Question and Answers from Corrosion Control Industry day on 4 February.
1. Is this the same procurement that has had several market research notifications over the last several months We did post a sources sought on beta.sam.gov approximately 3 weeks ago
2. Will the government provide an onsite paint facility?
No, that is going to be provided by the Contractor for this contract
3. Could you elaborate on Structural Repairs. Does this refer to metal paneling?
Everything that is listed out within the technical orders. TO 35-10-3. This will ensure that there is no confusion on what work the contractors will need to provide.
4. Will the government approve LOAs in SPOT for contractor employees IAW USFJI 64-100?
The Government is looking into providing SOFA status and will amend the PWS to reflect that SOFA status is available for this contract.
5. Can the contractor provide a temporary on-site paint facility to fulfill this requirement?
Yes a contractor can provide on-site paint facilities.
6. We just want to be sure that frames are not included for structural repairs, as this requires special certification before it could be used on roads.
Minor surface corrosion on aero frames, but not repair and replacement.
7. How large of space would be provided to allow setup of a mobile unit?
22,500 Sq. Ft.
8. Does contractor equipment include blast equipment/facilities or will the Government provide?
No facilities will be provided by the Government. It is up to the contractor to set up and maintain all facilities.
9. Will government provide manuals on tactical equipment in case disassembly/assembly is required?
Yes, the Government will provide all manuals on tactical equipment.
10. What is the proximity of the space provided to 18th Maintenance Squadron and are there any utilities on site (power, water, oil/water separator, etc.)
No utilities will be provided. The space is right next to the fire station near Gate 3.
11. Does the government have an anticipated solicitation release date?
Currently we are still in the market research phase of this requirement. There is no anticipated release date of the solicitation at this time.
12. If the contractor has their own facility, are we able to transport all equipment off-base to perform the work, rather than setting up a mobile facility?
Yes, contractors may work on this equipment off-base.
13. Does the Government have a contingency for COVID travel restrictions?
The Government currently does not have a contingency for COVID travel, as they are constantly changing. Contractors shall work with the contracting office to understand the most-up-to-date restrictions. As of right now contractors may travel to Japan, if they are under SOFA status, but will still have to meet quarantine procedures in both mainland and on Okinawa.
14. Can you provide to T.O. 35-1-3 prior to contract award, to allow research when providing a quote.
Yes, this will be provided to all contractors on beta.sam.gov.
15. Scope of work state this is a 5-year contract. Is there intent to have additional contracts after the initial 5 years?
The Government will evaluate the status of their corrosion needs and make a decision through the life of this contract to determine if a follow-on contract is necessary.
16. Will government support disposal or is this up to the contractor?
No, all disposal is at the expense of the Contractor. The Government will not support any disposal on this contract.
17. Does contractor need provide MSDS sheet to government and get approved first for any work?
The contractor does not need to provide the government an MSDS if they are using the products outlined in the PWS. They will need them on hand for the workers and the fire department in case of fire or disaster.
