SUBJECT: Solicitation Amendment 1: FA502524Q0040 Temporary Lodging Tinian Island

Amendment Details: This solicitation is amended with the following information:

1. Incorporate Attachment 2 – Responses to Questions FA502524Q0040

2. Update solicitation number from FA527024Q0040 to FA502524Q0040

NOTE: The lodging services, in its entirety, shall be provided on the CNMI island of Tinian.

SUBJECT: Responses to Questions FA502524Q0040, Tinian Temporary Lodging

1. This is a notice to provide responses to questions received in relation to the subject solicitation. The responses to them are below:

Q1: Are we quoting for 6 singles + 22 doubles OR 8 singles + 64 doubles?

Q1 Answer: All offerors are to quote for 6 single bedspaces and 22 double bedspaces.

Q2: When does the POP start?

Q2 Answer: The POP is 3 months after award.

Q3: Do you have a target date or date range for the final award decision?

Q3 Answer: The government anticipates award before or on 30 September 2024.

Q4: Is there anyway it can stick to SDVOSB set aside or any preference towards SDVOSB?

Q4 Answer: It is too late to change the way the solicitation was set-aside. However, since it was solicited as a 100% Small Business set-aside, SDVOSBs and other sub-categories of small business are still eligible to compete. Soliciting 100% small business does not restrict the competition for other categories of small businesses.

Q5: Please confirm accommodation shall only be in the below Tinian Island and NOT in the Main Northern Mariana Islands.

Q5 Answer: Confirmed. Accommodation shall only be on Tinian Island.

Q6: Are you all requiring a teaming agreement with a local hotel to ensure that vendors aren't just blind bidding and actually have arrangement with the local hotel companies?

Q6 Answer: The solicitation does not specifically require interested parties to create “teaming agreements” with local hotels/lodging service providers. However, lodging services are to be provided on Tinian Island only.

Q7: Please confirm if the check -in date is September 30th 2024.

Q7 Answer: Check-in date is estimated to be 1 September 2024 for quote building purposes.

Q8: Please confirm if all 28 bedrooms have the same check in date.

Q8 Answer: All rooms will have the same check-in date.

Q9: Is it permissible to use multiple lodging facilities to accommodate this requirement?

Q9 Answer: We would prefer to have the 50 bed spaces co-located in the same facility

Q10: Are you looking for a total of six single-bedroom spaces?

Q10 Answer: The minimum of number of bedspaces (not rooms) is 50.

Q11: In cases where filtered water and sanitized ice are unavailable, is it acceptable for the contractor to provide bottled water?

Q11 Answer: No, it is not acceptable for the contractor to provide bottled water in lieu of filtered water and sanitized ice.

Q12: Will the government please clarify if there is an incumbent providing service on this contract or is this level of effort a new need?

Q12 Answer: Yes, there is an incumbent.
