RFI No.QuestionAnswerCAO: 16 Sep 2024
Can you confirm there has been either asbestos abatement or removal of asbestos from not only the ceiling tiles, but also the ceiling itself? An Asbestos Survey is requested as part of the project to determine presence and any necessary mitigation. Our latest records do identify that there was ACM presence in the room (1997), and that they did some work to it in 2012, but the results are unclear. The ceiling tiles are identified to have no ACM presence, but the lack of clarity leaves us concerned, and would request that the potential presence be considered.
With the new “Industrial” look you desire for the ceiling, what is the Contractor to do with all of the wires and cables that are either laying on top of the ceiling tiles or attached to the ceiling?Any loose wires and cables are to be secured in cable trays, to match the “industrial” look.
What locations around the building can we place the skip for rubbish? The carpark right next to the Coffee Shop.
Please forward the “Mood” board you referenced.Mood board has been uploaded to the solicitation. If there are issues accessing any of the documents, they can be sent directly.
Is it up to the Contractor to present options for the lights?Yes, we’ve not specified any lights, so as long as they align with the “industrial” look and provide appropriate lighting for the area, it’ll be fine. Refer to mood board for examples, but yes we would like fixtures to be submitted in a material submittal prior to installation. If there are additional options we would like to see them.
Can you please provide specification details for all of the foodservice equipment? We need this information for the drawing so we know/understand how the design of the counters will work with the equipment specified. Furthermore, we will need to know the exact placement of the electrical outlets to support the equipment.Ms. Radford mentioned she is going to be providing this list. The concept sketch identifies the location the equipment will be, none of the outlet locations are specified, apart from the general location (i.e. front counter, new moved non-load bearing wall, etc.). We expect the exact placement to be part of the design, taking into consideration the equipment location, or appropriate spacing where no equipment is identified.
Has an analysis been done/completed to insure the existing electrical will support all of the new equipment? If no, does the Government expect the Contractor to upgrade the electrical panel to support the new equipment? There is no expectation to install additional new equipment in the kitchen. The contractor should redo the wiring where necessary to provide outlets at the locations required in the project. Regarding the new outlets throughout, yes, there is capacity in the building to accommodate new outlets.
Line Item 6 – Project Deliverables “j.” We do not have a floppy disc reader/writer anymore. Will the Government accept a USB drive instead? We will require a physical and a digital copy of the documents, if disk is not feasible, we can use DoDSafe to send and receive files.
Line Item 10.f and line item 20.a request the Whiterock to have a “cut to form tile shapes to give the wall some texture.” Can you please provide an example of what you are looking for? Our concern is that doing this will require a specialist to create this design as it will have to be a custom piece. Or is the Government willing to accept another design option to create another option? We’re looking for hygienic wall cladding with tile effects, colour to match “industrial” theme. We’re willing to accept other options for materials and colours. TSgt Staudt, please add the attached picture (Hygienic Wall Cladding Example).
Line Item 17.c. Does the Government have an idea of the size of this door? These doors can be quite large and if too big, will not conform to “Building Regulations” as requested.TSgt Staudt, please add the attached picture (Bifolds Expectancy) to assist the solicitation in clarifying this question. The bi-fold door dimensions are approximately 2.8m tall by 3.9m wide, and the bi-fold window dimensions are approximately 1.9m tall by 3.9m wide. Above the door and window, the existing window shall be replaced like for like, windows dimensions are approximately 0.95m tall by 1.3m wide each window square. The picture attached gives an indicative visual expectation for the bifolds.
Line item 17.e. Can you please provide a further explanation as this requirement is extremely vague as to what the requirement is. The difference between the cost of a bi-fold door vice a window is considerable. Please refer to the previous answer.
Line Item 18. Which bench is to have the 3 twin sockets? Also, are these electrical only, or do they need to include USB outlets as well?In the concept sketch provided, the bench is identified as F2. We expect the bench to be provided and installed by the contractor. The sockets are electrical only and are to be spaced along the length of the bench appropriately.
Line Item 6 – “Deliverables.” “ x Bat Surveys, xi Nesting Bird Surveys, xii Newt Surveys.” Can you please advise how detail these surveys need to be written as we will need to hire specialists for each of these requirements. Or, for these 3 requirements, are they necessary and can they be stricken from the RFQ?These surveys will be stricken from the RFQ.
Do you require the Design Schedule before award or as part of the submittal? We expect the Design Schedule before award, no need to have it as part of the submittal.
