along the perimeter of the area assigned for the Contractor (equipment and material storage, personnel vehicle parking area, portable batch plants, portable/modular buildings, off-construction site disposal and waste area).
e. Install the temporary occupational safety and health signs (prohibition, mandatory, warning, help, fire prevention, danger, directional board) at the area assigned for the Contractor.
f. Install the project sign.
1.2. CONSTRUCTION WORKS

Replace the Portland Cement Concrete apron pavement slabs, facility #1443, located over the underground fuel pipe of the southern refueling system of Moron Air Base, Spain. The work activities for each phase are as follows:
1.2.1. PHASE I:
1.2.1.1. Before the Replacement Start of the Slabs of Phase I:
a. Remove existing markings located from the northern side of Bravo (20 to 29 aircraft stands) to Echo parking rows. These markings include grounding point markings, tie down anchorage markings, restricted area marking, warning restricted area markings, intermediate holding position markings, taxi lane centerline markings on taxiway, apron and aircraft stands, lead-in line markings, lead-out line markings, aircraft stand designation markings, aircraft stand identification markings on lead-in line markings, direction to aircraft stand markings on taxiway, and latitude and longitude coordinate marking.
b. Obscure with black paint the existing markings associated to Fox parking row that are out of work area established for phase I. These markings include taxi lane centerline markings on taxiway, apron and aircraft stands, lead-in line markings, aircraft stand identification markings on lead-in line markings and direction to aircraft stand markings on taxiway.
c. Paint the apron markings from the northern side of Bravo to Charlie (30 to 37 aircraft stands) parking rows. These markings include grounding point markings, tie down anchorage markings, restricted area marking, warning restricted area markings, intermediate holding position markings, taxi lane centerline markings on taxiway, apron and aircraft stands, lead-in line markings, lead-out line markings, aircraft stand designation markings, aircraft stand identification markings on lead-in line markings, direction to aircraft stand markings on taxiway, wingtip clearance line marking around Charlie parking row, nose wheel bar and aircraft type identification markings on Charlie parking row and apron edge markings. The nose wheel bar and aircraft type identification markings for the following aircrafts on Charlie parking row are not shown on the drawings: EUFI, F 16 and F 18 on each aircraft stand, CN 35, C 295, F 900, C 560, C 550 and FA 20 on aircraft stand 31, 33, 35, 37 and 39.
d. Install the temporary plastic Jersey barriers fill with water and unserviceable area light on the plastic Jersey barriers every 3 meters along the perimeter of the work area.
1.2.1.2. Replacement of the Slabs of Phase I:
a. Double saw cut along the perimeter of the sections of slab to replace.
b. Remove the leak detection pull boxes.

c. Remove slabs, included the dowels.
d. Grade the graded crushed aggregate base course.
e. Compact the graded crushed aggregate base course.
f. Apply double curing coat on the graded crushed aggregate base course.
g. Insert dowels along the construction joints.
h. Install the leak detection pull boxes.
i. Place and vibrate plain concrete.
j. Apply curing compound on the plain concrete.
k. Saw cut the contraction joints.
l. Seal both construction and contraction joints.
1.2.1.3. After the Replacement of the Slabs of Phase I (including the 28-days curing period for the concrete):
a. Remove the temporary plastic Jersey barriers fill with water and unserviceable area light on the plastic Jersey barriers every 3 meters along the perimeter of the work area.
b. Paint the apron markings from Delta to Echo parking rows. These markings include grounding point markings, tie down anchorage markings, restricted area marking, warning restricted area markings, intermediate holding position markings, taxi lane centerline markings on taxiway, apron and aircraft stands, lead-in line markings, lead-out line markings, aircraft stand designation markings, aircraft stand identification markings on lead-in line markings, direction to aircraft stand markings on taxiway, wingtip clearance line marking, nose wheel bar and aircraft type identification markings, apron edge markings, grounding point and fuel pit markings and entry control point markings. The nose wheel bar and aircraft type identification markings for the following aircrafts on Delta parking row are not shown on the drawings: EUFI, F 16 and F 18 on aircraft stand D1, D3, D4, D5, D7, D8, D9, D11, D12, D13, D15 and D16, and A 320, A 400M, P 3, C 130 and B 703 on aircraft stand D2, D6, D10 and D14.
1.2.2. PHASE II
1.2.2.1. Before the Replacement Start of the Slabs of Phase II:

