About this file

This file is a Questions and Answers document providing government responses to offeror inquiries regarding a federal service contract solicitation for a Transition Assistance Program (TAP) Data Entry/Front Desk Clerk position at Kadena Air Base, Okinawa, Japan.

The contract requires one full-time equivalent employee to perform administrative duties at the Military & Family Readiness Center (M&FRC), primarily at Building 220 and Building 59 on Kadena AB, with approximately two days monthly at other on-base locations. The 12-month base period is expected to commence following an award anticipated in September 2026, with four one-year option periods and a six-month extension, for a total evaluated price covering all periods. The contractor bears all relocation, airfare, lodging, and local transportation costs associated with positioning and maintaining personnel in Okinawa and should incorporate these expenses into firm-fixed pricing. The contractor will invoice the full monthly amount during months containing federal holidays, installation down days, or government-directed closures. Key qualifications include U.S. citizenship with a Social Security number (mandatory for Common Access Card eligibility), valid work authorization in Japan (SOFA status preferred but not required), English proficiency demonstrated through standardized tests or completion of a high school diploma, GED, or higher education degree from an accredited U.S. institution, and professional experience in human services, social services, community support, front-desk reception, or customer support environments involving client intake, records management, and Microsoft Office applications. Offerors must submit the proposed candidate's resume and supporting qualification documentation with their quotation; quotes without qualified candidate resumes will not be considered. Technical acceptability evaluation occurs prior to award and is based strictly on the proposed candidate's resume demonstrating compliance with Performance Work Statement Section 7. Background investigation and credentialing processes initiate following contract award rather than prior to award. Past performance is not an evaluation factor. Defense Base Act workers' compensation insurance is not required. The Price Exhibit must be completed and submitted (in either Excel or PDF format) along with proof of U.S. citizenship, education/transcripts, English proficiency documentation, completed representations and certifications, and a signed SF 1449. Service Contract Labor Standards and wage determinations do not apply. DFARS 252.225-7976 (Contractor Personnel Performing in Japan) is required. The contractor need not provide a vehicle, though automobile insurance requirements apply if contractor-owned, leased, or privately owned vehicles are operated on the installation. The position is a new requirement with no incumbent contractor; duties are currently performed by internal M&FRC personnel.

It is expected to be awarded in September 2026, the starting date will be from that date.

• Please confirm whether offerors are required to identify and submit the resume and supporting qualifications of a specific proposed employee with the quotation, or whether the successful contractor may recruit and submit a qualified employee after award.

Offerors are required to submit the proposed candidate's resume and qualifications with their quotation. Technical acceptability IAW PWS Section 7 will be evaluated prior to award. Quotes submitted without a qualified candidate's resume will not be considered.

• PWS Section 7.3 requires a certificate confirming English proficiency and identifies TOEIC, TOEFL, and ALCPT as examples. Please confirm whether other documentation or certifications demonstrating English proficiency are acceptable and, if so, identify acceptable alternatives.

Yes, alternative documentation is acceptable. In addition to standard language proficiency tests (e.g., TOEIC, TOEFL, ALCPT), documentation demonstrating completion of a High School Diploma, GED, or higher education degree from an accredited U.S. institution (or an institution where English is the primary language of instruction) will be accepted to substantiate English proficiency IAW PWS Section 7.3.

• PWS Section 7.4 references Military & Family Readiness Center experience "or similar services." Please clarify what types of professional experience the Government will consider acceptable as similar services.

Acceptable 'similar services' includes professional experience in human services, social services, community support programs, front-desk reception, or customer support environments within military, federal, state or corporate/commercial settings involving client intake, records management, and Microsoft Office applications.

Yes, U.S. citizenship is a requirement IAW PWS Section 8.1.1 to satisfy the security, background investigation, and CAC issuance requirements.

• Please confirm whether the proposed contractor employee must possess a completed favorable NACI or equivalent investigation at the time of quotation/award, or whether the required investigation and credentialing process may be initiated following contract award.

IAW with PWS 8.1.1 and 8.2.1, the credentialing process and background will be initiated following contract award.

• Please clarify the status requirements applicable to contractor personnel performing this requirement in Okinawa, including whether the successful contractor's employee will be eligible for SOFA status and whether the Government will sponsor or provide documentation necessary to establish the appropriate status for performance in Japan.

No. This contract does not include government SOFA sponsorship or logistical support, and vendor must provide personnel who already have the legal right to work in Japan.

• If past performance information is required, will the Government consider relevant performance where the offeror performed the applicable services as a subcontractor and therefore does not have a CPARS evaluation issued directly to the offeror for that effort?

• If relevant subcontractor performance is acceptable, please confirm whether the Government will accept alternative documentation such as prime contractor references, Government/customer points of contact, subcontract information, performance evaluations, or other documentation demonstrating successful performance.

Corporate past performance (prime or subcontractor) is not an evaluation factor for this solicitation. Evaluation of technical acceptability will be based strictly on the proposed candidate's résumé, which must clearly demonstrate and substantiate that the individual meets all eligibility and qualification requirements outlined in PWS Section 7.

• If past performance is required, will the Government consider relevant current or recently performed prime contracts for which a CPARS evaluation has not been issued? If so, may an offeror provide contract information and customer points of contact for Government verification?
