Q&A Sheet (All questions were submitted in a timely manner via the Question Form.)
Question #1: Where do we wash the Tub Grinder and how do we make an appointment for trailer?
Answer #1: The Tub Grinder can be washed at the recycle center with our water, however, the Contractor will be required to clean any mess made.
Question #2: Do we have to collect recyclables for which plastic and metal are connected to each other? If we collect these, how do we deal with separating these at the recycle enter?
Answer #2: Yes, if the items can be separated then you will sort them. For example, a glass jar with a metal lid will be separated into their respective areas. However, if the item cannot be separated they will just go into the pile for which the majority of the item is made. For example, a car seat that is mostly plastic with metal formed into it shall be separated with the plastics.
Question #3: Do we have to collect glass bottles with lids and labels on them?
Answer #3: Yes, see question #2 above for additional information.
Question #4: Are two ring binders acceptable instead of three ring loose leaf binders?
Answer #4: Yes.
Question #5: Please define the maximum amount that the contractor can bill before a new contract must be made?
Answer #5: Because this is a Firm Fixed Price contract, the amount listed in the Award is the most that the Government is going to pay (based off of the Contractors proposal).
Question #6: As we were only given PWS dated 5 June 15 (Rev #1), can we ignore items dated PWS 1 April 15?
Answer #6: As some of the questions have caused us to edit the PWS, the dates within the solicitation referencing the PWS can be assumed to be 7 Jul 15 (Rev #2). For good measure, the SF 1449 will be amended and posted to FBO in the same fashion that the original Request for Proposals was posted.
Question #7: Attachment 7 is blank. Please let me know how to open or use this form.
Answer #7: I did not have any issues opening this form. I did however delete and reattach the form.
Question #8: How many recycle bins are scheduled to be placed in each park?
Answer #8: IAW Appendix D (Page 27 of the PWS) each park shall have 3 recycle bins each.
Question #9: Let us know the collection day/frequency (twice or once per week)?
Answer #9: If you’re referring to the recycle bins mentioned in Question 8, IAW Appendix D (Page 27 of the PWS) all three locations shall be picked up on Mondays & Thursdays.
Question #10: Method for Submittal of Performance Surveys/Questionnaires other than via e-mail provided i.e. Is submittal via fax or hand carry delivery acceptable? If so, please let us know your fax number.
Answer #10: IAW the posting to FedBizOpps, “Proposals will be accepted when submitted via e-mail to Marcus.Tucker.1@us.af.mil or Richard.Burns.11@us.af.mil. When hand carried, proposals must be marked “Attn: Marcus Tucker” and deposited in the bid depository located at 18 CONS/LGCA, Bldg 99, Dated: 8 Jul 15

Question #11: What kind of vehicles do you need? What capacity do the trucks & trailers need to be able to carry? Please advise. Is it necessary for us to attend the airfield training course? What kind of training?
Answer #11: We cannot tell you what kind of vehicles you will need. Also, we cannot tell you what capacity the trucks and trailers should be. Yes, IF awarded the contract you will need to attend an Airfield Training Course to learn how to properly navigate the airfield at Kadena AB. That will be coordinated once a contract is awarded.
Question #12: In case of transporting hazardous materials do you need “business license for collection & transportation of industrial waste”? Please advise.
Answer #12: IAW the RFP (Page 55), Addenda to FAR 52.212-1, Para (B)(1)(d): “A determination of contractor responsibility will be made prior to award IAW FAR 9.104-1. To be determined responsible, the Contractor shall furnish an Industrial Waste Collection & Transportation Business Permit by Okinawa Prefecture. It is the Contractor’s responsibility to ensure that permits are renewed.”
Question #13: Could you provide a forklift to unload/load the collected material?
Answer #13: No, the only things provided are listed within Appendix C (Page 23) of the PWS
Question #14: In the Addendum to 52.212-1 para 4, “Format for Proposal Parts I, II, & III shall be as follows”…will each part of the proposal require a separate binder?
Answer #14: Yes, IAW Addendum 52.212-1 para 4(a), “Each written Part of the proposal shall be separately bound…”
Question 15: Will an Act of God (for example, typhoon) delay the submittal deadline?
Answer #15: Yes, because of the pending typhoons, and the possibility that 18 CONS may not be at work to accept submittals turned in in-person, the submittal deadline will now be extended to 15 July 2015 at 1600 hrs JST.
Question 16: Are the three roll off containers mentioned in Attachment #2 – PWS para 1.1.5 located at Okuma Resort going to be provided by the Government, or will the Contractor need to provide those?
Answer #16: IAW Appendix C (Page 23 of the PWS) 3 Roll Off Containers will be provided by the Government for use at Okuma Resort.
Question #17: Do we need to place proposal for CLIN 0006, 1006, 2006, 3006, & 4006?
Answer #17: No, this CLIN is going to be similar to a Not to Exceed CLIN, where the Government will decide how much money will be allotted to this based off of historical experience. Attachment #1 – Price Exhibit will be revised so you will not be able to submit a price for this CLIN.