a. Obscure with black paint the markings associated to Fox and Golf parking rows that are out of work area established for phase II. These markings include taxi lane centerline markings on taxiway, apron and aircraft stands, lead-in line markings, lead-out line markings, aircraft stand identification markings on lead-in line markings and direction to aircraft stand markings on taxiway.
b. Install the temporary plastic Jersey barriers fill with water and unserviceable area light on the plastic Jersey barriers every 3 meters along the perimeter of the work area.
1.2.2.2. Replacement of the Slabs of Phase II:
a. Same work activities established for phase I.
1.2.2.3. After the Replacement of the Slabs of Phase II (including the 28-days curing period for the concrete):
a. Remove the temporary plastic Jersey barriers fill with water and unserviceable area light on the plastic Jersey barriers every 3 meters along the perimeter of the work area.
b. Painting of the apron markings associated to Fox parking row. These markings include grounding point markings, tie down anchorage markings, restricted area marking, warning restricted area markings, intermediate holding position markings, taxi lane centerline markings on taxiway, apron and aircraft stands, lead-in line markings, lead-out line markings, aircraft stand designation markings, aircraft stand identification markings on lead-in line markings, direction to aircraft stand markings on taxiway, wingtip clearance line marking, nose wheel bar and aircraft type identification markings, apron edge markings and grounding point and fuel pit markings.
1.2.3. PHASE III
1.2.3.1. Before the Replacement Start of the Slabs of Phase III:
a. Obscure with black paint the markings associated to Golf and Hotel parking rows that are out of work area established for phase III. These markings include taxi lane centerline markings on taxiway, apron and aircraft stands, lead-in line markings, lead-out line markings, aircraft stand identification markings on lead-in line markings and direction to aircraft stand markings on taxiway.
b. Install the temporary plastic Jersey barriers fill with water and unserviceable area light on the plastic Jersey barriers every 3 meters along the perimeter of the work area.
1.2.3.2. Replacement of the Slabs of Phase III:

a. Same work activities established for phase I.
1.2.3.3. After the Replacement of the Slabs of Phase III (including the 28-days curing period for the concrete):
a. Remove the temporary plastic Jersey barriers fill with water and unserviceable area light on the plastic Jersey barriers every 3 meters along the perimeter of the work area.
1.2.4. PHASE IV
1.2.4.1. Before the Replacement Start of the Slabs of Phase IV:
a. Obscure with black paint the markings associated to Golf and Hotel parking rows that are out of work area established for phase IV and were not obscured under phase III. These markings include taxi lane centerline markings on taxiway, apron and aircraft stands, lead-in line markings, lead-out line markings, aircraft stand identification markings on lead-in line markings and direction to aircraft stand markings on taxiway.
b. Install the temporary plastic Jersey barriers fill with water and unserviceable area light on the plastic Jersey barriers every 3 meters along the perimeter of the work area.
1.2.4.2. Replacement of the Slabs of Phase IV:
a. Same work activities established for phase I.
1.2.4.3. After the Replacement of the Slabs of Phase II (including the 28-days curing period for the concrete):
a. Remove the temporary plastic Jersey barriers fill with water and unserviceable area light on the plastic Jersey barriers every 3 meters along the perimeter of the work area.
b. Painting of the apron markings associated to Golf and Hotel parking rows. These markings include grounding point markings, tie down anchorage markings, restricted area marking, warning restricted area markings, intermediate holding position markings, taxi lane centerline markings on taxiway, apron and aircraft stands, lead-in line markings, lead-out line markings, aircraft stand designation markings, aircraft stand identification markings on lead-in line markings, direction to aircraft stand markings on taxiway, wingtip clearance line marking, nose wheel bar and aircraft type identification markings, apron edge markings, grounding point and fuel pit markings and entry control point markings.
1.3. FINISH WORKS

