About this file
This document contains responses from the 18th Civil Engineer Group to questions regarding a forthcoming solicitation from the 18th Contracting Squadron for non-invasive spalling detection services at Kadena Air Base in Japan. The solicitation will seek innovative technologies to scan concrete structures both internally and externally without removing ceiling tiles to identify defects such as spalling, cracks, and voids in roof slabs, support beams, and other concrete members. Offerors should strive to meet all capabilities outlined in the opportunity, including scanning depths of 6 to 12 inches into reinforced concrete. Successful applicants must obtain drone operation approval from base security and coordinate individual building access with facility managers. Most facility data is considered controlled unclassified information. While classified work is not anticipated, personnel and facility security clearances may be required.

1. What exactly is considered the AOI? Is the enre solicitaon (i.e., Rapid Non-Invasive Concrete Structures Spalling Assessments) considered one single AOI or should we consider each of the subsecons in Paragraph 1.4 to be individual AOIs?
CE response: There is one (1) AoI and the offerors strive to include technologies which meet the criteria in paragraph 1.4 and ALL subparagraphs. Per 1.4.1. and 1.4.2., the technology must be able to scan 6”- 12” into reinforced concrete to discover defects such as spalling, cracks, voids, etc. on roof slabs, support beams, and other concrete members both on the exterior and interior of structures with or without removing ceiling les. Offerors should strive to meet all the “potenals” in 1.4, since those soluons which have the capabilies listed in 1.4.1 – 1.4.9 will be rated higher. See excerpt below from AoI:
UAV Operaon
2. The AoI specifically menons the use of unmanned aerial vehicles (UAVs). What licensing or other restricons on UAV operaon should respondents ancipate?
CE response: Offerors who choose to use drone technology will have to obtain approval for flying the drones at Kadena Air Base. According to the 18th Security Forces Squadron, the atached Request Form of sUAS Flight Operaon (July 2021) must be submited for drone use approval. The 18th Civil Engineer Group will assist the successful offeror by providing the 18th Security Forces Squadron contact informaon.
Building Access
3. Is access available to the full interior and exterior of the inial 191 buildings listed at the Japan Industry Forum in the Booz Allen Hamilton presentaon (with the excepon of ceiling les covering parts of the concrete soffit) as referenced in the AoI, Secon 1.4.2?
CE response: The Air Force will approve access to facilies for the contractor to complete work.
Contractors must submit leters requesng base access, including names and personal idenfying informaon of workers who require access. The successful offeror will also provide a proposed schedule and access to each individual building will be coordinated with the facility and security managers.
Security and Clearances
4. Secon 1.7 of the CSO speaks to required personnel security clearances, facility clearances, and other infrastructure requirements necessary to perform ‘any proposed classified work’. What are the security requirements/clearances for the data collected on this project? In parcular, can we assume that building data is only controlled unclassified informaon (CUI) and is not classified? This would be helpful since we do not hold classified security clearances or a Facility Clearance.
CE response: Most facility data at Kadena is Controlled Unclassified Informaon (CUI), including floor plans, structural as-built drawings, etc. Classified informaon is not expected to be necessary for this work.
5. Secon 1.10.8.2 of the CSO discusses a requirement for DD Form 2345. We do not have DD Form 2345 and we do not ancipate foreign parcipaon. If there is no foreign parcipaon, is DD Form 2345 sll required?
CE response: 18 CONS is more able to answer this queson since paragraph 1.10.8.2 was part of the boiler plate language in the solicitaon, and not provided by CE. See excerpt from CSO solicitaon below:
