FA527023RA088-0001 Vehicle Corrosion Control RFI due date 4 September 2023, 11:00 AM JST
1. For each relevant project example submitted, provide the completed Past Performance information ATTACHMENT 03 and email it directly to the Contract Specialist. Is there a specified date for this or email in with our proposal on 11 Sep 2023?
a. Yes. Attachment 03 must be part of the proposal package to be submitted no later than September 11, 2023, at 11:00 AM JST.
2. What is the definition of minor mechanical repairs?
a. Repairs that take 2 hours or less to repair. If contractors cut wiring to repair corrosion, the contractor is required to repair the wiring.
3. Will the government approve Letters of Authorization (LOA) in the Synchronized Pre-Deployment Operational Tracker (SPOT) and designate qualified contractor employees as part of the Civilian Component IAW USFJI 64-100? Is there a limit to how many contractors’ employees will be granted SOFA 1b status?
a. There is no limit to how many contractor’s employees will be granted a SOFA 1b status. However, all applicant’s resume must be submitted to 18 CONS for review and approval.
4. Will the government provide a Pre-Movement Inspection (PMI)?
The PMI shall be conducted in conjunction with the joint corrosion inspection. The goal of the PMI is to verify all moving systems are operational and will not hinder corrosion treatment, for example:
- Forklift mast, fully extend and retract.
- R-12 Aircraft Refueler scissor lift, fully extend and retract.
- Medical Hi-Reach Maintenance Truck platform, fully extend and retract.
a. The Pre-Movement Inspection will be conducted with COR and Contractor for system operation. Defects with system operation will be noted on the Pre-Movement inspection sheet.
5. How long must the guarantee of work be? 52.212-4 (o) does not stipulate the limitation of liability.
a. The warranty of work must last 1 year from completion.
6. R-12 Hose Reels, more than likely the fuel hose reels are beyond economical repair and will require replacement. Will the government provide these or will the contractor be required to fabricate?
a. The Contractor will be required to either fabricated the hose reels or get a replacement hose reel.
7. Both 42-45 Pax Buses, have significant corrosion on the roof where the panels are joined together by rivets. All riveted seems are corroded and require attention. The interior panels and ceiling need to be removed to confirm proper treatment of corrosion. Please see attached picture.
The current topcoat of paint peels off easily in multiple areas. There is evidence of little to no primer used in the previous painting process. For us to

We recommend both of these buses be elevated from CAT 2 to CAT 3 and have a requirement that all exterior paint be removed, and a proper primer and topcoat be applied.
Will the Government increase both buses from CAT 2 to CAT 3 and require removal of all exterior paint for us to provide a proper warranty?
a. The cat level will be change to Cat 3.
8. (10 K All-Terrain Forklift), can plated shafts just be cleaned of rust?
a. Yes.
9. (R-12), do we have to replace the hose reel?
a. The hose reels can be either fabricated or replaced.
10. For both Bus 25-29 PAX and 42 – 45 PAX, do we have to replace the seat cover?
a. It is not required to replace seat covers but if the contractor damage them, then you are required to replace the seat that was damage.
11. Maintenance Utility Van., is it ok to make the interior walls by fiberglass?
a. No