Perform the demobilization and finish works, including the following activities, needed after the construction completion.
a. Final cleaning.
b. Remove the temporary occupational safety and health signs at the area assigned for the Contractor.
c. Remove the project sign.
d. Remove the temporary fence and fabric plastic mesh along the perimeter of the area assigned for the Contractor.
e. Remove the portable batch plants if required.
f. Remove the temporary connections from the portable/modular buildings to the utilities of the base if required.
g. Remove the portable/modular buildings if required.
h. Restoration of the area assigned for the Contractor.
2. PERFORMANCE PERIOD: The performance period estimated by the Government for the completion of the entire work ready for use, including from the preconstruction through the finish works, is 365 calendar days approximately, including an average inclement weather days, and it is for information purpose only. The performance period estimated by the Contractor shall be the total duration of the work execution indicated on the Construction Schedule.
2.1 It shall be the sole responsibility of the Contractor to ensure all required submittals are submitted to the Contracting Office for approval in a timely manner which shall not incur any delay in completion of the project. Materials or equipment requiring long lead time for procurement and delivery shall be included in the period of performance. Delay in delivery/procurement will not justify an extension of the period of performance.
2.2 Contractor's technical proposal must include a Construction Schedule:
2.2.1 The Construction Schedule shall include a Gantt chart showing each task, including its description, identification number, duration in calendar days, earliest start and finish dates and the predecessor and following task identification numbers, the critical path and the float that a task in the project network can be delayed without causing a delay to the subsequent task (free float) and
01 11 00 - 6 to the project completion date (total float). The critical path shall be shown by means of a red color line and the float by means of black line after the predecessor task bar.
2.2.2 The Construction Schedule shall show the whole week, from Monday through Sunday.
The labor days shall be from Monday through Friday. Saturday and Sunday shall be non-labor days. The holidays shall not be considered on the Construction Schedule and, therefore, they shall be considered labor days for Construction Schedule development purpose only.
2.2.3 The Construction Schedule shall be developed assuming 8-working hours for each labor days.
2.2.4 The Construction Schedule must include the following tasks if required:
a. Preconstruction tasks:
(1) Preparation and transmittal of the bond and insurance submittals.
(2) Training about the applicable traffic rules and regulations regarding driving on the aerodrome, included the request.
(3) Preparation, transmittal and approval of the submittals shown on document Schedule of Material Submittals (progress schedule, mobility plan, project sign, quality control plan, key personnel, personnel listing, health and safety plan, environmental protection plan, AF Form 103 BCE Work Clearance Request, utility connection request, utility outage requests, welding work request, transit control plan, access routes, material and equipment).
(4) Procurement, fabrication and delivery on construction site of long lead time materials, equipment and fabricated assemblies.
(5) The installation of the portable/modular buildings (rest room, dressing room, dining room, first aid, office, laboratory).
(6) The erection of the portable batch plants.
(7) The installation of temporary connections from the portable/modular buildings to the utilities of the base.
(8) The installation of the temporary fence and fabric plastic mesh along the perimeter of the area assigned for the Contractor (equipment and material storage, personnel vehicle parking area, portable batch plants, portable/modular buildings, off-construction site disposal and waste area).

(9) The installation of the project sign.
(10) The installation of the temporary plastic Jersey barriers fill with water, fence, fabric plastic mesh, cones and lights along the perimeter of the construction site.
(11) The installation of the temporary signs, barriers, cones and flags along the transit routes.
(12) The installation of the temporary occupational safety and health signs (prohibition, mandatory, warning, help, fire prevention, danger, directional board) at the area assigned for the Contractor.
(13) The installation of the temporary occupational safety and health signs at the construction site.
b. Construction tasks:
(1) The construction tasks shown on the AF Form 3052, Construction Cost Estimate Breakdown, including testing, curing time and the submission of the delivery tickets of the waste and construction debris and the approval of the field test result data.
c. Finish tasks:
(1) Pre-final inspection, included the request.
(2) Correction of deficiencies.
(3) Final inspection, included the request.
(4) The removal of the temporary occupational safety and health signs at the construction site.
(5) The removal of the temporary plastic Jersey barriers fill with water, fence, fabric plastic mesh, cones and lights along the perimeter of the construction site.
(6) Final cleaning.
(7) The removal of the temporary signs, barriers, cones and flags along the transit routes.
(8) The removal of the temporary occupational safety and health signs at the area assigned for the Contractor.

(9) The removal of the project sign.
(10) The removal of temporary connections to the utilities of the base, included the preparation and transmittal of the utility disconnection request, the utility outage request and the approval of the Government.
(11) The removal of the portable/modular buildings.
(12) The removal of the portable batch plants.
(13) The removal of the temporary fence and fabric plastic mesh along the perimeter of the area assigned for the Contractor.
(14) Restoration of the area assigned for the Contractor.
(15) Preparation and transmittal of the letter submittal about the inventory of all excess supplies, materials and equipment imported duty free for use under this contract.
(16) Preparation and transmittal of the As-Built drawing submittal.
(17) Preparation and transmittal of the spatial data submittal.
(18) Preparation and transmittal of the warranty letter submittal.
(19) Preparation and transmittal of the submittal of a certificate from the authorized dump about the estimated amounts or waste and construction debris managed during the execution of the project.
(20) Approval of the submittals.
(21) Project closeout.
2.3 Contractor's technical proposal must include a Work Plan:
2.3.1 The Work Plan shall present the sequence of preconstruction and construction activities which are planned to take place. The Work Plan shall be prepared in coordination with the Health and Safety Plan and the Quality Control Plan and shall contain the following:
a. The summary of the proposed methodology for the execution of each task required for the project completion.

b. The resources to be used for the execution of each task required for the project completion describing the equipment and personnel to be used.
c. Daily production for each task required for the project completion.

