About this file
This special notice and area of interest describe a commercial solutions opening being conducted by the 18th Contracting Squadron at Kadena Air Base, Japan. The Air Force is seeking innovative technologies for rapid, non-invasive concrete structure spalling assessments using methods such as thermal imaging, ground penetrating radar, LiDAR, and acoustic emission monitoring. Solutions should be capable of scanning 6-12 inch thick concrete on horizontal and vertical surfaces both inside and outside structures. Other desired capabilities include autonomous scanning, 3D modeling, artificial intelligence to assess remaining lifespan, and evaluating structural performance of degraded areas. Interested offerors should submit solution briefs by February 2, 2024 and be prepared to assess 191 buildings initially and scale up to 1,400 buildings within 528 days. Individual contracts between $250,000 to $35 million over 1-5 years will be awarded.

AoI 0001_FA527024SC001 Rapid Non-Invasive Concrete Structures Spalling Assessments
1. RAPID NON-INVASIVE CONCRETE STRUCTURES SPALLING ASSESSMENTS AREA OF INTEREST(AoI) BACKGROUND
1.1. The 18th Wing, Kadena Air Base, Japan is interested in innovative technologies and services related to the areas of mission or technical interest listed below. Submissions should identify innovative solutions that fill capability needs related to the development of Rapid Non-Invasive Concrete Structures Spalling Assessments capabilities in the areas of thermal imaging, ground-penetrating radar, light detection and ranging (LiDAR) and acoustic emission monitoring that enable rapid non-invasive concrete structures spalling assessments. These technologies are provided as an example and not an all-inclusive list. The items, technologies, or services can also directly improve the effectiveness or efficiency of operating and/or maintaining current 18th Wing capabilities related to the topics listed below. The level of detail provided for each topic or the order in which they appear is not intended to convey any information regarding relative priority.
1.2. There are no specific Technology Readiness Level (TRL) requirements for proposed projects. However, proposed prototypes or solutions should be at a high enough TRL to enable the assessment of the viability, technical feasibility, application, or military utility of the proposed solution and support a rapid transition into operations.
1.3. The 18th Wing intends to fund successful efforts in Fiscal Year 2024 with periods of performance in the range of 1-5 years. Exceptions may be considered for individual projects based on technological maturity or operational need. Individual contracts are expected to be funded in the range of $250,000 - $35,000,000 over the full period of performance, yet these numbers should not be considered strict limits. Proposals aimed at the higher end of this funding range will only be considered if they demonstrate the ability to deliver capable, innovative solutions that directly impact the 18th Wing mission and offer cost savings or improved efficiencies in current processes or procedures. However, even though the Government is providing an anticipated funded range, interested offerors must be aware that the Government initially intends to issue multiple contracts at lower dollar amounts (~$250,000 - ~$3,000,000) to prove out the viability and effectiveness of the proposed technology. The Government reserves the right to fund all, some, one or none of the proposals submitted; may elect to fund only part of a submitted proposal; and may incrementally fund any or all awards under this CSO. All awards are subject to the availability of funds.
1.4. The desired respondents are those offerors who have developed or are developing products that meet the following requirements:
1.4.1. Have potential for scanning approximately 6-12 inches thick steel reinforced concrete on both horizontal and vertical surfaces
1.4.2. Have potential for scanning/detecting defects such as spalling, cracks, voids, etc. on roof slabs, support beams, and other concrete members both on the exterior and interior of structures with or without removing ceiling tiles
1.4.3. Have potential for the following scanning methods (not all-inclusive):
1.4.3.1. Autonomous/non-autonomous unmanned aerial systems
1.4.3.2. Stationary scanning solutions
1.4.3.3. Handheld scanning solutions
1.4.4. Have potential for providing digital 3-D modeling of facilities that incorporates the results of the scans (digital twin)
1.4.5. Have potential for providing a digital environment in which the Government may access completed assessments
1.4.6. Have potential for utilization of Artificial Intelligence/Machine Learning to determine remaining lifespan
1.4.7. Have potential to determine structural performance of area containing section loss
1.4.8. Have potential to generate a probalaistic model for degradation
1.4.9. Have potential for Non-Destructive Testing using electromagnetic methods.
1.5. In addition to the AoI submission requirements listed in paragraph 1.4 please provide:
1.5.1. Describe your interest in providing only the technology, or providing the technology and the scanning services
1.5.2. What the limiting factors of your ability to scale would be and what can be done to address them (e.g., labor, access to capital, equipment availability, software, etc.)
1.5.3. Please provide brief operational information about ability to meet the initial requirement of non-invasive spalling assessments of 191 buildings and scale to reach the Governments total requirement of 1,400 buildings assessed in 528 days.
1.6. PHASE 1 THROUGH 3 SUBMISSION REQUIREMENTS
1.6.1. All guidance governing the content and evaluation criteria for required submission can be found at the base announcement FA5270-24-S-C001: https://sam.gov/opp/e79de63345b04b668fc6b9557fb1fc61/view
1.6.2. Solution briefs for this AoI shall be submitted to: 18CONS.RAPIDx.Cell@us.af.mil
1.6.3. Questions are due by 12:00 PM JST; 18 January 2024
1.7. AoI OPEN PERIOD
1.7.1. Solution Briefs may be submitted immediately upon posting this AoI. Solution Briefs will be accepted until 12:00 PM JST; 2 February 2024
1.7.2. Evaluations will begin within 24 hours of the posting of this AoI.
1.8. Note: Offerors are advised that any Prototype Other Transaction Agreement (OTA) awarded in response to this AoI may result in the award of a follow-on production contract or transaction without the use of competitive procedures. The follow-on production contract or transaction will be available for use by on or more organization in the DoD and, as a result, the magnitude of the follow-on production contract or agreement could be significantly larger than that of the prototype OTA. As such, any Prototype Other Transaction Agreement will include the following statement relative to the potential for follow-on production: “In accordance with 10 U.S.C 2371(b)(f), and upon a determination that the prototype project for this transaction has been successfully completed, this competitively awarded prototype OTA may result in the award of a follow-on production contract or transaction without the use of competitive procedures.
