The contractor explained that his company has a relatively successful in-house system that they use to import over $50M worth of goods each year and wanted clarification on whether this particular system could be evaluated in terms of their past performance.

Government Answer: All interested offerors will comply with instructions to offerors set forth in the solicitation; including Part III paragraph (c)(iv) – “If the Past and Present Questionnaire(s) is/are received from the offeror submitting a proposal, it will not be considered for past performance evaluation. 3. Concern: Upon hearing that there is only a 45 day period to replenish stocks, a contractor raised the concern that it takes several weeks to get items by sea and that some items are not readily available.

Government Answer: See answer to Question 4 below.

The contractor pointed out that certain items (like air conditioning units/parts) are made to order and can take several weeks to leave their manufacturing warehouse and then another few weeks arriving by sea.

He suggested that the 45 day lead time will not always be feasible.

Government Answer: The number of days to receive the items has increased to 60 days from 45 days.

Government Answer: All items shall be provided on a “door-to-door” basis. Items shall not be shipped through Tracy, CA.

6. Question: Is it the contractor’s responsibility to replenish items once they get below a 65% stock point, or does the contractor alert the government and have the government replenish the items?

Government Answer: Per PWS paragraph 2.1.5.1.1. - The contractor informs the Government once items have fallen below the 65% threshold. For the items located on the Price Exhibit, the Government may issue a Task Order to the Contractor for ordering the stock at the prices determined at contract award. For stock items that are not on the Price Exhibit, the Contractor shall notify the Government when the items fall below the 65% threshold. The Government may ask for a quote for these items and issue a Task Order to the contractor at the quoted price to furnish the items, or purchase the items outside of the contract.

7. Question: Does the contracting office provide the tax free clearance documentation when items arrive by boat?