4. GOVERNMENT-FURNISHED MATERIAL (GFM): The Government will furnish the material and equipment shown below for installation by the Contractor. The materials and equipment will be available to the Contractor already installed in the building(s) or on hand stored on base. Contractor shall install GFM. The Contractor shall notify the Contracting Officer in writing not less than 15 days in advance of the date materials or equipment will be needed. All existing material or equipment to be reinstalled in building(s) shall be carefully removed, stored, and maintained by Contractor.

NOTE: The Contractor must include in its offer, the labor required for removal and reinstallation, or installation of GFM.

5. EQUIPMENT, CONTROLS, AND MATERIAL OF THE UNITED STATES OF
AMERICA:
5.1 Equipment List: The following listed equipment, controls, and materials shall be manufactured in the United States of America or in another country where the supplier is under license of the United States of America manufacturer and the product meets the same applicable specifications and/or standards. No substitutions will be allowed.
a. N/A
5.2 Excess: The Contractor shall furnish to the Contracting Officer, 15 days after de acceptance of the work, a consolidated inventory of all excess supplies, materials, and equipment imported duty free for use under this contract. The Contractor shall either pay required duties on the excesses or re-export the excesses.
6. CERTIFICATES: The submitted certificates shall be original or a notarized copy.
6.1 Classification Certificate of the Contractor: Contractor must hold an updated Certificate of Classification issued by the Spanish “Registro Oficial de Licitadores y Empresas Clasificadas del Estado” of the "Ministerio de Hacienda y Administraciones Públicas" covering the following groups, subgroups, and categories. The certificate holder must execute the activities related to the certificate.

6.2 Classification Certificate of the Contractor/Subcontractor: Contractor and/or their Subcontractor must hold an updated Certificate of Classification issued by the Spanish “Registro Oficial de Licitadores y Empresas Clasificadas del Estado” of the "Ministerio de Hacienda y Administraciones Públicas" covering the following groups, subgroups, and categories. The certificate holder must execute the activities related to the certificate.

6.3 Quality Certificate of the Contractor/Subcontractor: Contractor and/or their Subcontractor must hold an updated Certificate of Quality ISO 9001 issued by an official certification body for maintenance works and services of airport pavements. The certificate holder must execute the activities related to the certificate.
6.4 Environment Certificate of the Contractor/Subcontractor: Contractor and/or their Subcontractor must hold an updated Certificate of Environment ISO 14001 issued by an official certification body for maintenance works and services of airport pavements. The certificate holder must execute the activities related to the certificate.
7. SPECIAL REQUIREMENTS: The following special conditions apply:
7.1 Subcontractor: The contractor could subcontract all the works except the placing and vibration of Portland cement concrete.
7.2 Vehicle operations on the aerodrome: The contractor shall receive a training about the applicable traffic rules and regulations regarding driving on the aerodrome. The contractor shall abide by what is instructed in that regard. The contractor shall request the training 15 days after the notice to proceed (NTP).
7.3 Stockpiling area of demolished/removed material: The Contractor shall transport the material to an authorized dump. Should any of the Morón Air Base shops need all or part of any of the materials from the demolition operations (concrete), the Contracting Office representative shall coordinate with the Base Chief of Operations and Maintenance the exact location to stockpile said material.
7.4 Stockpiling area for Contractor material and Contractor offices: The C.O. representative shall coordinate with the base Chief of Operations and Maintenance the exact location for Contractor offices and stockpiling.
7.5 Aerodrome unserviceable areas: The lighting of the aerodrome areas that are unserviceable or closed shall remain off during the time period those areas remain unserviceable.
These works shall be coordinated with the aerodrome maintenance services.
The Contractor shall install unserviceable area lights that identify unserviceable areas from in-service areas every three (3) m, maximum. The minimum number of unserviceable lights shall be 4, unless the area is triangular, in which case it shall be 3.
The unserviceable area lighting shall be an omnidirectional fixed red light. The light shall have enough intensity to ensure conspicuity considering the intensity of the adjacent lights and the general level of illumination against which it would normally be viewed. In no case shall the
01 11 00 - 12 intensity be less than 10 cd of red light. The unserviceable area light shall be installed on cones.
Unserviceable area lights shall be frangible.
Cones shall be made of PVC with a neoprene base, at least 0.5 m high, minimum and a weight of
2.6 kg. They shall be red, orange, yellow or any one of these colors combined with white. The cones shall have a tensile strain of 100 kg/cm². The stability of the cones shall be such that separated from its vertical 30°, it will not turn over or suffer deformation. It shall keep its balance without being displaced when subjected to winds of over 70 km/h. The strain at failure shall be of 400 %, minimum.
The Contractor shall remove the cones and the unserviceable area lights once the repair has been finished and accepted by the Contracting Office and when air traffic is resumed.
7.6 Existing lights to be protected: The contractor shall protect and mark the existing airfield lights at the work site.
7.7 Laboratory: All sampling and testing shall be performed by an approved and independent laboratory that is accredited in accordance with a current UNE-EN 9001:2000. This laboratory shall install a temporary laboratory at the area assigned for the Contractor. The temporary laboratory shall be fully equipped laboratory and shall have the facilities required for molding, curing, testing, and protecting test specimens. The temporary laboratory shall be provided by and at the expense of the Contractor. Steel molds shall be used for molding the beam specimens. The temporary laboratory shall be equipped with boxes or other facilities suitable for storing and curing the specimens within the temperature range including the temperature-controlled curing facilities (heating, air conditioning and moisture units). The temporary laboratory personnel shall be laboratory manager, supervising technician, field testing technicians and laboratory testing technicians at least. The laboratory shall be the responsible to perform the entire quality control of the project, shall be as a consultant and shall provide the technical assistance that can be required.