I have monitored the SAMS portal but it appears it hasn’t been updated with photos of the existing electrical intake room. Would you be able to provide these?Photos were also uploaded with the new solicitation (can be sent directly)
Have you been able to gain access to the ceiling void above the existing suspended ceiling? Would you be able to provide photographs or would we be able to visit site on Wednesday to look ourselves? We’ll be providing pictures of what’s in the void above the ceiling soon to add to the solicitation.
There’s limited details on the access that will be provided to contractors to gain access onto the base. Will you be able to provide base pass or ACL for contractors working on this projectWe’ll do an ACL for the winning contractor.
How is tender to be submittedIn pounds (£)
Please confirm new windows to 'garden' to be 1500 highConfirmed, 1500mm high
What is proposed face plate finishWhite, plastic, with no visible screws.
How is containment/conduit finished (galvanised, powdercoated etc)Galvanized conduits and cable trays with no finish.
Who will deal with data above ceilingA video of the ceiling void for both sides (split by the beam) of the coffee shop is being provided.
Please provide details of fused board locationWe'll be providing a floorplan with the fuse box location highlighted.
What are the Standard Codes (e.g.MIL-SPEC) For HVAC Equipment, piping, electrical work and energy efficiency standards?Electrical Work – BS 7671 IET Wiring Regulation, current edition; Piping – as per British standards and manufacturer instructions; British energy efficiency standards;
Base Operations Impact: Will HVAC or other utilities’ downtime affect critical base operations? What contingencies are required to minimize disruption? power supply isolations may affect power supply shared which other critical infrastructureThe base operations should suffer no impact from any of the area utilities downtime.
Power Supply and Distribution: What is the available power supply, and are there any power load constraints for the HVAC system or other equipment? The cable feeding the building has enough capacity to accommodate the additional requirement, but we’re not sure if the distribution board can accommodate extra circuits for the HVAC. This should be taken into consideration during design, to potentially add another distribution board for the HVAC if necessary.
can we have an indicative distance from proposed indoor Unit locations to the external condenser space set out as we need to price up pipe runs?We expect the contractor to suggest the best location for the condenser for the HVAC as part of the design HVAC survey included in the Statement of Works.
Are there designated water and drainage points for the HVAC system?Contractor to explore this during design phase, but with options to connect to existing infrastructure.
Also have you considered adding Aid Handling units for fresh air supply instead of just having Air Conditioning? This hasn’t been explored, all solutions for the air exchange rate should meet building regulations.
Telecommunication Requirements: Are there specific communication infrastructure requirements (e.g., integration into the base’s monitoring systems)? Not as part of this project, the fire panel system will be deactivated during construction so that it can be removed and reinstalled as part of this project, but it should not be changed.
Hazardous Materials: I see that we require to take out an asbestos survey, Are there already any indications of known hazardous materials (e.g., asbestos, lead paint) on the base that may need special handling? An Asbestos Survey is requested as part of the project to determine presence and any necessary mitigation. Our latest records do identify that there was ACM presence in the room (1997), and that they did some work to it in 2012, but the results are unclear. The ceiling tiles are identified to have no ACM presence, but the lack of clarity leaves us concerned, and would request that the potential presence be considered.
Fire Safety Standards: Are there specific fire safety standards or fire suppression system integration that need to be followed? It should follow the most stringent of the UK fire safety standards or US fire safety standards (NFPA). We’re not expecting any changes to the fire suppression system in place, other than reinstalling the existing to the roof.
Storage Space: Where can materials and equipment be stored on-site? Are there limitations on the size or duration of on-site storage? There is mention of hazardous materials such as asbestos if found to be kept in a storage container, can we allocate a container for material storage?Contractor is expected to provide their welfare and storage facilities, and space will be allocated on the carpark next to the coffee shop.
Commissioning and Handover: Are there specific commissioning procedures or tests required by the USAF? What documentation is needed for handover? Please refer to section 6. Project Deliverables, in the Statement of Works.
Emergency Procedures: What are the base’s emergency protocols (e.g., evacuation routes, alarms, first responder access)? Will the HVAC system need to be integrated into any emergency systems by the contractor or will the incumbent contractor carry this out.All design drawings will need to be reviewed by the installation Fire Department prior to commencing works. During design, a meeting will be held to explain all emergency protocols for the contractor. The HVAC system will not need to be integrated into any emergency systems.
With removal of the existing Grid ceiling which is currently providing some sound and thermal insulation. Have you considered the detrimental effect to the EPC value of the unit by exposing the slab; consider having 150mm ceiling insulation fitted to the slab prior to spraying to help with heat loss ?As part of the design, we expect the contractor to ensure building regulations is followed. We expect some solutions to be provided as part of the design to ensure compliance.
