About this file
This is a Questions and Answers document clarifying requirements for UTV (Utility Task Vehicle) maintenance services at Kadena Air Base.
The Government operates four Kawasaki Mule units: two MULE PRO-FXT 1000 models (current mileage 5082 and 4098 respectively) and two KAT models (KAT1000A at 59.5 hours and KAT820B at 292.4 hours/2681 mileage). All units are currently operational and in good working condition with no known maintenance deficiencies. Quarterly servicing includes grease/lube fittings, engine oil service/refill, coolant and fluid replacement, and basic brake and safety inspections. Annual maintenance includes full engine oil and filter changes, fuel filter replacement, air and hydraulic filter replacement, hose and connection inspection, front final gear case and transmission case oil changes, and comprehensive vehicle safety inspections. Contractors must possess professional expertise to identify and address servicing requirements beyond minimum specifications. The Government will provide maintenance logs are not available for historical reference.
Cost responsibility is divided as follows: contractors bear all costs for routine maintenance parts and labor, including fluids and filters specified in quarterly and annual servicing. Parts and labor costs identified during inspections are the Government's responsibility, provided the contractor submits an estimate for approval before proceeding. Contractors are not liable for parts costs resulting from external factors or force majeure. Contractors must provide all parts and fluids necessary for servicing. Maintenance services may be performed at multiple locations within Kadena Air Base, including on the flight line, with coordination as needed. No after-hours service calls are required. Any maintenance beyond normal servicing will be paid via Government Purchase Card (GPC).

Questions & Answers:
1. We were unable to identify specific tasks associated with the annual maintenance.
Could you please clarify whether there are any additional or distinct requirements for the annual service beyond what is listed in the PWS?
X If a company is not able to identify what the quarterly and annual servicing consists of, they might not be qualified as this is why we need a professional who knows what they’re doing to take care of such matters. However, these are the minimums we would expect.
【Quarterly】Servicing Grease/lube fittings/parts, service/refill Engine Oil, Coolant and any Oil/fluid replacement required. Basic inspection of brakes and safety items.
【Annual】Maintenance Service = Full Engine Oil change and replace filter, replace Fuel Filters, replace Air Filters and Hydraulic Filters. Inspect hoses and connections. Front final gear case and transmission case oil change. Full inspection of vehicle safety items.
2. Model year of each unit? Current mileage and/or engine hours on each unit?
Our records indicate both our mules are KAT820B from 2024. The blue one says MULE PRO-FXT 1000 while the green one is just MULE PRO-FXT
3. What would be the current conditions of each UTV listed? (Sec. 2.1) X Each UTC is in good and working condition and we want this contract to keep them that way
4. What would be the current mileage or engine hours for each of the UTV listed? (Sec.
2.1) X The current mileage on MULE PRO-FXT 1000 is 5082. The current mileage on MULE PRO-FXT 1000 is 4098 . KAT1000A is 59.5hrs and KAT820B at bldg. 3660 is 292.4 hrs/2681
5. Section states that contractor shall address any deficiencies identified during inspections promptly and at no additional cost to the Government. Is the contractor expected to supply and bear all cost associated with parts identified? Or is the contractor to address the deficiencies within his inspection report? and then wait for cost approval for parts? (Sec. 9.3.2) X The inspection and identification of issues is expected to be part of the deal and address the deficiencies within their report. After which they will provide an estimate for parts and labor and wait for approval before proceeding with maintenance. Any other maintenance performed out of the normal servicing will be paid via GPC.
6. Section state in part: To Includes Replace Engine Oil Element, Fuel Filters, Air Filters and Hydraulic Filters. Is the contractor expected to provide these parts and any other parts for his services required? (Sec. 10.2.1) X Yes. Contractor is expected to provide these parts as well as fluids for the servicing.
7. Is the place of maintenance services to be conducted in one location, or multiple location(s) within Kadena Air Base? (Sec. 1.1.1) X Place of maintenance services can be coordinated as needed depending on whether or not they can do all in one day or not. However all of the mules are located within close distance to each other. We will expect the contractor to be able to provide services on the flight line. If any of the Mules break on the flight line we will escort them to the area where the mule is parked and then escort them back off the line.
8. Is there any requirement for service calls outside normal working hours? (Sec. 2) X No.
9. Are all UTV's listed in requirement currently operational? (Sec. 2.1) X Yes
10. Are there any currently known maintenance deficiencies for any of the UTV's? (Sec.
2.1) X Not currently
11. Are maintenance logs available reflecting past maintenance history for each UTV listed in requirements? (Sec. 2.1) X No.
12. Provide detailed explanation of parts cost burden and where that cost is placed (ex:
routine maintenance replacement parts cost are contractor responsibility.
Inspection result replacement past costs will be by modification after approval of government. Contractor not liable for parts cost and replacement attributed to external caused factors, force majeure...) (Sec. 9.3.2) X Routine maintenance parts and labor cost will be contractor responsibility. Any labor and parts that will be incurred after the inspection will be paid for by the government. Contractor is not liable for parts cost and replacement due to external factors. ONLY FOR PARTS AND LABOR COSTS OF ROUTINE SERVICING/INSPECTION AND ROUTINE REPLACEMENT NECESSITIES (Fluids & Filters)