SECTION 01 11 01
GENERAL CONDITIONS
1. GENERAL: The work consists of furnishing all labor, materials, plant, transportation, equipment, and services to complete the project described in Section 01 11 00, Scope of Work, Drawings and Special Conditions, in accordance with the drawings and specifications, complete and ready for use by means of a firm fixed price construction contract.
Measurements given in the drawings and specifications are given for reference use only. It is the Contractor’s responsibility to verify any and all of said measurements.
2. GENERAL DESCRIPTION: The work consists in, but is not limited to, executing the line items indicated in the scope of work. All line items indicated in the scope of work do not limit or reduce the Contractor’s responsibility to perform all work as required by the project in order to provide a complete and operable facility.
3. LOCATION: The work is located in Morón Air Base, Spain, as shown on the contract drawings.
4. DRAWINGS ACCOMPANYING SPECIFICATION: The drawings accompanying this specification are a part thereof. Drawings are the property of the Government, and shall not be used for any purpose other than that contemplated by the specification. The drawings included in this specification are similar to A1.
5. WARRANTY: For this contract the Contractor shall provide a two year standard commercial warranty associated with all scope of work items including materials and workmanship.
The warranty should cover all defects noticed and reported to the Contractor within two years after acceptance of the project. The Contractor shall repair or replace defective materials at the Contractor's expense within a reasonable time, and as approved by the Contracting Officer. The Contractor must comply with any additional warranty periods covered under Spanish codes and regulations. The contractor shall submit the warranty 15 calendar days after the acceptance of the work.
6. BASE ACCESS:
6.1 Permits or Authorizations: The Contractor shall obtain all permits or authorizations to access Morón Air Base. Once the works have finalized, the Contractor will return the permits or authorizations. Contractor is responsible to provide escorts as required to complete the project.

6.2 Delays and Interruptions: Contractors are advised that due to security reasons, during the access/egress process of personnel and materials from the Morón Air Base delays are liable to occur. Additionally, the Contractor shall immediately interrupt work when required to do so if security warning/alarm situations occur.
7. WORK CLEARANCE REQUEST: 5 calendar days after the notice to proceed (NTP) the Contractor shall request AF Form 103 “BCE Work Clearance Request” in order to obtain all the information pertaining to the current status of general utilities. Additional requests shall be processed through the Contracting Officer or authorized representative, minimum of 7 duty days beforehand. The Contractor shall not perform any excavation works under any circumstances without an approved Work Clearance Request at the work site (hard copy). Work Clearance Request will only be processed once all materials and documentation necessary to commence work have been submitted and approved. The Contractor shall be held responsible for any damage caused to general utilities indicated on the AF Form 103 and related drawings and shall be repaired at no additional cost to the Government of the United States.
8. BASE UTILITIES:
8.1 Use of Base Utilities: Water, Sewage and electric Base utilities are available to the Contactor for connections to the following facilities: Offices, latrines, break rooms, and laboratories.
The following Utilities will be available from the existing Base utility systems. Any additional utilities requirement besides what is listed below shall be supplied by the contractor at no cost to the Government.
a. Electricity 120/208 volts, 60 Hz.
b. Non-potable water.
15 calendar days after the notice to proceed (NTP) the Contractor shall request the connection and shall indicate the type of utility service required, type of connection and disconnection, utility service use and maximum duration. All connection and disconnection works for Base utilities shall be programmed between 08:30 and 16:00 hours, Monday through Friday, holidays excepted. It shall be the Contractor’s responsibility to effect the connections and disconnections and shall reimburse costs incurred in the connection, disconnection, conversion, transportation of Base utility services to the work site, including providing the mechanisms that avoid water from flowing back into the system (backflow preventers) and furnishing and installing the necessary transformers. The Contractor shall not activate or alter any control device of the system of the utility services, including water, sewage and electricity.
Control devices will be Government operated. Additional requests shall be processed through the Contracting Officer or authorized representative with a minimum of 5 duty days prior to any connection, disconnection or manipulation of the control system of the utility services required.

