Spec Item states in part..--"The contractor shall order, issue, deliver, store and manage a variety of government owned items and facility maintenance and repair for use by authorized government employees and Military Family Housing (MFH) residents.” Question: Should this read ...--variety of government owned items for facility maintenance and repair for use..--?

26-Mar PWS 1.1.3.2.1

Spec Item states in part..--"NPI’s work shall be so noted on each order and will not exceed 25% of the final amount of each order, unless approved at the discretion of the Contracting Officer.” Question: Is the Offeror to understand that “work” is limited to the acquisition and delivery of items? (continued) (continued) (continued) it is unclear on what labor and equipment could be charged - that is not already part of the FFP of the COHS. Is the Offeror to understand that they may have to provide labor in the form of services such as painting, or wall repairs, fencing works - etc. as part of an NPI work order? Or that they may have to obtain and provide equipment such as generators, or airless paint spraying rigs, or scissor lifts - etc. as part of an NPI work order?

26-Apr PWS 1.1.3.12

Question: Is the Offeror to understand that GPC will be a form of payment applicable only to Market Basket and NPI’s - that the Offeror has been approved to order - whereas those particular orders would not be submitted through WAWF? If that is not the case, how is the Contractor to accept GPC for items they have not ordered (government supplied inventory) and credit those amounts back to the government?

Once all items are ordered from contractor or from another source all items are then government owned. Contractor will submit items in WAWF only for NPI and Market Basket items that the contractor has ordered. Then put in GOV inventory.

Once the item is issued to a craftsman or to a resident the item will be taken off the government owned inventory. Only

Market Basket and NPIs items received from contractor will be inputed in WAWF. For items the contractor has not orderd it will be issued to the craftesman or resident from the government owned stock managed by the contractor. If an item is ordered from the contractor or from another source the payment will be by GPC. Item will be received and placed in government owned stock. Once it is issued from GOV owned stock there is no credit back to the government from the contractor.
