About this file
This is a Standard Form 30 (Amendment of Solicitation/Modification of Contract) issued by the U.S. Air Force on 08 September 2026 for Solicitation FA527026QB028. The amendment modifies the original solicitation dated 17 August 2026, issued by FA5270 (18 CONS PK, Unit 5199, APO AP 96368-5199), with Hana Machida and Kathleen Kopp serving as the primary contract contacts. The amendment makes four key modifications: (1) updates the Inspection and Acceptance Point of Contact from TSgt Patrick Cruz to TSgt Cheavin Kim; (2) extends the quote submission deadline to 15 September 2026 at 1100 hours JST and adjusts the target contract award date to 22 September 2026; (3) removes the separate CLIN002 labor line item requirement to align with a single CLIN lot structure; and (4) incorporates revised attachments including the Performance Work Statement (dated 090126), Price Exhibit, and Questions & Answers Form. Response time is extended from 04:00 PM to 07:00 PM, and the response due date is moved from 20 August 2026 to 14 September 2026.
The solicitation concerns the repair and replacement of batteries for four (4) aircraft handlers (Lektro AP8850SDA) at Hangar 2, Kadena AB, Okinawa, Japan. Offerors must submit two-volume proposals: Volume 1 (Technical Proposal) must demonstrate compliance with the Performance Work Statement and confirm capability to perform structural welding, corrosion repainting, and coordinate heavy-lifting logistics (3-ton UNIC crane truck and 2-ton dump truck) within a 90-day period of performance. Bidders must select between Option A (Standard Flooded Lead-Acid Battery EXILF21 550AH/5H) or Option B (Sealed, Maintenance-Free Alternative) and provide detailed technical specifications. Volume 2 (Price Proposal) requires fixed-price quotes for CLIN001: Aircraft Handler Repairs & Battery Packs. Local Okinawa vendors may submit pricing in JPY, while U.S.-based vendors may use USD; all non-USD quotes will be converted using the FY26 DoD exchange rate (JPY 150.4415 = $1.00 USD). Quotes must be tax-exclusive and submitted electronically to hana.machida.jp@us.af.mil and kathleen.kopp@us.af.mil by 15 September 2026. Evaluation will be conducted on a Pass/Fail technical acceptability basis and price, with award to the responsible offeror offering best value.

Evaluation Factors for Award
Header Miscellaneous Text (Modified):
ADDENDUM TO FAR 52.212-2
EVALUATION--COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (FAR 13.106-2)
1. Summary of Evaluation
In accordance with FAR Par 13.106-2(b)(3), the Government will perform a streamlined comparative evaluation of all compliant quotes.
2. Evaluation Factors
Quotes will be evaluated against two primary factors: Technical Acceptability and Price.
FACTOR 1: Technical Acceptability (Pass/Fail)
The Government will evaluate the technical volume on Pass/Fail basis. To be determined technically acceptable, the quote must demonstrate compliance with all elements of PWS (Performance Work Statement).
1. Complete Scope of Work (Battery Configurations) : Bidders must quote to repair and replace the batteries for ALL FOUR (4) aircraft handlers (Lektro AP8850SDA), To achieve "Pass" rating, the proposed components must strictly adhere to one of the following two approved configurations.
Option A: Standard Flooded Lead- Acid Integrated Battery Packs (EXILF21 550AH/5H) as specified in PWS Section 1.1; OR
Option B: Sealed, Maintenance-Free Alternative
2. Execution and Logistics: The contractor's quote must confirm the capability to perform structural welding, corrosion repainting and coordinate the heavy-lifting leases (3-ton UNIC crane truck and 2-ton dump truck) necessary to execute the work on site at Hanger 2, Kadena AB within the 90 days Period of Performance.
FACTOR2: PRICE
The Government will conduct a comprehensive analysis of all technically acceptable quotes. Price analysis will evaluate the base-level of parts, delivery, and labor. If an offeror submits pricing for both battery configurations (flooded and sealed maintenance-free), the Government will evaluate the pricing of the technically superior Option B (Sealed) to determine if the additional operational, security, and safety benefits are justifiable in relation to the cost, or if Option A (flooded) represents the best overall value to the Government.
NOTE: For evaluation and comparison purposes, any quotes submitted in Japanese Yen will be converted to U.S. Dollars utilizing DoD budget exchange rate for FY26
JPY150.4415 = $1.00.
3. Basis For Contract Award
The Government intends to award a single, Firm-Fixed-Price (FFP) purchase order to the responsible offeror whose quote is determined Technically Acceptable and represents the Best Value to the Government, price and technical factors considered. In accordance with FAR 13.106-2(b)(4), FAR 13.106.2(b)(3), the Government reserves the right to select quote that is technically superior or offerors logistically superior schedule advantages if the marginal cost difference determined to be advantageous if the magical cost difference is determined to be advantageous and in the best interest of the Air Force.