Temporary overhead connections to utility services are prohibited. All systems shall be restored to their original condition prior to satisfying final contractual payments.
8.2 Base Utility Outages: 15 calendar days after the notice to proceed (NTP) the Contractor shall request the utility outage and shall indicate the type of outage to be performed, the scope of work and the maximum duration. All utility outages shall be scheduled between 08:30 and 16:00 hours, Monday through Friday, holidays excepted. The Contractor shall not activate or alter any control device of the system of the utility services, including water, sewage and electricity. Control devices will be Government operated. The Contractor shall notify the Contracting Officer or authorized representative 10 duty days prior to any connection, disconnection or manipulation of the control system of the utility services required. Temporary overhead connections to utility services are prohibited. All systems shall be restored to their original condition prior to satisfying final contractual payments.
9. HOT WORK: The Contractor shall submit for approval a written request to the Contracting Officer or authorized representative 10 calendar days prior to any welding, oxyacetylene or plasma cutting work. Said request shall indicate welding procedures and fire prevention measures. All welding work performed during the project shall be carried out by qualified welders only. The copies of the welding certificates, issued by an approved agency, shall be kept in the construction inspector’s files.
10. VEHICULAR TRAFFIC, MACHINERY AND EQUIPMENT:
10.1 Traffic Control: All works which require vehicular or pedestrian traffic disruptions on the Base shall require an approved transit control plan. Said plan shall be approved at least 7 calendar days prior to carrying out said disruption. Said plan shall include the date, duration, proposed alternative routes, signs, barriers, cones and/or flagmen. The Contractor shall establish alternate procedures should unforeseen circumstances take place. The responsibility of furnishing, erecting, maintaining and removing all signs, barriers, cones and flags shall be solely the Contractor’s. Once the work is completed, the Contractor shall remove the signaling elements such as barriers, cones and/or flags.
10.2 Access Routes: 15 calendar days after the notice to proceed (NTP) the Contractor shall submit a plan for the access routes which shall be approved by the Contracting Officer or authorized representative.
10.3 Trucks: Trucks loaded with loose material (air borne dust, construction debris or other objects that could fall from them), shall be duly covered. Said covers, such as tarps, shall be fastened over the load prior to accessing the adjacent roads.
11. PROGRESS SCHEDULE (AF Form 3064): (See solicitation/Contract FAR clause 52.236-15, Schedules for Construction Contracts, Apr 1984). The Contractor shall, 10 calendar
01 11 01 - 3 days after the notice to proceed (NTP) or another period of time determined by the Contracting Officer, prepare and submit to the Contracting Officer for approval a practicable schedule showing the order in which the Contractor proposes to perform the work, and the dates on which the Contractor contemplates starting and completing the several salient features of the work (including acquiring materials, plant, and equipment). The schedule shall be in the form of a progress chart of suitable scale to indicate appropriately the percentage of work scheduled for completion by any given date during the period. If the Contractor fails to submit a schedule within the time prescribed, the Contracting Officer may withhold approval of progress payments until the Contractor submits the required schedule.
12. MOBILITY PLAN: The Contractor shall submit a mobility plan to the Contracting Officer or authorized representative for approval. Said plan shall propose the location and surface of the work site, offices and material staging and storage areas. The Contractor shall submit the plan 15 calendar days after the notice to proceed (NTP). The Contractor shall include in the mobility plan the proposed system to supply the required utility services required at each site.
