Thank you for your interest in this solicitation. Questions were received from interested parties and answers are provided below. Similar questions have been consolidated. An amendment accompanies this document.

Questions Answers

Could you please provide us converted specifications of each split A/C unit from Tons to ㎾?

The followings are the Kw vs. Tonage.

2.2 Ton = 8Kw

1.4 Ton = 5Kw

Has the building been tested for asbestos? Yes. It is asbestos free.

Does each AC Unit need its own condenser, or can two units share one condenser?

Each AC unit has own condenser.

Where is the power source for the Units? Are there available breakers?

There is a main electrical panel in the facility located on the right side of the Innovation Center main entrance (about 10FT away from the main entrance) that has enough power to cover all the additional split units.

Are exposed conduits okay? Yes

Is the contractor permitted to cut through the ceiling of the interior building to install drainage lines?

Yes, contractors may cut through the ceiling and run drainage lines over the top of the structure.

What are the walls of the interior building made of?

The center is Styrofoam with a layer of sheetrock on either side. Each room of the interior building has its own wall with empty space in between rooms.

Will there be restrooms available to contractors when performing work.

Yes. The restrooms are in the adjacent facility, bldg. 3121

Is the contractor permitted to drill through the concrete wall of the exterior facility?

Yes. The contractor may drill through either the lower or upper portions of the concrete wall.

Does the condensate pump need to exit the building in any particular area? (i.e. the lower or upper portion of the exterior walls.)

Yes, all condensate pipes need to exit the building from the condensate pumps and gradually lower to exit outside of the facility. The location of condensers and condensate pipes is on the right side of the building when you face the Innovation main entrance. It’s on the main parking side.

Is there enough power available in the facility to power the AC Units, or does the contractor need to run additional power lines?

The main electrical panel in the facility located on the right side of the Innovation Center main entrance has enough power to cover all the additional split units.

The total number of outdoor A/C units to be installed is 7, correct?

Yes, 7 total units.

Can we install one A/C outdoor unit for two ceiling-mounted A/C units?

18 CES says that each unit will have its own condenser.

Is there any designation of the manufacturer for the A/C unit?

There is no designation of manufacturer.

Instead of ceiling-mounted units, can we install 2.2 wall-mounted units?

Yes. Wall-mounted units are now required instead of ceiling-mounted units. An amendment has been incorporated to update the SoW to reflect this change.

Does a condensation pump mean a drain pump? Yes, it’s a drain pipe for each unit.

Could you provide the drain location(s) on the drawing and/or picture?

See below diagram 1 with highlighted area.

Please clarify if the Mini Split A/C Units specified in the SOW as 4 x (2.2-Ton), Wall Mounted, calls for the provision of a 4-Indoor (Evaporator) Unit connected into a Single Outdoor Unit (Condenser) of 2.2-Ton capacity. Others call it a 4-Zone Mini Split System or Multi-Split.

No, mulit-evap split system will not work. Too many issues when the single outdoor unit goes down, the entire multi evap system will be down in this case.

Single indoor unit to single outdoor unit.

Similarly, do the 2 x (2.2-Ton), Ceiling Mounted, calls for the provision of a 2-Indoor (Evaporator) Unit connected into a Single Outdoor Unit (Condenser) of 2.2-Ton capacity, or a 2-Zone Mini Split System?

No, mulit-evap split system will not work. Too many issues when the single outdoor unit goes down, the entire multi evap system will be down in this case.

Single indoor unit to single outdoor unit.

For the Condensate Pump of 1 x Condensation Pump (Minimum 24L per Hour Drain Rate), does this imply to connect (merged) all the Indoor Units (Evaporators) drain into a Single Condensate Pump and drain out at the exterior side of the facility?

No, do not merge the drain lines. Should have separate drain lines for each set of refrigerant lines on each single split units. Less issues and easier to isolate.

For the mounting methodology of the Outdoor Unit (Condenser), please clarify which would be the User's preference.

Mounting on the top of the concrete wall base (762mm Thick) supporting the Arch Metal Roof with the provision of tie-downs

The RFQ states in 52-212-1(b): “Submit signed and dated offers to the office specified in this solicitation at or before the exact time specified in this solicitation. Offers may be submitted on the SF 1449, letterhead stationery”.

There is no attachment of the SF 1449 on FBO. Do we need to download and fill out the information for it?

You do not need to submit a SF 1449. Offerors are only required to fill out the RFQ attachment found on SAM.gov in addition to any other documents the contractor wishes to submit to satisfy the technical description requirement.

The RFQ states “Please limit your submission to no more than 15 pages. Offer shall remain valid until 1 October 2021” All necessary submission documents might be more than 15 pages such as SF 1449 form, price, past and present performance, and representations and certifications at FAR 52.212-3. Is it acceptable?

Submissions should not need to be longer than 15 pages. Past Performance is not being used as an evaluation factor and need not be included in your submission. Representations and certifications do not need to be submitted provided you are registered in with SAM.

For the submission, Can we submit this FA527021QB0270001 proposal directed to the contract administrator via e-mail to A1C Chester Hill at chester.hill@us.af.mil and 1st Lt Jenna Maginnis at jenna.maginnis@us.af.mil?

Yes. Please submit your quotes via email. If the files are too large, you may also use DoD SAFE at https://safe.apps.mil/. If using this method please also inform the contract administrator via email that your quote has been submitted through the SAFE system.

Are there enough breakers in the electrical power panel for the 7 A/C units?

None exist. The contractor shall provide a new sub-panel for A/C units from main panel.

If there are no breakers in the electrical power panel should we install 2P type or 3P type breakers?

3P-200v type breakers. (The contractor shall be required to select a main circuit breaker size for a new sub-panel for A/C units)

Will emergency electrical pull/shut off electrical breaker boxes need to be installed out by the each outdoor condenser unit?

Not necessary.

Can we mount the outdoor condenser units with angle iron?

Depending on available space. However, the government assumes there is enough spaces on the existing concrete wall outside.

For the electrical wiring what wire gauge size needs to be used?

Japanese standard size should be acceptable.
