About this file
This is a Questions and Answers document for federal contract opportunity FA527026Q0016, addressing clarifications related to PWS P3 Section 1 Paragraph 1.1 regarding facility cleaning and maintenance work.
The document addresses cleaning requirements for HVAC ducts, cables, floor and ceiling tiles, and painted surfaces within a DSN Room and cable vault facility. A/C duct cleaning is limited to exterior and top surface wiping only using lightly dampened towels, with the restriction that water cannot be applied directly to electrical components. Replacement floor and ceiling tiles will be Government-furnished, while the contractor is fully responsible for all painting work using RAL 9010 eggshell texture paint to match existing SATCOM areas. Cleaning of cables above the one-foot line in the vault is not required; however, cleaning of cable trays and ladders on the DSN room subfloor is in scope. The only cleaning restriction across all work areas is avoiding direct water application to electrical components; otherwise, methods including high-pressure water, compressed air, buffers, polishers, and chemical cleaners are permitted. Power to recessed power/data service boxes in RGAF panels may be temporarily disconnected during cleaning. The contractor must remove all replaced tiles, paint debris, wastewater, and project waste from the installation for disposal and bears full responsibility for debris and waste management. Blueprints and floor plans will be provided to the awardee upon contract award. Pricing for CLIN 0001 may be quoted in either USD or Japanese Yen. The document clarifies applicable acronyms including CRAC (Computer Room Air Conditioner), RGAF (Raised Grid Access Flooring), and MTCF (Multifunction Technical Control Facility).