12.1 Construction Site Fencing: Construction sites, offices, latrines, material staging and storage areas shall be fenced in by means of a two meter high fence to include gates and locks, unless otherwise approved the Government of the United States. The type of fencing, height and color shall be specified in accordance with the Contracting Officer or authorized representative’s criteria. Fences shall be screened with green opaque screening material to prevent visibility inside the fenced area. Fencing shall be completely secured at top and bottom to prevent access.
Fences and screens shall be adequately staked and/or anchored to prevent blowing over during high wind conditions. The Contractor shall include in the Mobilization Plan photos, catalogs or samples of the screening material. The Contractor shall not install the fencing or screening materials until approval, in writing, has been granted from the Contracting Officer or authorized representative. The responsibility of providing, erecting, maintaining and removing the fencing shall be solely the Contractor’s. The Contractor shall replace or repair, within the following 24 hours or as determined by the Contracting Officer or authorized representative, all fence or screening sections which have been damaged or deteriorated. Once the works have been finalized, the Contractor shall remove the fencing.
12.2 Offices: Temporary prefabricated buildings required for administrative reasons (office space, conference room and break room) shall be in good conditions. Temporary prefabricated buildings requiring paint, repairs or are in bad conditions shall not be allowed at the site. Said temporary prefabricated buildings shall include on the outside a plaque, 0.5 x 0.5 meters maximum dimensions, indicating the name of the company and telephone number (s) of the person (s) designated as POC for the Contractor 24 hours a day. Once the works are finalized, the Contractor shall remove the temporary prefabricated buildings.
12.3 Latrines: Prefabricated temporary buildings required as latrines for personnel shall
01 11 01 - 4 be in good conditions. The prefabricated temporary buildings requiring paint, repairs or are in bad conditions shall not be allowed on the work site. These facilities shall be kept in perfect using conditions and sanitized, shall be treated for insects and shall be emptied once a week and cleaned with a detergent suitable for sanitary use. The frequency of emptying and cleaning shall be adjusted according to needs. The facilities shall be located no less than 50 meters from the existing buildings on Base if they cannot be located near a sewage manhole. Once the works have been completed, the Contractor shall remove the temporary facilities and shall leave the area clean and sanitized.
12.4 Parking: The Contractor, their employees and subcontractors shall park all vehicles, including heavy machinery, equipment or vehicles, in areas where they do not pose an obstruction in the corresponding work site. All possible efforts must be made so that the vehicles are not parked in an area where they will be clearly visible from the outside.
12.5 Material Storage: Storage containers will be in good conditions. The storage of materials at the work site shall be at the Contractor’s own risk. The use of private security guards at the work site shall require Spanish Air Force Security Forces approval. The Contractor shall not use the work site to store material previously approved by the Contracting Officer or authorized representative. Once the works have finished, the Contractor shall remove the excess stored material.
13 PROJECT SIGN 15 calendar days after the notice to proceed (NTP) the Contractor shall install an identifying project sign in accordance with Figure 1 no later than one day after the work site fencing has been installed. The sign shall be mounted on two wooden posts 10 cm x 10 cm, fastened to the ground and adequately anchored. The location of said sign shall be determined by the Contracting Officer or his representative. During final cleanup of the work site, the sign, posts and anchoring elements shall be removed. Unless otherwise specified, the sign shall have a white background and the lettering shall be dark blue.

