About this file

This is a Solicitation/Contract/Order for Commercial Products and Commercial Services (Standard Form 1449) issued by the United States Air Force for vehicle maintenance services.

The solicitation seeks 12 months of maintenance servicing for three 2024 Mercedes-Benz Actros 6x4 trucks, designated as 420 MUNS vehicles, with performance commencing November 20, 2026, and concluding November 19, 2027. The contract includes three base line items (0001-0003) covering one truck each, plus four one-year option periods (Option Years 1-4) with corresponding line items, potentially extending the contract through November 19, 2031. The solicitation is unrestricted, meaning it is open to all qualified vendors. The North American Industry Classification Standard (NAICS) code is 811111 with a size standard of USD 9,000,000. Pricing is firm fixed price, and offerors must provide unit prices and total amounts for each line item and option. The offer due date is November 16, 2026, at 2:00 PM Central Standard Time. The contracting officer is Calin Moloiu (314-268-3482, calin.moloiu.gb@us.af.mil), and secondary contact is Stephannie Dunn (314-268-3045, stephannie.dunn.gb@us.af.mil). The contract is issued by FA5570, 501 CSW RCO, located in APO AE 09470-5720.

Evaluation will be based on two factors: Technical (addressing a draft Quality Control Program meeting Performance Work Statement objectives) and Price (requiring cost analysis data showing all costs comprising the total proposal). Payment will be made through Wide Area WorkFlow (WAWF) using the Invoice2in1 document type for fixed-price service line items. The contract incorporates FAR and DFARS clauses, including provisions for tax relief (VAT, customs, duty, excise duty, landfill tax, climate change levy at 100%), antiterrorism/force protection requirements for overseas operations, contractor access to Air Force installations, and health and safety standards. A USAFE Ombudsman is available to address concerns prior to formal protests.

The Contractor is not authorized to continue work on those item(s) beyond that point. The Government will not be obligated in any event to reimburse the Contractor in excess of the amount allotted to the contract for those item(s) regardless of anything to the contrary in the clause entitled "Termination for Convenience of the Government." As used in this clause, the total amount payable by the Government in the event of termination of applicable contract line item(s) for convenience includes costs, profit, and estimated termination settlement costs for those item(s).

(c) Notwithstanding the dates specified in the allotment schedule in paragraph (j) of this clause, the Contractor will notify the Contracting Officer in writing at least ninety days prior to the date when, in the Contractor's best judgment, the work will reach the point at which the total amount payable by the Government, including any cost for termination for convenience, will approximate 85 percent of the total amount then allotted to the contract for performance of the applicable item(s).
