STATEMENT OF WORK
RAF Molesworth and RAF Alconbury Active Vehicle Barrier Safety Loops
24 July 2019
1.0 BACKGROUND: RAF Molesworth and RAF Alconbury require the installation of
Active Vehicle Barrier (AVB) Safety Loop Systems at the entry and exit points of the base.
1.1 SCOPE:
1.1.2 The contractor shall furnish AVB safety loop systems at RAF Molesworth and RAF
Alconbury in accordance with the specifications listed below. The barrier systems shall only deploy at the correct instances of use. The safety loop shall prevent unauthorized deployment while a vehicle is within the prescribed distances listed below.
1.1.3 The contractor shall provide all labor, supervision, tools, materials, equipment, transportation and disposal necessary to provide and install the systems. All materials used must match existing installations to maintain a professional appearance. The Contractor shall be an authorized distributor and service provider of the equipment listed above or authorized substitution items.
1.1.4 The government shall provide the contractor with utilities necessary to accomplish the objectives described in this SOW.
2.0 GENERAL INFORMATION
Hours of Operation. Normal hours of operation are Monday through Friday, 0730 to 1630.
If feasible by contractor, it will be beneficial to conduct the works on weekends or US holidays to assist in alleviating issues regarding traffic flow, congestion and lane closures.
The following federal holidays are observed.

a. Security Requirements. The contractor shall comply with all applicable Department of Defense security and safety regulations and procedures during the performance of this contract. The contractor shall not disclose and must safeguard procurement sensitive information, computer systems and data, Privacy Act data, and government personnel work products which are obtained or generated in the performance of this contract. This includes dissemination of protocols and papers not generally available to the public.
b. Installation Passes. A Government representative will coordinate the issuance of required installation passes to contractor personnel. The contractor personnel shall wear an identifiable outer garment i.e. company uniform or badge which clearly identifies them as a contractor employee at all times. The contractor shall be responsible for safeguarding all government equipment, information, and property provided for contractor use. At the end of each work period, the contractor shall ensure that the place of performance is clean and government facilities, equipment and materials secured.
c. The contractor shall be responsible for coordinating with the 423 CES for the dig permit approval. The dig permit shall be approved prior to the commencement of work.
3.0 DESCRIPTION OF REQUIREMENT:
3.1 RAF Molesworth
3.1.1 The contractor shall provide all labor, supervision, tools, materials, equipment, transportation and disposal necessary to provide and install a complete AVB Safety Loop System at RAF Molesworth.
3.1.2 The contractor shall ensure all AVBs operate as a “push once and run” configuration. All AVBs will operate in the same fashion (both RAF Molesworth and RAF Alconbury)
3.1.3 The contractor will supply & install four (4) safety loop sensors. The four sensors or “safety loops” will be positioned at the front and the back of each barrier on RAF Molesworth. One sensor shall be positioned at each entry and exit point of the barrier “Inner Safety Loop” and Outer “Safety Loop” at each AVB system. The safety sensors shall be placed in a manner that enables a 4 second safety delay with applicable safety features as outlined in UFC 4-022-01.
3.1.4 Photocells shall be installed at the barriers. The photocells shall be signal device and receive device. No reflectors shall be used to “reflect the signal.”
3.1.5 The system shall be fully integrated with traffic lights located at the active barrier. The safety scheme will operate as listed: Four second safety delay:
Once the button is pushed, the traffic light turns to red for four (4) seconds and the vehicle detection loops check for the presence of a vehicle. If no vehicle is detected, the AVBs raise rapidly and must be fully open in 2 seconds or less.
3.1.6 The contractor shall provide and install a single control panel at the main entry point which allows for both barriers to be controlled independently.
The control panel shall include the following features:
Push-buttons allowing the operator to raise and lower each barrier independently
A lighted feedback display indicating if the barrier is in the “up” or “down” position. Once the push-button has been depressed, the system shall automatically deploy until the barrier is fully raised or lowered. See item 3.1.2. All ECPs shall have the same control panel operation and setup for entry controller operability.
Fault indicators showing operation errors The push-buttons should flash to indicate which direction the barrier is operating Control panel shall include connections for future AVB/crash rated drop arms.
3.1.7 Contractor shall integrate the safety loop system with the battery backup (“trickle charge”) for the AVB to ensure operation in the event of a commercial power loss.
3.2 RAF Alconbury
3.2.1 The contractor shall provide all labor, supervision, tools, materials, equipment, transportation and disposal necessary to provide and install a complete AVB Safety Loop System at RAF Alconbury.
3.2.2 The contractor shall ensure all AVBs operate as a “push once and run” configuration. All AVBs will operate in the same fashion (both RAF Molesworth and RAF Alconbury)
3.2.2 The contractor will supply & install four (4) safety loop sensors. The four sensors or “safety loops” will be positioned at the front and the back of the barrier on RAF Alconbury (RAF Alconbury operates off 1 AVB with 2 lanes of traffic). One sensor shall be positioned at the entry and exit point of the barrier “Inner Safety Loop” and Outer “Safety Loop” at the AVB system.

3.2.7 The 423 CES will be responsible for the removal of the steel plating near the AVB as well as removal and installation of the AVB in order for the contractor to perform the associated ground works. Digging/milling will be required to ensure the barrier is flush with the road with the elimination of the steel plates.
4.0 DELIVERY, RECEIVING, STORAGE, HANDLING, AND PROTECTION OF
MATERIAL
4.1 The contractor is responsible for the storage and safekeeping of all material to be used in the work including materials and installation of equipment.
4.2 The contractor will make every attempt to protect all government and non-government property and personnel on base from inconvenience, damage, or injury.
4.3 The contractor shall be responsible for directing traffic if at any point there is a disruption of traffic flow or a temporary lane closure.
4.4 The contractor shall instruct employees in utilities conservation practices and shall be responsible for operating under conditions that preclude the waste of utilities, which shall include: Lights shall be used only in areas where and when work is actually being performed, doors will be kept closed when air-conditioning or heating systems are running except when opened to move materials or enter or exit the work area. The contractor shall not adjust mechanical equipment controls for heating, ventilation, and air conditioning systems. Water faucets or valves shall be turned off after the required usage has been accomplished.
5.0 CLEANING, PROTECTION, AND ACCEPTANCE
5.1 After installation and prior to final acceptance, the worksite shall be thoroughly cleaned using materials and procedures recommended by the manufacturer.
5.2 Remove all equipment, containers, and all other material upon completion of the contract.
5.3 The job is considered complete once a final walkthrough has been conducted by a contracting and civil engineering representative. A quality assurance inspection shall be documented and signed by all parties for final acceptance.
The final inspection will be conducted by the contractor in conjunction with SFS, CE and CONS to ensure UFC / safety requirements are met and certified.
