STATEMENT OF WORK
(15 Jul 2021)
PROJECT Title: B3151 Install 7-Mini Split A/C System & 1 Condensate Pump
PROJECT NO: 8511157
PROJECT LOCATION: B3151, Kadena Air Base, Okinawa, Japan PROJECT MANAGER: TSgt Beau. Bridges
General Requirements:
1.0 General Scope:
1.1 Contractor shall provide and install 7 mini split A/C units with gecko proof coating protection(4 wall mounted 2.2-Ton, 2 ceiling mounted 2.2-Ton, and 1 wall mounted 1.4-Ton), 1 condensate pump and associated wiring, fitting, refrigerant lines, drain lines, support materials, located in B3151.
2.0 Description of Work:
2.1 The contractor shall perform the following incidental service as follows: The contractor shall provide all materials, safety equipment and all required tools and equipment required to complete the work. The contractor shall conduct a function check and final inspection with 18CES/CEOER, Sub- AMP Leads team before acceptance of work.
2.2 The contractor shall be responsible for providing the following material and incidental service.
7-Mini Split A/C Units: 4 x (2.2-Ton) – Wall mounted
2 x (2.2-Ton) – Ceiling mounted 1 x (1.4-Ton) – Wall mounted
Condensate Pump:
1 x Condensation pump (minimum 24L per hour drain rate)
3.0 Schedule of Work:
3.1 Period of Performance:
Schedule Shall Be Completed Within POP 30 calendar days MFG lead time 70 calendar days Construction Subtotal 100 calendar days

3.2 Workdays and Hours: The contractor shall work in accordance with the basic contract specification, General Requirements. The contractor shall be allowed to work from 0730 to 1700 hours, Mondays through Friday, excluding U.S. legal holidays:
Memorial Day Last Monday in May Juneteenth 19 June Independence Day 4 July Labor Day First Monday in September Columbus Day Second Monday in October Veteran's Day 11 November Thanksgiving Day Fourth Thursday in November Christmas Day 25 December
4.0 Construction Requirements:
4.1 As-built drawings will be provided to the Contractor for reference in their present form. The Government bears no responsibility for the accuracy of these drawings. Actual field investigation and survey of the facility must be conducted by the Contractor to ascertain existing conditions before work start.
4.2 Protection of properties: The Contractor shall protect, with approved protective materials, the area surrounding their work, to include the site and facility as well as anything remaining within the facility (e.g. equipment and furniture). Any items moved by the Contractor shall be properly stored and protected and shall be returned to the original place by the Contractor. The contractor shall protect adjacent property, buildings and their contents from dust, dirt, or other materials. The contractor shall settle debris and prevent blowing dust. The contractor shall maintain work areas in a neat, clean and safe condition.
4.3 During project activities the Contractor will be responsible for ensuring Work Plan compliance, and construction quality, complying with Base procedures regarding security, Base access, and ensuring safe work practices are employed.
4.4 Documents Required: All documents required under this Contract, including but not limited to all correspondence of any nature whatsoever, any written communications, documents, drawings, material submittals, reports, etc. shall all be written in English or translated in English before being provided to the Government by the Contractor. Delays encountered due to a translated copy were not submitted shall be at the Contractor’s expense.
4.5 The contractor is able to store all material and equipment at the job site for this contract. Electrical power, water, and latrine usage is available at the work site for work execution purposes.
4.6 Cleanup: The contractor shall collect all trash, debris, refuse, garbage, etc., which the contractor generates and place it in appropriate containers with lids or approved covers. Disposal must be outside the limits of government property. Disposal must be at a municipal solid waste landfill or by other approved methods and must conform to all local, state and federal guidelines, criteria and regulations. The time for construction completion includes final clean-up of the premises.
5.0 Responsibility of the Contractor
5.1 The Contractor shall bear complete responsibility for management of Split A/C units installation at site. The Contractor shall assign a Project Coordinator (PC) to represent the Contractor at site and to manage the performance of work during currency of the contract. The PC shall have adequate English language skills to be able to communicate with CO and COR.
5.2 The Contractor shall bear complete responsibility and management control for the sub-contracted services and shall not depute the sub-contractor to represent the Contractor in dealings with the Government.
5.3 The Contractor shall bear complete responsibility for safe performance of work at site and comply with all local laws pertaining to construction labor and safety.
5.4 The Contractor shall prepare and implement a safety management plan specific to the SOW based on hazards analyses of the activities. A copy of the safety management plan shall be provided to the COR for reference. The Contractor shall promptly report all mishaps / accidents at site to the COR.
5.5 The Contractor shall prepare and institute a quality management plan specific to the SOW. The plan shall describe the standard operating procedures for technical approvals, procurement actions, site inspections, testing and corrective actions. A copy of the quality management plan shall be provided to the CO for reference.
5.6 The Contractor shall comply with security requirements and be responsible for conduct of employees and subcontractors at work site.
5.7 The Contractor shall be liable for the damages caused by the Contractor's negligent performance of any of the services furnished under this contract.
5.8 The Contractor shall provide warranty for workmanship and materials for 12 months from the date of final completion.
6.0. Execution of Work Site
6.1 The Contractor shall neatly stage materials and tools in a designated location. Keep the work areas clear of hindrances, trip hazards, and unused materials at all times. The Contractor shall be responsible for safe-keeping of materials and tools/equipment at site. Store materials under conditions recommended by manufacturer.
6.2 The Contractor shall not damage any fixed property and shall provide temporary protective covers in a manner acceptable to the COR.
6.3 If the Contractor spills any adhesive, or in any way soils the walls or other furnishings, the Contractor shall clean up using a specialist at the Contractor's expense.
6.6 The Facility Manager from the Government will take care of the moving office paraphernalia and clearing workstations within the areas to be worked on.
6.7 The Contractor shall contain debris produced during the project and legally dispose the debris.
6.8 The Contractor shall remove temporary covers and vacuum clean the work site as acceptable to the COR after completion of work.