14. QUALITY CONTROL PLAN: 15 calendar days after the notice to proceed (NTP) the Contractor shall submit a comprehensive Quality Control Plan. The plan shall contain at minimum the following:
1. Names and Qualifications for the proposed Quality Control Manager and
Inspectors.
2. Organization Chart.
3. Responsibility of the Quality Control Inspectors, Quality Control Manager and the Project Manager.
4. Inspection types to be performed.
5. Inspection Procedures and actions to be taken for failed or unsatisfactory inspections.
6. Inspection Reporting forms. Submit all reporting forms for any type of inspection to be performed under this project.
7. List of planned ‘Hold Inspection Points’ with the estimated dates from the construction schedule.

8. Request for Information (RFI): submit the Request for Information Form (RFI) and RFI Log Form. This will be used to submit and track any RFI’s during construction.
9. Material Testing: Submit the name and qualifications for any Testing Agency or
Laboratory planned for testing. All testing reports shall be submitted in a timely manner for review and approval. Related work may continue only after testing report has been approved. Should any test report fail, follow-on work is not to proceed until after the failure has been corrected. It is the responsibility of the QC Manager to ensure that all reports have been reviewed and the necessary action taken to resolve any failed testing.
10. A daily report of all actions performed during the contract period is required to be documented on a daily basis. The daily reports are to be kept on the job-site and available for review at all times. A copy of the daily reports shall be submitted weekly to the Contracting Officer. The following shall be included in the report, but is not all-inclusive.
a. The date of the inspection.
b. Comment on the weather conditions.
c. Inspection of equipment and materials and their delivery date at the job-site.
d. work plan
e. Inspection of any deficiencies discovered during the day and corrective action taken.
f. Inspection and acceptance of subcontractor materials and workmanship.
g. Work being performed during the day, including the used labor personnel and equipment.
h. Any field change or modifications approved by the Contracting Officer.
14.1 Acceptance of the Construction Quality Control (QC) Plan: Acceptance of the QC Plan is required prior to the start of construction. The Contracting Officer reserves the right to require changes in the QC Plan and operations as necessary, including removal of personnel, to ensure the specified quality of work.
14.2 Maintenance of records is the responsibility of the contractor.
15 PRE-FINAL AND FINAL INSPECTIONS: Final inspection and acceptance will be conducted jointly with the inspector and a representative from the contracting office. The contractor shall request a pre-final inspection once the works are completed in accordance with the inspector's judgement. After the solving of all the discrepancies found during the pre-final inspection, if any, the contractor shall request a final inspection. All punch list items must be
01 11 01 - 7 completed before final acceptance of the project.
16. WORK DAY:
16.1 Normal Work Hours: The Contractor shall perform all work during normal working hours unless a special authorization is issued by the Contracting Office representative to deviate from said work schedule. Normal working hours shall be from 0800 to 1700, from Monday to Friday, with the exception of holidays.
16.2 Work Outside Normal Hours: If the Contractor wishes to work outside the normal hours of operation, Saturdays, Sundays, or holidays, he shall submit an application to the Contracting Officer. The Contractor shall submit the request five (5) work days ahead of time as minimum.
17. CONSERVATION AND MAINTENANCE OF THE EXISTING FACILITIES:
The contractor shall conserve and protect all existing facilities at the work site or adjacent to it which shall not to be removed or affected by the work required under this contract. The Contractor shall restore, at no additional cost to the Government of the United States of America, the facility affected during the execution of works to its original condition, before final acceptance of the project.
18. ENVIRONMENTAL PROTECTION PLAN: 15 calendar days after the notice to proceed (NTP) the Contractor shall submit the Environmental Protection Plan.
18.1 Conservation and Maintenance of the Existing Vegetation: The Contractor shall conserve and protect the existing vegetation (trees, shrubs, grass) on or adjacent to the work site, which shall not to be removed and which do not interfere with the work required under this contract. The contractor shall only remove trees or shrubs when specifically indicated in the drawings and specifications and shall avoid damaging the rest of vegetation. If any limbs or branches of trees are broken during contract performance due to the careless operation of equipment or the carelessness of the workmen, the contractor shall trim those limbs or branches with a clean cut and paint the cut with a tree-pruning compound. The contractor shall cut the grass or vegetation in the work site so that it does not exceed 10 cm in height. The Contractor shall restore, at no additional cost to the Government of the United States of America to their original state all areas disturbed during construction to their original condition before final acceptance of works under this project.
18.2 Housekeeping and Site Cleanup: The Contractor shall dispose of accumulated debris, waste materials and rubbish and shall keep the site in order. All rubbish and waste materials shall be removed daily and shall be placed in contractor furnished containers and shall be removed on a daily basis to an authorized dump off-Base as the project progresses.
Contractors shall ensure all light weight debris at the construction site is properly secured in
01 11 01 - 8 waste receptacles so that it does not blow to another area or onto the airfield. Once the works are finished, the Contractor shall remove the containers.
18.3 Cleaning and Maintenance of Access Routes: The Contractor shall be solely responsible for any material dumped/spilled by trucks, vehicles and machinery or equipment on the access routes. Said material shall be immediately removed by the Contractor. The Contractor shall be responsible for assuring that all access routes shall be kept clean and clear at all times.
No amount of debris whatsoever will be tolerated on the access routes
18.4 Waste and Construction Debris: The Contractor, 15 calendar days after the acceptance of the works, shall submit a certificate from the authorized dump site to the Contracting Officer with the estimated amounts or waste and construction debris managed during the execution of the project. The delivery tickets must be previously submitted for verification to Construction Management during execution of the work.
18.5. Hazardous Material: Before transporting any type of hazardous material, the Contractor shall contact the Chief of Construction Management to coordinate handling and storage. The Contractor shall be responsible for complying with all applicable environmental rules and regulations concerning handling, transportation and storage of materials and/or dangerous waste.
18.6. Noise Control and Prevention: The Contractor shall comply with all applicable municipal and state regulations and all by laws and norms pertaining to noise control and prevention, applicable on or off Base. The Contractor shall take the required measures to prevent and control the noise in the vicinity of the construction area.
18.7. Dust Control and Prevention: The Contractor shall comply with all applicable municipal and state regulations and all by laws and norms pertaining to dust control and prevention, applicable on or off Base. The Contractor shall take the required measures to prevent and control the dust in the vicinity of the construction area.
18.8. Storm Water Pollution Prevention and Control: The Contractor shall comply with all applicable municipal and state regulations and all by laws and norms pertaining to prevention and control of the pollution of the storm water, applicable on or off Base. The Contractor shall take the required measures to prevent and control the pollution of the surface storm waters and ground waters of the base.
