Site Visit notes, Questions and Answers o Is this TUPE Contract?
Yes, TUPE applies to this effort o Since our company does not have strong past performance in security services, can we submit our subcontractor’s past performance (PPQs, CPARS) as part of our proposal?
We will only consider past performance from prime contractors who have a physical location within 200 miles of RAF Blenheim Crescent o Will the Government consider the subcontractor’s experience as equivalent to the Prime Contractor’s when evaluating past performance?
No, the government will not consider this o If so, what specific documentation must be included to validate our subcontractor’s experience?
o Who is the current contractor providing security services at RAF Blenheim Crescent?
Sanford Federal o Are there any performance concerns with the incumbent that new bidders should be aware of?
o What is the Government’s expectation for the transition period between contract award and full operational readiness?
Performance begins on 1 April, 2025 o Security clearance requirements for security personnel (e.g., UKSV Security Clearance, NATO Secret, etc.)?
Yes, per the PWS o Are there any price ceilings or budget constraints that bidders should be aware of when preparing pricing proposals?
No o Can you confirm the exact time and location for the site visit on February 11, 2025?
RAF Blenheim Crescent, the time should be listed on the RFQ and/or Section L attachment o Is the site visit mandatory for all bidders?
No, but the government feels any who are not in attendance will have a much more difficult time understanding the requirements onsite, as much of the information cannot be publicly distributed o Can subcontractors or potential staffing partners attend on behalf of the Prime Contractor?
Yes, as long as the prime has a physical location within 200 miles of RAF Blenheim Crescent o Are there any preferences for small businesses or new entrants in this solicitation?
No.
o If a company does not currently have a physical location within 200 miles of RAF Blenheim Crescent but registers a UK entity (Ltd company) before the proposal submission deadline, will this qualify them as an eligible Prime Contractor?
No o If a foreign company establishes a UK branch (instead of a new Ltd company), will this be sufficient to meet the requirement of having a presence within 200 miles?
No o Would the Government allow a Joint Venture (JV) where a UK-based security firm (meeting the location and past performance requirements) serves as the lead partner, and another company serves as a supporting member?
Possibly; as long as the prime contractor/lead company is located within 200 miles of
RAFBC
o In a JV scenario, would the past performance of both JV partners be considered, or only the lead partner?
Past performance for both companies would be reviewed and considered o Can a potential Prime Contractor send a subcontractor or legal representative to attend the site visit on their behalf if the UK entity is still in the registration process?
The primary reason for having a physical location for the prime contractor is so that in the event of an issue or problem, we can show up to their doorstep and work through it rather than through email or phone and difference of time zones. We have a strict need for a physical location due to the nature of the work and the importance of the installation, so we cannot have the same in-person interactions with a prime contractor if they are located outside of that range. If the prime contractor was located within the UK but outside of the 200-mile radius we may consider their situation, but unfortunately we would not be able to consider prime contractors who are outside of the local area.
o My company is based in the United States, but we plan to partner with a local company to facilitate a portion of the guard force. While we do not currently have an office in the UK, we would establish a physical office within 200 miles of RAF Blenheim Crescent upon award to support key management personnel.
Would this approach satisfy the requirement, or must the office already be in place at the time of proposal submission?
Unfortunately, we would need to have the prime contractor located within the limits stated in the RFP due to issues we’ve had with prime contractors being located in the US and not being able to properly communicate with them in a timely manner on serious issues.
o The description suggest that contractor shall provide both armed and unarmed security. Can we confirm that there is no requirement for security staff to be armed?
There is no requirement for armed security in this requirement, members will be unarmed only.
o Are the staff characteristics relating to experience and background linked to performance KPIs or are they intended as best practice from the customer. If mandatory, they will have an impact on recruitment pool and mobilization planning (dependent on existing workforce).
These are linked to the Service Summary items which have been added to the PWS as of Amendment A00001 dated 20 Feb 2025. If a contractor submits a listing of personnel who do not meet the requirements exactly, they must prove to the Government that the individual will fulfill their role during contract performance in an acceptable manner.
o Are hand held or walkthrough metal detectors required for this contract? Are they a government provision or provided by the contractor?
No, they are not provided and contractors are not required to interface with them.
o Is the contractor responsible for the cost of technical equipment maintenance contracts, repairs and periodical replacement of equipment such as CCTV systems, cameras, barriers and alarm systems etc? Or do they fall under GFE?
No, the contractor will not be given any GFE/GFP other than incidental items as listed in the PWS (e.g. electricity & restroom access) and will not be expected to maintain any security-related systems.
o Will the contractor be expected to provide IT equipment to operate the CCTV and Alarm monitoring through? Is commercial internet provision for the operation of IT equipment part of the contractor remit?
No, contractor will only be required to operate equipment already provided at the Base Defense Operations Center (BDOC) which was shown during the site visit.
o Will invoicing be completed via WAWF?
Yes, invoicing will be done through WAWF.
o If TUPE data is not provided in full in advance of offer submission date,will a conditional offer (pending TUPE data) rather than a fixed firm price offer be accepted?
If TUPE data is not received by 3 March 2025, the Government will o Can you please clarify the performance related KPIs of the contract, or confirm these are limited to the deliverables outlined in the Performance Work Statement.
KPIs relating to contract performance can be found under the Service Summary items listed in the PWS as of Amendment A00001 dated 20 Feb 25.
o Can you confirm if payment is a fixed value or variable based on performance? If the latter what performance criteria are used to inform payment value?
This contract will be a firm-fixed price performance-based contract.
